Communication Chief of Police.
A communication from Chief of Police under date Iovember 12th., 1917, was read
and ordered filed.
Passage Bill No. 10 -Sewer Ordinance No. 288.
Bill 110. 10, by the sewer Committee, entitled, "An ordinance confirming and
approving the assessment roll oertified by the committee on streets and sewer committee Of
'Local Lateral Sewerage Improvement District No. 5', of Caldwell, Idaho, and the
proceedings in connection therewith as corrected by the City Council, and levying an
assessment against each of the lots or parcels of land within said district for the
payment of said improviments as is by law and the ordinances of said City provided ", was
read the third time, and placed on its final passage. On the question shall Bill No. 10
pass ?, the roll being called, the vote resulted:
Ayes - Dickens, .'.moe J. Miller, Mitchell, Sanberg -4.
' Naves -None.
Absent -F. n. ilille.r, Ward -2. So Bill No. 10 passed becoming Ordinance No.
2B8.
Meeting to consider hospital.
The Uayor stated that it was desired by a number of citizens that the council
hold a meeting in the near future in order that the matter of a municipal'hospital
might be presented. It was suggested that - .. a meeting be held Monday evening 'November
19th., 1917. at which time the matter of a hospital would be considered and that it was
very much desired by the council that the meeting be well attended the citizens and that
a full and complete discussion of the subject be submitted to them at that time.
Adornment.
No further business appearing before the meeting it was voted on motion of
Councilman Sanberg that Council adjorn until ISonday evening November 19th.. 1917, at
7:30 o'clock P. ;l. at which time council would convene in auditorium on, third floor of
City Hall and that special consideration would then be given to the matter of a municipal

Counoil meet in regular session, pursuant to adornment, with Uayor E. H.
Plowhead presiding, present Councilmen Amos J. Miller, F. b., Miller, Mitchell and '4
City Clerk, S. Ben Dunlap, when the following business was transacted:
Discussion ilunici;al Hospital.
This being the time fixed by the Council for the discussion of a municipal
hospital and a number of citizens being present, at the suggestion of the ;:layor, express- .
ions and opinions of those present as to the advisability of the City securing a hospital
and various locations for a building and plans of buildings were presented.

Adams. The speakers were unamimous in urging that the matter be presented to the people

by submission of the question ae to whether or not City should issue municipal bonds for
the purpose of acquiring a hospital.
Dr. Gus stated that Dr. J• B. Wright had authorized him to offer as a
donation for a site, EL block of ground on CLnyon Hill.
Idr. H. W. Dorman submitted a written offer to give the City Block Va. 51 or
Block 83 of .dountain View , Adition for the erection of a hospital thereon, costing
015,000.00 or more, on condition that slid hospital be completed on or before I,Iay let.,
1918, and operated for a period of ten years as a hospital.
Councilman Dickens arrived at this time.
Mr. Dorman also submitted written offer to sell the City a tract of land 196
feet deep fronting on Kimball Avenue and 365 feet in length fronting on Idaho Street,
upon which are located present home and the two story house adjoining it on the east
for the price of 012,500.00. And he offered to reconstruct home residence as per plans
aerewith submitted and drawn by h. E. Field, architect, converting said house into a
aodera up todate hospital furnished in keeping with the present building, also paint
:he entire exterior of both houses and construct a case pool of sufficient capacity

Mr. Dorman also submitted plans for reconstruction of home as prepared by
Cr. Fields, and the same were explained in detail by Mr. Fields to the council and

The matter of submitting to the qualified electors the question of
Issuing municipal bonds for the purposes of acquiring and equiping a municipal hospital
was discussed and considered and it being the consensus of opinion that sufficient
demand had been made on the Mayor and Council to justify the submission of the
