Honorable Leo J. Mason,
Mayor, City of Caldwell, Idaho.
Dear Mayor: '
Due to the fact that I have been offered another position in the City
of Lewiston, Idaho, as Chief of Police, at a salary considerably higher than that j
in Caldwell, plus additional advantages, I feel that I must at this time request
that you accept my resignation as Chief of Police of this city, effective October
15, 1949.
Please be assured that I make this request in best faith and in some ways
deep reluctance. It has been a distinct pleasure and priviledge to serve you and
the City of Caldwell, in my capacity and I shall alwney respect the honor that
was bestowed upon me when I was intrusted with this position.
I sincerely wish you, the City Administration, and all citizens of Caldwell
continued health, wealth, and happiness.

COUNCIL CHAMBERS,
NOVEMBER 7, 1949,
8100 P. M.
The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
Mayor Leo J. Mason, presiding.
Upon Roll Cdll the following Councilmen answered present: Wm Jlaisyer, L. E.Burrell, John Myers, `
Fran Blomquist, Dale Fenrich and Bryan Harding.
Petitions were presented to the Mayor and Council with approximately 900 names petitioning a Locall
Option Election.
Upon examination of petitions by the Mayor and Council it was found that there were insufficient
qualified voters to call an election.

Moved by Blomquist seconded by Myers that these petitions be rejected.
A "Yea" and "Nay" vote was had thereon with the following result, Yea:vlaisyer, Burrell, Myers,
Blomquist, Fenrich and 'larding. "Nay "1 None. Absent and not voting: None.
Thereupon the Mayor declared the motion unanimously carried.
Moved by Harding, seconded by Blomquist that the City of Caldwell enter into an agreement with the
Caldwell Rural Fire District as follows:
AGREEMENT
THIS AGREEMENT, Cade and entered into this 7th day of November, 1949, by and between the City of
Caldwell, a Municipal Corporation, party of the first part, hereinafter referred to as "City ", and the CALD
RURAL 71RE PROTECTIO11 DISTRICT, a Municipal Corporation, party of the second part, hereinafter referred to

THAT WHEREAS, The District was organized subsequent to the let day of January, 1949, and
WHEREAS, The District has made a levy against the property within the said District for the year
+1949, the proceeds of said levy being available until a.Dproximately January 15th, 1950, and
WHEREAS, The District is without funds until the tax receipts are received, and
WHEREAS, The Ditstirct is desirous of having fire protection from the date of this agreement on
but is unaloe, because of financial limitations, to purchase its equipment, and
WHEREAS, The City has available certain equipment and manpower and is willing to cooperate with
i the Jistrict in furnishing fire protection to the District for a period commencing November let, 19h9, and
terminating January 31st, 1950
NOW, THLREFORE, IT IS AGREED That the City will make available fire fighting equipment and manpow er
to respond to any fire calls within the boundaries of said District and furnish twenty -four hour a day servic
to the District for a period of time commencing November let, 1949, and terminating January 31st, 1950, and
in consideration of the City furnishing the vistrict such equipment and manpower, the District agrees to pay
to the 6ity, the sum of $ 326.00 per month, said payment to be made at the end of each month, it
being understood by the City that the said warrants which will be issued by the District in a
p yment of said i
services are not to be cashed but will be registered and willbe called as soon as the first tax receipts are
received by the District from the County.
IT IS FURTHER AGREED That this agreement is entered into by the parties hereto as a temporary
agreement and is to terminate absolutely January 34st 1950 it being the intention of the City to render

such assistance to the District as the District needs while the District is procuring proper equipment and
manpower of its own.
IT IS FURTHER AGREED That in addition to the sum of money first above set forth to be p to the
City, the District will also pay the amount of money necessary to meet the Firemen's pension fund require -
meet and compensation insurance equivalent to the amount which woukd be paid on a minimum salary of one and
one -hall persons.
IT IS FURTHER AGREED That if any additional sums are required of the City of Caldwell for liability
insurance on the trucks because of the enlarged area, an adjustment on the amount paid will be made by the
City and the District.
P! WITNESS WHEREOF, The City has caused this agreement to be signed by its Mayor, according to a
R of the City Council pass an-t approved on the 7th day of Nobember, 1949, and the District has
caused this agreement tobe executed by its Chairman, pursuant to a Resolution of the Board of Directors of
said.District, duly passed at a regular meeting held the 14th day of November, 1949.

( Harding, Councilman Burrell and Councilman Myers.
Applications for Punch Board Licenses were read from Chicago Drive Inn and Palcmina Club, the
fee accompanying each application.
Moved by Harding, seconded by Myers that these Licunses be granted.
Application for Beer License was read from Chicago Drive Inn, the fee accompanying the application.

Moved by Blomquist, seconded by Myers that this resignation be accepted.

FOR FILING OBJECTIONS THERETO AND FOR FILING CLAIMS FOR DAMAGES SUSTAINED THEREBY; PROVIDING FOR ASCERTAINING';
SUCH DAGAMFS FOR THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, AND PROVIDING FOR T11E PUBLICATION OF THIS

which was read for the first time and the Co.mcil proceeded to a consideration of Bill No 5. It was roved
by Councilman Fenrich, seconded by Councilman Glaisyer that the rules requiring that the reading of a Bill on
three separate days ee suspended and Bill No 5, be read the second time by title and the third time in full
section by section and placed on the final passage. The Mayor directed the Clerk to call the roll on the a-
bove motion with the following result: Those voting in the affirmative were: Glaisyer, Burrell, Myers,
Blomquist, Fearich and 11arding. Negative: None. Absent am! not voting: None. The Mayor declared the
motion had passed by the necessary three - fourths majority and directed the Clerk to read Bill No 5, the second

time by title and the third time in full section by section. The Clerk read the Bill as directed. The question
being PShall Bill No 5 pass?" The Mayor directed the Clerk to call the roll on the above question which re-
suited as follows: Those voting in theaffirmative were: Glaisyer, Burrell, Myers, Fenrich Blomquist and
'Harding. Negative: None. Absent and not voting: None.
Thereupon the Mayor declared Bill No 5, had passed and the Mayor in open session of the Council
duly signed and approved the Bill and the "lark duly signed and attested the same which became Ordinance NO
746. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 746, to be,
published in the Caldwell News- Tribune the official newspaper of the pity of Caldwell, Idaho.
There being no further business to come before the Oouncil it was moved by Councilman Fenrich
seconded by Councilman Harding that Council adjourn. Motion carried./" '
