Behrman, — Robert J. Jerome, Charles E. Vaughn, Jr., James H. Chost, James Arritols, and Ila Yvennie Glenn were present jed for the consideration of the Council. Each application had been approved by the Chief of Police and was 1 accompanied by a receipt from the Clerk for the required fee. It was moved by Councilman Davenport, seconded by Councilman Keys, that the applications for (Bartender Permits be approved and that the permits be issued. A vote was taken and the motion carried. Report on L.P. Gas Company Mayor Smith reported regarding the L.P. Gas Company located in the Chambers Industrial Area in that they had a sub- standard tank installation. He said that it was outside the State Law and the Council should be informed of this in the event they were contacted. Report on aeting of Airport Committee Councilman Keys reported that the new Airport Committee had met and organized, that they had re- commanded some changes in the contract with the Airport ,Manager and also, Mr. Driscoll had reported that he was in a desperate situation at the airport for lack of tie -downs for visiting aircraft. He had requested and the Airport Commission had recommended that the City attempt to do something about this situation immediately. Councilman Keys said that he had intended to speak with the City Engineer to see if some- temporary tie downs could be placed at the airport. Report by City Engineer _ The City Engineer reported to the Council that he had been informed of additional needs for water at the new warehouse being constructed for Kit Manufacturing Company. He also explained the costs involved, the present situation in the area and additional needs presently forseen with additional development and higheray changes. Bills for End-October It was moved by Councilman Martin, seconded by Councilman Keys, that the warrants for claims and payrolls be approved as per list and filed in the City Clerk's office. The Council met pursuant to recess and acknowledgement of notice in the follm-Ting form: We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do here ackrovrledge notice of a Recessed Meeting of the said City Council to be held in the Council Chambers in the City Ball in the City of Caldwell, Idaho, at the hour of 4:00 P. M., on the 10th day of November, 1967, for / 354 1 the transaction of all business in connectior, with the f e'_louring objects: Consideration of request for Special Permit to park trailer house and canvass of ballots following City- General Election hold on November 7, 1967. Witness our signatures this 10th day of November, 1967. �1=F M ayor Mayor N. E. "Coley" Smith Upon Roll Call, the following Councilmen answered present: Charles C. Banks, William S. Harrison, V. Jay Martin, Charles W. Carpenter, and C. A. "Chet" Davenport. Absent: James W, "Bill" Keys. Announcements made Mayor Smith announced the coming Tuesday afternoon as a time for he and the Council to look at all trailer houses in the city. He also announced that the bank had locally approved the lease purchase option on the new well with the formal approval to come from the office in Boise. He said payments would be made at $9,000.00 a year plus interest for the next five (5) years. Request for trailer house permit considered The Mayor reminded the Council that two notices had been served on trailer house owners that their I" variances had terminated and that one of these was Mr. Orville Fattig who was present far this meeting; his variance would terminate on November 15, 1967. Mr. Fattig was recognised and informed the Council that he had been able to Stay out of the hospita I by sleeping in his camper and he would like to have his variance extended. He explained that he didn't know II if there was something ir. the insulation in the house or what it :night be, but he Just couldn't stay in the 'house; that he had put the place up for sale this year but so far, he hadn't sold it. Councilman Martin inquired of Mr. Fattig if he might obtain a certified statement from his doctor 'I that he couldn't sleep in the house because something was affecting his breathing and Mr. Fattig stated that he supposed he could. Councilmen Keys entered the meeting at this time. After reviewing the matter before the Council, Councilman Keys stated that it seemed to him that perhaps they should proceed in the same manner as the Board of Adjustment in granting Special Permits through petitions of those persons livi ^g in the area. After some further discussion; it was moved by Councilman Martin, seconded by Councilman Panks, that the request of Mr. Orville Fattig be held in obayance until other trailers in the city had been surveyed and the Council given an opportunity to review the matter further. A rote was taken and the motion carried. Mr. Fattig stated that 'no would appear then at the meeting of the Council on November 20, 1967. Canvass of election returns The Mayor and Council then resolved itself into a Canvassing Board for the purpose of canvassing the election returns of the City General Election held November 7, 1967. The returns of the First, Second. A vote was taken and the motion unanimously carried. IT WAS THERFORE ORDERED 5Y THE MAYOR AND COUNCIL of the City of Caldwell, in the County of Canyon, State of Idaho, that the following named persons are hereby declared elected to the office of Councilman for a term of four (L) years, to serve until the election and qualification of their successors, to -wit: Charles W. Carpenter, James W. (Bill) Keys, and 7. Jay Martin. It was moved by Councilman Davenport, seconded by Councilman Hanks, that the meeting recess until 1 6:00 P. M. on November 20, 1967. The Council met pursuant to recess and acknowledgement of notice in the following form: We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, -do hereb; acknowledge notice of a Recessed Meeting of the said City Council to be held in the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 6:00 P. M., on the 20th day of November, 1967, for the transaction of all business in connection with the following object; New and unfinished business. Audit for 1967 Mr. Alvin Bates, representing Jackson, Messuri Z Hunt, Certified Public Accountants, was present and asked for a renewal of the present Audit Contract at the same rate as for last year. It was moved by Councilman Keys, seconded by Councilman Harrison, that the Audit Contract be renewed for the period of January 1967 thru December 1967. A vote was taken and the motion carried. Mr. Bares thanked the Mayor and Council and excused himself from the meeting. Final Plat. of Green Acres Addition No. 1 approved Mr. Ron Blakley presented the final Plat of "Green Acres Addition Nc. 1" for consideration of the Council. He stated that it was in the same form as Preliminary Plat previously approved. It was moved by Councilman Banks, seconded by Councilman Davenport, that the final Plat of "Green Acres Addition No. 1" be approved. A vote was taken and the motion carried. Variance granted conditionally to Orville Fattig Mr. Orville Fattig was present with regards to the previous request for a variance renewal far his trailer house at 1117 Cleveland Boulevard and the following letter was read: Nov. 14, 1967 Gentlemen: Mr. Orville Fattig has pulmonary emphysema and bronchial asthma, very severe at times. He is unable to stay in his old house because of a sensitivity to mold in the /
