The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with Mayor Ed Simmerman presiding. Upon Roll C the following Coiinei.Imen answered present: E. L. Vassar, N. E. "Coley" Smith, Emile Shorb, L. P. Eldredge and Alvin K. Bates. Absent: Max Luby. Trailer House (John Royer) Mr=_. John Royer pr<sented a petition, siFned by property ow; -rs, showing no objection to the location of a trailer home on the property formerly owned by Marion Correll. Mr. and Mrs. Sta -ley Thames were present and protested location of the above trailer house. Councilman Shorb stated a trailer:house at this locnt',on was in direct violation of the Trailer House Ordinance. Moved by Councilman Eldred;e, seconded by Councilman Rates this petition be denied. Upon Roll C411 it anneared the motion was unanimously carried. Resignation llesley B. Turner (Fire Dept) The following resignation was read and ordered spread on the Minutes: Caldwell, Idaho October 21, 1961 Fire Chief City Council Caldwell, Idaho Gentlemen: ... I hereby tender my resignation from the Caldwell Fire Department, Effective Octcher 31, 1961, My reason for resigning is, I have accepted employment with the State of Oregon, District Watermaster "s Office at Pendleton, Oregon. Deciding -factor in accepting this emnloymnt is, I will be receiving over X100.00 per month more, as a starting salary, than I an now receiving as a ,journeyman fireman for the City of Caldwell. It is with regrets that I find myself selling my home and moving from the community, but I find this necessar:• in order for me to obtain a more rea3istic living wage to maintain my family. I wish to thank you for the opportunity of working for the Cald,el.l Fire Department for the past six years. The personnel, of the department, has been a good group of £allows to vork with. To Fire Commissioners, Mayor and Council, Caldwell, Idaho I would like to recommend that Leslie Curtis Chenowith, Jr. be appointed as a memther of the Fire Department on a temporary basis for six months, starting 6 P. M. Nov., 1, 1961, and if his services are satisfactory that this appointment become permanent. Respectfully submitted, /s/ W. A. The Police Report for October was read and ordered filed, Idaho Municipal League( Insurance rates) The fog lowing letter was read and ordered spread on the Minutes: October 20, 1961 Dear City Clerk: Because the experience on our Group Insurance coverage clearly shows a very decided upward trend in clains payments, on appreciable increase every month, � r I i 7 it will be necessary to adjust our premium rate effective November 1st, to prevent the oecuranee of a very large deficit at the end of our next insurance year. It should be remembered that this oarticular Group Coverage, written for 2000 municipal employees, is the most extensive it is possible to buy. The telling has been placed at $10,000.00 and every type of accident and health coverage is adequately provided for. Effective on November 1st all premiums will be based on a charge of $6.50 for Employees, and $17.00 for the Employee and his dependents. I hope you will Wnderstand that we are continually trying to hold these costs down and that we will endeavor to provide the best coverage and service it is possible to obtain. Annexation Mayor Siomerman discussed pr000sed annexation of about 35 individual tracts of land south and west of the City. i The Mayor and City Engineer were authorized by the Council to prepare descriptions of properties to be annexed. There being no further business to come before the Oouncil it woe moved by tcuneilman Bates, seconded by Councilman Smith that Council recess to meet November 20th. Motion carried. A Mayor. M. l The Council met pursuant to call and acknowledgment of notice in the following form: CALL AND ACKNaZEDCMENT OF NOTICE We, the undersigned Mayor and Members of the "ity Council of the Oity of Caldwell, Idaho, do each hereby acknowledge notice of a Special Meeting of the said City Council, to be held in the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 5:00 P. Mayor Sirtmerman then asked for amroval by the Council of the following testimony entered at the Public du ring with regards to the Interstate Routing on November 7, 1961: TO: The Idaho Board of Highway Directors SUBJECT: Interstate Routing, in and near Caldwell 4� The Caldwell City Administration has for several months carefully considered the interstate proposals, as presented both in the routh draft of the route analysis, made available in August, and the hivhway location hearing 'brochure more recently. The h items contained in the "Conclusions" of the heirin brochure appear to be a satisfactory, however, these are several features discussed ear]Ls-hich are not mentioned in eithaP III/
