Councilman Luby moved and Council Vassar seconded that the meeting recess until 8:00 P. M. on November 20, 1961. The motion carried and the meeting recessed at 5:40 P. 19. Vassar, N. E. "Coley" Smith, r" Max Luby, Emile Shorb, L. °. Eldredge and Alvin K. Bates. Signs Highway 30 T. C. Blacker and Idaho Outdoor Advertising Co requested permits to erect signs adjacent tv High- way 30. The Council was in'orn,od consent for these signs had been obtained from the Highway Board, provided, they were not located on state property and to be removed, if found necessary, with no expense to the State. Councilman Shorb stated if these permits were granted the City would be setting a precedent. Moved by Councilman Shorb, seconded by Co :- ncilman Luby these permits be denied. i Motion withdrawn. Moved by Councilman Vassar, seconded by councilman Smith aoolications for signs presented to the Council by T. C. Blacker and Idaho Outdoor Advertising Cc be tabled until the next meeting of the Council. Upon Roll Call it appeared the motion was unanimeusly carried. The following letter was read and ordered spread on the Minutes: November 20, 1961 Honorable Ed Simmerman Mayor of Caldwell City Hall Caldwell, Idaho Lear Mayor Simmerman. I am pleased to inform you that we have received the green light to go ahead with the Caldwell Armory project. I am currently drawing uo a contract with the architect so that we might tiepin in ernest with our design. I will keep you in- on this matter and at such time as a preliminary, based on our past discussions, i I ,2 is available, we will come to Caldwell for a conference on the building de -ign. Before the Nati:m al Guard Bureau will allow Federal Funds to be obligated in support of this project, it is necessary that we furnish the government with the basic agreement between the Government, the State and the -ity. You will find enclosed seven conies of this agreement which requires City approval -no signature where indicated on page 5. Please return all copies. As I have mentioned in the past, the basic agreement to 25 years use of the now armory is all the Federal Government gets for their cantribution. The Government holds no ownership status, however, the ownership does not necessarily change at the end of 25 years. If you have any onestions on this agreement, please feel free to call on me as I am nost anxious to complete this phase of the project as soon as possible. Sincerely James S. City Attorney Dean Miller informed the Council the agreement was a standard government agreement and advised the Council to enter into this agreement. Agreement (Armory) Moved by Councilman Smith, seconded by Councilman Vassar the Mayor he authorized to enter into and agreement with the Federal Government and the State of Idaho on behalf of the City of Caldwell. Upon Roll Call it anneared the motion was unanimously carried. Liquor License Aoolication for Liquor License was read from Fiala Barker (The Tavern) the fee accomnanying the application. Moved by "ouncilman Luby, seconded by Councilman Bates this License be granted. Upon Roll Call it appeared the motion was unanimously carried. Beer Licences Apolications for Beer Licenses were read from Stahl Beverage Store and The Tavern, fee fee ac- comoanying each application. Moved by Councilman Luby, seconded by Councilman Smith these Licenses be ranted. Up nn Roll Call it appeared the motion was unanimously carried. L. I. D. h 49 (bid) The following letter was read and ordered spread on.the Minutes: Honorable Mayor and pity Council City of Galdwell Caldwell, Idaho Gentlemen: As discussed at the bid opening for construction bids on L. I. D. No. 49, November 13, 1961, I have evaluated the low bid of C. L. Strang and have found it to be reasonable. This is to notify the Mayor and City Council that the engineer's estimate has been re- vised to a total of $4,709.50. The unit price of Item No. 1 (concrete sewer, 8 was revised to a unit price of $2.70. Since the total cost of the district will not exceed the published amount, I would re- commend that the award be made to C. L. Strang, the low bidder, subject to the apnroval of the City Attorney. The construction cost is only a part of the entire cost of the iroject. The other cost included is the over -head which is necessary to finance a Local Improvement District. A f+irther evaluation was made of the total cost of the district and this will not exceed the estimate of $6,160.00, nublished in the notice as reouired by law. Yours truly Melvin G. Lewis. P.E. The Honorable Ed Simmerman Mayor, City of Caldwell City Hall C Idaho Dear Ma. or Simmerinan: Please find attached herewith a copy of the Highway Board of Lirector §' Determination regarding the location of the section of IRterstate.60N in and in the vicinity of Caldwell. Very truly yours, Is/ Wayne Summers, Secretary Board of Highway Directors Decision of the Idaho Hoard of Highway Directors was ordered filed in the Clerk's office. City Attorney Dean Miller stated unless the Highway Board's decision is ap� within ten days of the annrn ncement it becomes effective. Mayor Simmerman informed the 1, ouncil requests made by the City have not been granted. Moved by Councilman Smith, seconded by Council�an Eldredge the Mayor, or a qualified representative inform the Highway Board the City of Caldwell will file suit to delay action by the Board. Moved by Councilman Smith, seconded by Councilman Eldredge if the council does not receive a satisfactory reply from the Highway Board by November 2L, 1961, the City Attorney be instructed to file suit. ` Upon Roll Call it avpeared the motion was unanimo�i.sly carried. Library 1 Councilman Shorb, council member on the Library Board, discussed future planning for a new library building and requested the City to set aside a site in the park for this building. Moved by Councilman Shorb, seconded by Counc "lman Vassar the Council select a site in existing 9ity I I owned pronerty for a future library building. Upon Roll Call it appeared the motion was unanimously carried. Councilman Smith recommended city man be taken o - f the work at the eighteen hole golf course until the Golf Association provides Dart of the man power. Councilman Vassar recommed the Mayor contact the Golf Association and work out some plan with a reoort back to Council. i There being no further business to come before the Council it was moved by Councilman Luby, seconded by Councilman Eldredge that Council adjourn.
