The Council met pursuant to call and acknowledgement of notice in the following form: We, the undersigned Mayor and Aiembers of the City Council of the City of Caldwell, Idaho, do here- II by acknowledge notice of a Special Meeting of the said City Council to be held in the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 7 230 P.M., on the 1 day of November, 1966, for the transaction of all business in connection with the following objects: Receiving, considering and accepting sealed bids for the purchase of $168,425.00 General Obligation Fire Station Bonds of the City of Caldwell, Idaho, and for the consideration of a request for special permit by Orval Fattig to park a trailer house in a residential zone of the City. Harrison. option of sealed bids for the purchase of $168,425 Fire Department Bonds The Mayor announced that one of the purposes of the meeting was to be the reception of sealed bids the purchase of $168,425 Fire Department Bords of said city. The City Clerk presented an affidavit evidencing the mailing of a copy of the notice of sale of d bonds to the State Auditor of the State of Idaho on October 21 9 1966 in full compliance with law, and 161 pan x idavit evidencing publication of the notice of sale, in full compliance with law, in Me News- Tribune, the official newspaper of said city, on the following dates: October 22, 1966, October 29, 1966, and Novembb 5, 1966, the first of said publications being not less than twenty -one days prior to the date fixed for the sale of said bcids. The affidavits were approved and ordered placed on file. The City Clerk than announced that pursuant to said notice of sale three sealed bids for the pur- chase of said bonds had been received. Mayor ATTEST: Clark 164 After a general discussion, it appeared that the bid of.Schwabacher & Co. of Boise, Idaho, and associates, for said $168,425 Fire Department Bonds was the best and most advantageous bid received Yor the h i purchase of said bonds. J It was moved by Councilman Banks, seconded by Councilmen Martin, that the low bid of Schwabacher & Co. of Boise, Idaho for $168,425.00 Fire Department Bonds be accepted. A vote was taken and the motion carried. It was moved by Councilman Davenport, seconded by Councilman Carpenter, that the cashier checks submitted as evidence of good faith be returned by the Clerk to the unsuccessful bidders who were present. A vote was taken end the motion carried. Application for a special permit to park a trailer house at 1117 Cleveland Boulevard - Orval Fatig Mayor Smith stated that, the other item of business for this meeting was the consideration for a special permit to park a trailer house at 1117 Cleveland Boulevard and he called upon Mr. Orval Fatig who was present for the meeting. Mr. Fatig explained that he had an illness for which he had been hospitalized several times and he had been sleeping in a little camp trailer in the yard on his property; that he couldn't sleep in the house and he didn't know it was against the City Ordinance until he had received a letter, after persons had com- plained to the City about it. He further explained that he had an extension cord running to the trailer for lights and used a butane heater for heat but it was not connected to water or the sewer. ' J In answer to questions, Mr. Fatig said that he possibly could obtain a deposition from his doctor stating that it was necessary and he further explained that he had a respirator which he had to c from time to time and it was equipped with a motor and generator for use when he was away from home. He said that he had ran the gasoline motor a few times on a trial basis in testing it to see if it would work - that he had Just put it on; however, it wouldn't be used while it was parked where it is at the present time as he would use the electricity. The trailer was presently located next to the shop in the back yard. After some further discussion; it was moved by Councilman Martin, seconded by Councilman Carpenter,i', that a special permit for parking the trailer at 1117 Cleveland Boulevard be issued until November 15, 1967. A vote was taken and the motion carried. Mayor Smith explained to Mr. Fatig that he should make arrangements to have the trailer moved by November 15, 1967 or again appear before the Council at that time to see if the permit could be extended and, the Mayor cautioned Mr. Fatig not to use the gasoline motor. It was then moved by Councilman Martin, seconded by Councilman Banks, that the meeting recess until 8:00 P. M. on November 21, 1967. A vote was taken and the motion carried.
