SPECIAL MEETING
November 8, 1979
4:00 p.m.
The Special Meeting was called to order by Mayor Pasley.
The Roll of the City Council was called with the following
members present: McCluskey, Olesen, Williams, Raymond, hopper,
and Bauman. Absent: none.
(CANVASS OF ELECTION RETURNS)
The Mayor and City Council resolved itself into a Canvassing
Board for the purpose of canvassing the election returns of the
City General Election held November 6, 1979. The results were
found to be correct and legally made and were listed as follows:

Registration and percentages for each precinct were as follows:
Precinct 4 1020 registered with 26.5% voting
Precinct 5 1337 registered with 16.4% voting
Precinct 6 631 registered with 15.5, voting
Precinct 8 1417 registered with 17.7% voting
Precinct 9 870 registered with 17.5% voting
Precinct 12 1717 registered with 24.3% voting
Precinct 15 922 registered with 20.1°% voting
Total registration: 7,914 20.12° voting
MOVED by Williams, SECONDED by Olesen that the above listed results
be declared official.
Roll call vote. Those: voting yes: McCluskey, Olesen, Williams,
Raymond, Hopper, and Bauman. Those voting no none. Absent and
not voting: none.
MOTION CARRIED
It was therefore ordered by the Mayor and the Council of the City
of Caldwell that the following named person be declared elected to
the office of Councilman for a term of four years until the
election and qualification of their successors, to -wit: Gene A.
Betts, Lester E. Carter, and Jack R. Raymond.
Councilman Raymond suggested that a letter be sent from the Mayor
and City Council of the City of Caldwell to Bill Staker, County
Clerk, thanking both Mr. Staker and his staff for a job well done.

Councilman Hopper asked if the A.I.C. couldn't be called to see if
it was necessary to have this canvass n7w that the City was involved
in the counting of the votes by computer. He :Celt the law should
be revised, in some way.
(DISCUSSION REGARDING OLD JEFFERSON JUNIOR HIGH SCHOOL)
The Mayor informed the City Council that he would like to discuss
the proposed sale, lease, or trade of the old Jefferson Junior
High School. IIe stated that he had been unable to get an appraisal
so far on this property. It had been decided previously that the
City did. not want to hire a certified appraiser, but would rather
have the realtors make the appraisal. To hire a certified
appraiser would cost two weeI:s worth of work and they will
appraise the property so high that no one can afford to buy it.
The Mayor further said that those indicating an interest in this
property were Bob Bushnell, Gary Lasher, and Wally Frank. Twice
the realtors have turned down the City's request to give the City
a reasonable figure on the property. Gary Lasher was in to see
the Mayor the day before and wanted to know about a trade. The
Mayor informed him that the City would still have it appraised and
the property that was offered for trade appraised as well. The
Mayor also talked with Wally Frank about it and Mr. Frank was aware
that the realtors had turned down the appraisal. Mr. Frank called
the Mayor back later on in the day and said that he had talked with
Glen .Koch. and they had decided. that the best way was for them to
withdraw from participating in the bidding on the property and work
up an appraisal for the City Council. The Mayor informed Mr. Frank
that this would be very much appreciated. Everyone that the Mayor
had talked with thought it was worth the value of the land, but it
would be very expensive to tear the existing buildings down. The
Mayor then told. the City Council that he did have a cash offer of
$100,000.00 for the old Jefferson Junior High. The Mayor further
said that if the City Council should decide to take this offer, the
next step would be that the appraisal would have to be secured,
then the City would have to have a public auction and the notice of
intent was to sell, lease or trade and the City would have to
have a public auction at which the Council could accept the bid
at less than the appraised price. If the City can get the
appraised price or better, the City Council can make the decision`
to sell, trade, or lease or not to. If the City does not get a
bid at appraised price, they can then go back and, negotiate.
The City Council discussed this at some length. Councilman McCluske;
pointed out that if t!uis property was sold and developed, it will. be
a big increase in the tax base for the piece of property. Council-
man Olesen stated that he would hope that the City would proceed
as quickly as they can with the procedure.
Councilwoman Williams said that she would like to know two things.
One was that if the City accepts this bid when the time comes, if
the City will know that they will improve the property. The Mayor
answered that he did not see how they could afford to not do
something with the property. Councilwoman William's other question
was what the City would do with the money. Councilman McCloskey
stated that he felt t'iat this money should be put into a contingency
fund for protection. Councilwoman Williams said that she thought
it should go into a Capital Improvement Fund.. Councilman Hopper
commented that he thought it should be used. to build the sewer out
on Cleveland Boulevard and then as the people pay for it, a
revolving account could be set up. Also discussed was to borrow
against the money itself and Council felt that the City could
make some money with the interest involved.
It was then agreed by the City Council that the Mayor would proceed
with the appraisal and take the necessary steps to accomplish the
public auction.
(A.I.C. WORKSHOP)
The Mayor announced that on December 20th there was to be an
Association of Idaho Cities Workshop and that evening was a
Legislative dinner for the legislators. He further stated that
Caldwell would have involved the Carroll Deans, Dorothey Reynolds., .
Dean Abrahams, Steve Scanl.in, and the Phil. Batts. The Mayor asked
the City Council if they would give permission for these legislators

and their spouses to be guests of the City of Caldwell. The Council
agreed to this and suggested that the monies be taken out of the
Public Affairs fund.
(DISCUSSION REGARDING TRIP TO SCOTTSDALE)
The Mayor reminded the City Council that they did decide to send
two representatives to Scottsdale, Arizona and they must decide
who they wanted to go. The Mayor stated that both Nampa and Boise
were sending their Fire Chiefs and also their Mayors and Finance
Directors.
After discussion, the City Council determined that Councilwoman
Williams, and Councilman McCloskey would be the ones from the City
of Caldwell to go to Scottsdale to attend the meeting with regard
to their fire protection system.
There being no further business, the meeting was adjourned at
4:40 p.m.
