The Meeting was called to order by Council President Jack
Carter.
The Council President recauested that everyone stand and give the
Pledge of Allegiance to the Flag.
The Roll of the City Council was called with the following
�
. mbers present: Raymond, Cowles, Marcus, Mallea, and Norman.
Absent Norman.
The Council President explained to those in the audience that the
, Mayor was not present due to an illness and was hospitalized at
the present time.
(APPIROVAL OF MINUTES)
MOVED by Cowles, SECONDED by Norman to dispense with the reading
of the minutes of the Regular City Council Meeting of November G,
1984, and the Regular City Council Meeting of November 13, 1984,
and approve them as written.
MOTION CAPPIED
(AUDIENCE PARTICIPATION)
Council President asked if there was anyone from, the au3ienc who
cared to ,.,ring anything before the City Council that was not on
the prepared Agenda. As there was no one, Councilman Carter
declared that the Meeting would continue as outlined.
NE BUSINESS
(DISCUSSION ON IDAHO EMPLOYER'S COUNCIL)
Council. President informed the City Council that the folder and
application for membership from the Idaho Employers Council, Inc.
has been in the City Council basket: for several weeks and he felt
that some decision should be made as to whether the City wanted
to j oin . oin . He further said that he had made a copy of one of the
sheets from that folder for the Council's purusal. The dues were
based on the number of employees and t1hore was a number of thin�,,
they will do as a body for companies and Government entities.
The Council members discussed this application at some length
commenting that it sounded as if membership could be very useful.
to the City of Caldwell. Councilwoman Mallea stated that she did
review the material, but wondered if perhaps the Mayor shouldn't
have some input from a mangement point of view. Councilman Norman
said that he felt fro:r the list of helps that could be given to
the City, the $500 membership fee was reasonable.
Councilman Raymond stated that by way of administrative
assistance in problem areas, it doesn't take very long to use
$500 worth of information or value. He would be in favor of
trying this membership for one year and Sea what value the City
would receive. Councilman Norman said that he would agree with
this concept.
MOVED by Raymond, SECONDED by Norman to make application for
membership in Idaho Employers Council, Inc. for one year at a
membership fee of $500.
Councilwoman Mallea suggested that a condition be added to the
motion that the membership be applied for subject to the Mayor's
approvel. After discussion, it was determined that this not be
added to the motion as Council would be requesting information
from time to time from this group.

Council President then requested a vote on the motion as made.

(APPROVI .,; REQUEST FROM GOLF BOARD)
The Council President read the following letter from Laura
Gamboa, Chairman of the Cal-dwell Golf Board.
The Caldwell Golf Board voted to recommend that Byr1e Morse be
given a lifetime season ticket in appreciation for what he has
(lone for the Purple Sage Golf Course.
Councilman Raymond asked the newer members of the City Council if
they were aware of what Mr. Morse has done for the Caldwell. Goli
Course. They stated that they were aware of them.
MOVED by Norman, SECONDED by Raymond that the City Council accept
the recommendation from the Golf Board and that Byrle Morse be
given a lifetime season ticket.

(C:ATt RING PPIRMIT)
The City Clerk presented a request for a Catering Permit for The
Corral to cater for the Owyhee Motorcycle Club on November 23 and
24, 1984, at the fair Building at the Simplot Complex. The
permit was approved by the Chief of Police and the fee was
received in the Office of the City Clerk.
MOVED by Mal].aa, SECONDED by Cowles that approval be given for
the Catering Permit as !submitted by the City Clerk.

Carter stated that it
was suggested that there
be some
discussion
with regard to the
City Council meetings
normally
scheduled
for the last week in
December and the first
week in
January.
Both Christmas and
New Years would fall on
Tuesday
this year
which was normally the
scheduled time for City
Council.
Meetings.
The City Council discussed this at some length. It was then
IOVPD by Mallea, SECONDID by Cowles that the Regular City Council
7eeting scheduled for the fourth Tuesday in December be
cancelled, but that the first meeting in January be scheduled for
N'ednesday, January 2, 1985, at 7:2,0 p.m.

(FINANCIAL REPORT)
Councilwoman Mall-ea reported that the Finance Committee met to
review the bills. Thera was accounts payable in the amount of
$334,444.54, a payroll of $217,714.85 of which $51,934.55 was
fringe benefits. This made a total of $552,159.39.
MOVED by iMallea, SECONDED by Norman that the checks be issued and
the requests for payment fil -ed in the office of the City Clerk.

(COMMITTED REPORTS)
Councilman Norman informed the Council that he met with the Golf
Board. They had an increase in October over last year 's October
as far as green fees were concerned. They were discussing some

prospects of some long term improv>ments. Councilman Norman also
statea that Laura Camboa and Jim Guy both had terms that were
expiring this month. After discussion, it was decided that this
recommendation should come from the Board before action - ,,as taken
by the City Council.
Councilman Raymond stated that three of the Council attended a
dinner meeting with a group of Main Street merchants last week,
He felt it was a positive meeting and he expected to have an
L.I.D. proposal from that group for major renovacations on Main
Street.
Councilman Cowles asked the City Engineer A: there was any
further information with regard to the crosswalks at the College
of Idaho. Mr. Redmond stated that there was not an update at
this time.
Councilwoman Marcus said that she also attended the Main Street
merchant's meeting and also felt it was a positive meeting. She
reported that the Curtis Park problem was making slow progress,
but it was hoped to have , information at the next meeting.
(MAYOR'S CCMMIENTS�
Council President reported that he attended a Senior Citizen's
Meeting on Monday and they are anxious to get to work on the
addition to their Wildi ng. A meeting was being planned with the
City Engineer and the Dwilding inspector to see what was needed,
to get started.
There - was a Public Employee's Retirement System informational
workship here in the Council room at 1:00 p.m. and anyone who
cared to stay for that was welcome to do so.
The Council President also stated that it has been suggested that
the dedication of the new City Hall be postponed until after the
first of the year due to the illness of the Mayor The City
Council agreed with this suggested stating that the Mayor shoul
be here and there was also many things yet to be accomplished.
There being no further business, the meeting was adjourned at
12:20 p.m.
