COUNCIL CHAMBERS

November 7th, 1955.
The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
the Mayor, Jason C. Smith presiding.

Upon Roll Call the following " ouncil.men answered present: Fran " lomgjist, L. E. Burrell, Emile
Shorb,.L. P. Eldredge and J. M. Bettis. Absent: Geo Cleveland.
Mayor Jason C. Smith presiding.
A. delegation of property owners representing Local Improvement Districts Nos 27, 28 and 35 were
lu
present and questioned the assessments rolls of these districts.
This was referred to the City Engineer and a report to be made back to the C ouncil.
Mrs. Homer Hooban was present and discussed the matter of a building site for the proposed Forwari
Club House.
The Mayor informed Mrs. Hooban he would check city property to find if there was a site suitable
for this purpose.
Councilman Blomquist presented Mayor Smith with a gavel.
November 14th, 8:00 P. M. was setas the time for the Council to meet with the Caldwell Cooperative
Gas Association, Inc., and discuss natural gas distribution for the City of Caldwell.
Sewage disposal charges were discussed but no action was taken.
A request by the Pantorium to install a night drop box in front of their plant at 414 Main was

denied.
The Mayor informed the Council this was the time set by notice for hearing objections to the
vacation of the alley in Block 116, Strahorn Addition No. 1.
There were no protests filed.
Thereupon Councilman Bettis introduced Bill No. 15, entitled:
AN ORDINANCE RECITING THE PASSAGE, APPROVAL AND PUBLICATION OF ORDINANCE No. 86o; DETERMINING THAT
NO OBJECTIONS RAVE BEEN MADE AND FILED TO THE VACATION OF THE ALLEY AS CONTAINED IN BLOCK 116 OF STRAHORN
ADDITION 0. 1 ACCORDING TO THE REVISED MAP OF CALDWFU, IDAHO, FILED JULY 29, 1891, AT 3:00 P. M. AND NOW OF
RECORD IN BOOK P PLATS, PAGE 2J, RECORDS OF CANYON COUNTY, IDAHO; DETERMINING THAT THE VACATION OF SAID AIN
IS TO THE "SST INTEREST AND ADV @NTAGE OF THE CITY OF CALTNlELL, ITS CITIZENS AND PROPERT- OWNERS; DETERMINING

which was mad for the first time and the Council proceeded to a consideration of Bill No 15. It was moved
by Councilman Blomquist, seconded by Councilman Shorb that the rules requiring that the reading of a Bill
on threeseparate days be suspended and Bill No 15, be read the second time by title and the third time in
full section by section and place on the final passage. The Mayor directed the Clerk to call the Roll on
the above motion with the following result: Those voting in the affirmative were: Blomquist, Burrell,
Shorb, L. P. Eldredge and J. M. Bettis. Negative: None. Absent and not voting; Cleveland. The Mayor
dehlared the motion had passed ty the necessary three - fourths majority and directed the Clerk to read Bill
No 15, the second time by title and the third time in full section by section. The Clerk read hhe Bill as
directed. The questir7n being "Shall Bill No 15 pass?" The Mayor directed the Clerk to call the roll on
the above question which resulted as follows: Those voting in the affirmative were: Blomquist, Burrell,
Shorb, - Eldredge a nd Bettis. Negative; None. Absent and not voting; Cleveland.
Thereupon the Mayor declared that_:Bill No 15, had passed and the Mayor in open session of the
Council duly signed andapproved the Bill, and the Clerk duly signed and attested the same which became
Ordinance No 862. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance
No. 862, to be, published in the News - Tribune the official newspaper of the City of Caldwell, Idaho.

Thereupon Councilman Blomquist introduced Bill No 16, entitled:
AN ORDINANCE AMENDING SECTION 4 -103 OF THE CAM CODE OF 1942, AS AMENDED BY ORDINANCES NO.
642, 649, 655, 680, 697, 671, AND 851, BY INCLUDING WITHIN THE BOUNDARIES OF "B" RESIDENCE ZONE OF THE CITY
OF CALDWELL, IDAHO, ALL OF THIRD PARBSIDE ADDITION TO THE CITY OF CALM=, IDAHO, ACCORDING TO THE OFFICIAL
PLAT THEREOF ON FILE AND OF RECORD IN THE OFFICE OF THE RECORDER OF CANHON COUNTY, IDAHO, PROVIDING THE
EFFECTIVE DATE OF THIS ORDINANCE AND PROVIDING THE REPEAL OF ALL ORDINANCES IN CONFLICT HEHS4lITH.
which was read for the first time and the Council proceeded to a consideration of Bill No 16. It was moved
by Councilman Burrell, seconded by Councilman Eldredge that the rules requiring that the reading of a Bill

on three separate days be suspended and Bill No. 16, be read the second time by title
and the third time
in full section by section and placed on the final passage. The Mayor ditected the Clerk to call the Roll
on the
above motion with the following results Those voting in the affirmative were:
Blomquist, Burrell,
Shorb,
Eldredge and Bettis. Negative: None. Absent and not voting: Cleveland. The Mayor declared the

had passed by the necessary three - fourths majority and directed the Clerk to read Bill No 16, the

second time by title and the third time in full section by section. The Clerk read the Bill as directed.
The question being "Shall Bill No 16 pass4"' The Mayor directed the Clerk to call the roll on the above
question which resulted as follows: Those voting in the affirmative were- Blomquist, Burrelr, Shorb,
Eldredge and Bettis* Negative- None. Absent and not voting: Cleveland.
Thereupon the Mayor declared Bill No 16, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance
No 863. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No. 863, to
p+iblished in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.

Cduncilman Bettie informed the Council Dr. Dole had requested that Pine Street be opened from
Arlington to Cleveland.
The Mayor stated right of way would have to be obtained from Henry Horn.
Permission was granted N. H. Adams to fence Fairview Avenue between Ash and Elm.
Moved by Burrell, seconded by Bettis the City of Caldwell enter into an Architect's Agreement wit
Wayland. Woodmansee and Cline architests of Boise, Idaho, for the proposed alterations and additions to the
I Golf' Club House.
Upon Roll Call it appeared the motion was unanimously carried.
Moved by Bettis, seconded by Burrell the regular December Council Meeting be held December 12th.
Upon Roll Call it.appeared the motion was unanimously Carried.
Moved by Burrell, seconded by Bettis that Mayor Smith and Councilman Blomquist attend the
American Municipal Association Convention to be held at Miami, Florida.
Upon Roll Call it appeared the motion was unanimously carried.
The petition for oiling Colorado and College between Linden and Poplar was returned for additional
signers.
Councilman Bettis informed the Mayor and Council a request had been made for opening Hazel Street
between Ilmshington and Wyoming.
This was referred to the City Engineer.
The Mayor and Council discussed the handling of garbage but no action was taken.
There being no further business to come before the Council it was moved by Councilman Bettis,
seconded by Councilman Eldredge that Council adjourn. Motion carried.

hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers in
the City Hall in the City of Caldwell, Idaho at the hour of 8:00 o'clock P. M. on the 14th day of November,
1955, for the transaction of all business in connection with the following object: To meet with t:e Cald-
well Cooperative Gas Association Inc., which object was submitted to each of the undersigned in writing.
