It was moved by Fenrich, seconded by Sandmeyer that the rules requiring that the reading of a Bill on three separate days be s uspended and that Bill No 5 be read the second tiv *.e by title and the third time in full, s action by section and placed on its final passage. The Mayor directed the Clerk to call the roll on the Kotion with the following result: Those voting in the affirmative were: Babcock, TBcDannel,Stengel, Fenrich and Sandmeyer. Negative; ;done. Absent and not voting; Handford. The Mayor declared the motion had passed by the necessary three - fourths majority and directed the Clerk to 'toad Bill VG_ 5, the second time by title and the third time in full, section by section. The Clerk read the Bill as directed. The question then being "Shall Bill No 5, pass? The Mayor directed the Cler /r to call the roll on the above question which resulted as follows: Those voting in the affirmative were: Babcock, McD Stengel, Fenrich and Sandmeyer. Negative: None. Absent and not voting; Handford. Thereupon the Mayor declared Bill No 5, had passed, and the Mayor in open session of the Council duly signed and approved the Bill, and the Clerk duly signed and attested the same which became O rdinance 566. The Mayor directed the Clark to make proper entry of the same and to cause Ordinance 566, to be p blished in the Caldwell ,dews- Tribune, the official newspaper of the Ci�y of Caldwell, Idaho. City y Clerk. ! �/ COUNCIL CHAMBERS, NOV_?BER 20, 1939. 8 :00 P.M. A Special Meeting of the Pity Gouncil met in the Council Room with the Mayor, Afa�ar Edgar L. Oakes, presiding, on Roll C the following Councilmen answered present; IW,E.Babcock, C. 0, McDannel, Oscar Stengel, W.B. Handford, G. y. Fenrich and M.S.Sandmeyer. The Mayor informed the Council the meeting was called to take up new and un- finished business. The Mayor read.a�.bid from the College of Idaho bidding on the Bonds of Local Improvement District # 16. Thereupon the following Resolution was presented to the Mayor and Council by 7ouncilman Handford, who moved the adoption thereof, which motion was duly seconded by �uncilman Fenrich. RESOLUTIQN. By Handford, 1'J VMPREAS, the College of Idaho being the best and highest bidder for ha purchase or Local Improvement District # 16, Bonde,and, ':"REREAS, the said bid be accepted, and, WHEREAS, Raid College of Idaho has purchased all of said Local Improvement District 16, Bonds except bonds cumber 13 a 14, for the sum of $5906.90, and, j 7,gMREAS, the College of Idaho is desirous that the City of Caldwell complete h ocal Im rovement District 16 P �{ , within the year 1940 and not to exceed the bonded cost of 6800.56. NOW, TAERE'ORr BE IT RESOLVED that the City of Caldwell accept the bid of the Col ege of Idaho for the purchase of said.Ponds and that the City of Caldwell complete the i improvement of L Improvement District # 16, within the year 1940 and not to exceed th ended cost cost of X6800.56. A Yea and Nay vote was had thereon with the following result: Yea: Babcock, MOD Stengel, Fandford, renrich and Sandmeyer. Nay. None. Absent and not voting; None. Whereupon the Mayor d eclared the motion duly mrried and the preamble and resoluti Mr. Orville Bier appeared before the Council asking permission to connect to the illmore Street drain sewer through a septic tank. After a lenghty discussion the Mayor informed Mr. Bier the basement and bath drain could be connected to the drain but sewerage A»� must to the sewer. The Mayor read a letter from the College of Idaho concerning the proposed gyms asium. After a discussion by Dr, ga.l1 President of the College and the Mayor and Council the following Resolution was presented to the Council by Councilman Fandford, who moved the adoption thereof, which motion was duly seconded by Councilman Sandmeyer II LI Li RESOLUTION. By Handford. WF:F.REAS, William W. Hall, Jr., President of the College of Idaho, appeared before the City Council and explained that the College of Idaho is in need of a gymnasium and that the College of Idahodesires the cooperation of the City of Caldwell in obtaining such a gymnasium, and mll EAS, the said City of Caldwell desires to cooperate with the College of Idaho in obtaining such a building, NOW, TN7F7rORE BE IT RESOLVED that the City of Caldrell cooperate with the Oolleg of Idaho in obtaining said building. A Yea and Nay vote was had thereon with the following result; Yea: pabcock, PdcDannel, Stengel, Pandford, renrich and Sandmeyer. Nay: None. Absent and not voting: None. lqhereupon the Mayor declared the motion duly carried and the preamble and reso- lution adopted. PAr. Valau and two of his men representing the Dual Parking Meter Co., explained t machines and system. Moved by Handford, seconded by Babcock that the Fire Chief and the City Attorney draw up a tentative OrAinance for the bu -ning of leaves and trash &n streets, alleys,curbs and ditches. Motion carried. Councilman Babcock made a report on insurance rates. Moved by Handford, seconded bs. McDAnnel that this report be received as- correcte . 7otioncarried. COUNCIL CFAT. - BEHS, DECEP.TBER 4th., 1939. 8.00 P.M. The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with the mayor, Edgar L. Oakes, presiding. On Roll Call the following Councilmen answered present; W.E.Babcock, C. 0. Mc- Dannel, Oscar Stengel, W.B. Handford, P.. M. Fenrich and M. S.Sandmeyer, The ;finutes of November 6th., and 20th., were read and approved as read. Mr. 1. N.Tucker appeared before the Mayor and Council and presented a petition from the Christian Church petitioning permission to erect a Church on City lots in Golden Gate Addition. The Mayor referred t his matter to the Building- I Mr. Dave Dorsey and Mr. E Crook, representing the C.B. Oil Co., appeared be- fore the Mayor and Council and requested permission to install two gas pumps at the Drive In Market on the corner of llth., and Art°:ur. The Mayor informed these gentlemen that they would have to take thin matter up with the Zoning Committee. and'Card 3oom License Application for Beer License /was rend from R.W. Jasper, the fee accompanying the application. Moved by Babcock, seconded by Stengel that this application be rejected. A Yea and Nay vote was had thereon with the following result; Yea; Babcock, Stengel, Handford, McDannel, Fenrich and Sandmeyer. Nay; None. Absent and not voting; None. Thereupon the mayordeclared the motion carried. Moved by Sandmeyer, seconded by Babcock thst the City co- operate with the Christi Church in the building of a Christian Church in the Golden Gate Addition. Motion c arried. The Clerk read a letter from Mrs. Minnie Davenport tendering her resignation from the Library Board, Moved by YcD seconded by Fenrich that the Council accept this resignation. tTotion c The Clerk .read a latterfrom:E.E.
