Councilman McCloskey stated that he had all the recommendations from the departments, and he wou
make copies for all Councilmen so this could be studied and the priority decisions made
to facilitate the
setting up of the budget after all the financial data is obtained. John Englahart stated that he would no
direction from the Council as to the projects they would designate for expenditures in the 1973 appropriat
of the Revenue raring money.
Opening of swimming pool bide
Mayor Carpenter announced that the opening of the bids for the swimming pool had been set for
November 15 at 3:00 P.M.

There being no further business to come before the Council, it was moved by Councilman Banks,
seconded by Councilman Dakan, that the meeting be recessed until November 15 at 3:00 P.M.

The Council met pursuant to recess and acknowledgement of notice in the following form:
We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, hereby
acknowledge notice of a Recessed Meeting of the same City Council to be held in the Council Chambers in the
City Hall of Caldwell, Idaho, at the hour of 3:00 P.M. on the 15th day of November, 1972, for the trans-
actions of all business in connection with the followingobject: the opening of bids for the swimming pool,
new and unfinished business.

Upon Roll Call, the following Councilmen answered presents Alfred H. McCluskey, Charles C. Banks,
Joe Gamboa and James R. Dakar. Absent: Lester E. Carter.
Barlance approved - Carl Krebs
Mayor Carpenter then called upon Carl Krebs representing Bob and Johns who stated that there was
an old house on the property which was used for security measure., and they wanted to remove the house and
needed a variance to place a mobile home on the back of thelot for thesame purpose.
It was moved by Councilman McCloskey, seconded by Councilman Hanks, toapproved the variance. Upon

Mayor Carpenter stated that he had an application for a permit to alter the flow of Indian Creek
through the proposed airport site and needed authorization for the Council to present it to the Department
of Water Administration.
It was awed by Councilman McCluslsy, seconded by Councilman Oamboa, to authorise the Mayor to pre-
sent the application for a permit to alter the flow of Indian Creek to the Department of Water Adminstration,

Opening of s wimming pool bids
Mayor Carpenter then called upon Roger Bissell to open and present the bids for the sw imning pool.
Mr. Bissell opened and read the following bids:

Mr. Bissell stated that CH214 would check the extensions on the bids and check with the Park Depart
ment and then present their recommendations for the Council's determination.
Mayor Carpenter stated that $380,000.00 had been budgeted for swimming pool construction; that the
bond election had been in the amount of $166,500.00 with the city having appropriated an additional amount a
$23,500.00, and with the Federal matching funds in an amount of $190,000.00, these bids were well below the
proposed financing.
Report on proposed airport
Councilman McCloskey reported that he had had a meeting with the Federal Aeronautics Administratia
and they were very interested in an airport for this area. He added that an environmental impact study woul
have to be made and four or five sites for the airport would have to be presented before the Aeronautic Ad-
ministration could place it under consideration.
After a brief discussion regarding zoning, annexation and the moving of Indian Creek, Councilman
McCluskey stated that he had assured the F.A.A. that the City would do everything possible to obtain the
information for them.
There being no further business to come before the Council, it was moved by Councilman Dakan,
seconded by Councilman Banks, that the meeting be recessed until November 20 at 8:00 P.M. Upon vote, the
motion carried. The meeting recessed at 3 :30 P.M. /
