The regular monthly meeting of the City Council met in the Council Chambers of the City Ralf, vita
Acting Kayor E. L. Vassar presiding.
Upon Roll Call, the following Councilmen answered presents E. L. Vassar, Emile Shorb, Max Luby,
C. A. Davenport, V. Jay Martin, and R. E. "Coleys Smith.
Acting Mayor Vassar delayed any action upon the Assessment Roll for Local Imprwemant District No,
50 at this time and called upon Mr. Jim Guy, City Recreation Director who was present at the meeting.
Recreation Department report - Mr. Jim Guy
Mr. Guy reported that on the total program for this year there was a total of $8,700.00 budgeted
with the $1,0DO.00 for instructional swimming being included in the Swimming Pool Budget. The financial
report on the Recreation Program to date was then given with the balance still being unexpended reported as
being $886.65. On the Sumner Program, Mr. Guy reported that there was an unexpended balance of $237.86. Hi
then gave a resume of the Program for the summer and participant hours. Total participant hours in the base
hall program was 22,880; boys golf, 1,8021 girls golf, 1,287; Memorial Park, 4,577; Golden Gate Park, 1,846',
Van Baran School, 1,437; bowling, 3 9 200; tennis, 525; swimming, 1,165; wading pool, 3 dancing and
dramatics; 2,h32; soft ball, 1,2601 Legion baseball, 810; Pirate clanic, 4751 Philliss clanic, 1,360 and
spectators at all night activities, 16,500. This was a grand total of 75,007 which broken down on a cost
basis, he said, would run about 11.2¢ per participant hour. The baseball program had supervision on 51
teams with Caldwell having 34 teams and 17 teams being from cat of town with 795 bays participating in a
program of 518 regularly scheduled Samoa and 281 night games.
Recommendations
Mr. Guy then stated that he would like to make the following recommendations for the coming year:
1. That tennis should be given a larger part of the program if a qualified instructor could be
found.
2. That a man be provided in afternoons at the Gym so that the boys can participate in basketball
weight lifting and that type of activity from 2s00 P.M. to 5:0o P.M.
3• That the rest of the program should remain intact with the possible exception of discontinneir:
the playground program at the Van Baran School because of a lack in participation. This had
dropped to 20 to 25 participants a day at a coat of about $200.00 for the summer.
Acting Mayor Vassar inquired of Mr. Guy as to whether or not he thought the public was receiving
these programs with enthusiasm and interest.
Mr. Guy stated that he thought that, in some areas, they could reach some that they were not
reaching by opening up the Gym but that the answer to his question would be yes. He also emphasized the
importance of the golfing program and in particular, due to the new golf course being opened.
After some further discussion, Acting Mayor Vassar thanked Mr. Guy for a very fine report.
Free parking for wheel chair drivers authorized
The Acting Mayor then referred to the request from last meeting by Mr. Bert Hill, President of the
Treasure valley Handicapped Association, for free parking in any legal parking place for all persons who are
confined to wheel chairs. In answer to the question, Charles Astleford, Chief of Police, stated that all
that would be necessary in his office, if allowed, would be the issuing of a permit.
It was moved by Councilman Smith, seconded by Councilman Shorb that the request of Mr. Hill be
approved. A vote was taken and the motion unanimously carried.
Mr. Hill, who was present, stated that they were going to try to have this approved in all of the
larger Cities in the State and that they had just thought that Caldwell might like to get the ball to rollin
He further stated that they really appreciated it.
Annexed property - Dr. Waterman
The Acting Mayor then informed the Council that Mr. Waterman had contacted him with regards to his
having had his property annexed and in that there seems to be a question as to whether or not he has a five
(5) acre tract, a little over or a little under. There were no objections at the time of annexation but the
now he thinks that he would like to get out of the City.
In answer to the question, the City Attorney stated that the statutory method was for Dr.
Waterman to petition the Council for getting cat on the basis that either he has more than five (5) acres or
that his land has not been sub- divided into tracts of five (5) acres or less, or that it is agriculture land

He stated further that, if, in fact, his property has not been divided into tracts of five (5) acres or less,
he is probably entitled to get oat if the Council wishes to let him out; while, on the other hand, if his
property is a part of a larger tract which has been divided into plots of five (5) acres or lose, he thought
then that the Council could keep him in if they wished.
The City Engineer stated that he would like to review the matter and referred to.an Assessor's
Plat and said that if an Assessor's Plat is sub - dividing, he had been sub- divided.
It was moved by Councilman Martin, seconded by Councilman Luby that the tatter be tabled until the
next meeting in order to give the City Engineer and the City Attorney an opportunity to bring in a
recommendation. A vote was taken and the motion unanimously carried.
Request of Elks Lodge considered
The Acting Mayor then referred to the matter of a previous request by the Elks Lodge relative to
the possibility of purchasing five acres of land from the City for the purpose of building a new club house.
It was moved by Councilman Smith, seconded by Councilman Luby that upon application from the
governing body with authority to purchase, the City Council would consider the matter. A veto was taken and
the motion unanimously carried.
Request for Street Light - Mrs. W. G. Rife
A request from Mrs. W. G. Rife at 1023 Freeport for a street light at the corner of 11th and
Freeport was then presented to the Council; this was a dead and street. It was suggested by the City
Engineer that this request be referred and added to other requests which he had to be reviewed by the Street
Committee and that the Committee then make their recommendations . This was agreed to.
Armory agreement considered and referred
The Acting Mayor presented the proposed Armory agreement which had been re- submitted. After some
discussion, the proposal was referred to the City Attorney for clarification of parts 3, 4 and 5 as well as
for consideration of the need for insurance.
Use of City Council rooms - policy stated
The Acting Mayor informed the Council that he had been confronted with requests for the use of the
Council Chambers and requested from the Council a statement of policy in this regard; he said that even this
evening some worthy parties requested its use and were rather disappointed because the City Council was going
to use the facilities. It was pointed out that due to the fact that all offices were accessible to anyone
who wished to outer when the doors were open, it was necessary for some one responsible to be present during
the time the building was open and to sea that everything was secured after the meetings were over. The
number of requests were many and some policy for the use of the facilities was needed. Meyer Vassar stated
that when one group was allured to meet and not another there was discrimination and there was need for a
rule which would apply to all.
After some further discussion, it was moved by Councilman Smith that the use of the Council
Chambers be restricted to organizations concerned with City business at the discretion of the Mayor. This
was discussed afterwhich Councilman Smith withdrew the motion.
It was than moved by Councilman Davenport, seconded by Councilman Shorb that the Council Chambers
be made available far public meetings of a civic nature during the regular office hours during the week upon
appointment and when available. A vote wan taken and the motion unanimously carried.
Resolution No. 18 - Assessment Roll for L.I.D. h50

A RESOLUTION ACCEPTING THE ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 50 FOR THE CITY CF C kIDWELL ,
CANYON COMM, IDAHO; AUTHORIZING THE CLERK TO UIVE NOTICE OF THE TIME AND PLACE FOR HEARING AND CONSIDERING
OBJECTIONS TO THE SAID ASSESSMENT ROLL; FIRING THE TIM FOR HEARING AND CONSIDERING SAID OBJECTIONS AND PRE-
SCRIBING THE FORM OF NOTICE.
WHEREAS, The assessment roll of Local Improvement District No. 50 for the City of Caldwell, Canyon
County, Idaho, has been completed in compliance with the provisions of the laws of the State of Idaho, in
such cases made and provided, and the ordinances of the City of Caldwell, Canyon County, Idaho, said asseas-
went roll having been prepared and made out by the Committee on Streets, together with the City Engineer,
containing the number of assessments, the name of the owner if known, and if not known, that the name is
unknown, a description of each tract assessed and the total amount of the assessments, and said assessment
roll having been so prepared was certified to the Council of the City of Caldwell by the Committee on Streets
and the City Engineer,
NGA, THEREFORE, DE IT RESOLVED by the Mayor and Council of the City of Caldwell, Idahot
Section 1. That the assessment roll of Local Improvement District No. 50 for the City of Caldwell,
yon County, Idaho, be and the same is, hereby accepted and placed on file in the office of the City Clerk
the City of Caldwell, Carron County, Idaho. That the City Clerk is hereby authorized and directed to give
and legal notice, in compliance with the provisions of law, to the owner or owners of property which is
iessed in said assessment roil, whether named or not named, by publication in three successive issues in
News - Tribune, a daily newspaper printed and published in the City of Caldwell, Idaho, and the official
rapaper of the City of Caldwell, Said notice shall state that the said property owners may file, within ten
�) days from the first publication of said notice of time to file objections to said assessment roll, and
t objections will be considered by the Mayor and Council on the 19th day of November, 1962, at 8100 o'olocl

of Caldwell, Canyon County, Idaho, is now on file in mpg office in the City Hall of the City of Caldwell,
Canyon County, Idaho, and that the same was filed at 5:00 o'clock p.m. on the 5th day of November, 1962, and
that the City Council will meet on the 19th day of November, 1962, at 8:00 o'clock p.m., at the City Council
Chambers in the City Hall in said City of Caldwell, Canyon County, Idaho, to hear and consider objections to
said assessment roll by the party or parties aggrieved by such assessment. The owner or owners of any
property which is assessed in said assessment roll, whether named or not named in such assessment roll, may,
within ten days from the first publication of the notice, file his objections in writing to said assessment
roll to which objection is made as well as the specific ground for such objection. The assessment roll will h
open for inspection at the office of the City Clerk of the City of Caldwell, Canyon County, Idaho, on each
and every day except Saturdays, Sundays and holidays between the hours of 9:00 o'clock a.m. and 5100 o'clock

The following letter was read from Chief of Police, Charles W. Astleford:

Subject: Appointments
Gentlemen:
fl Your approval is requested for the appointment of Dean L. Franklin and James W. Price on
a temporary status for a period of six months to see if police officers can be made of them that thu
City of Caldwell can be proud of. After the six months probation their appointments be made per-
manan6.
Dean L. Franklin to be effective October 9, 1962 and James W. Price to be effective
October 12, 1962.
The vacancies do exist in the police department.

It was moved by Councilman Luby, seconded by Councilman Shorb that the appointments of Dean L.
Franklin and James W. Price be accepted on a temporary basis. A vote was taken and the motion unanimously
carried.
Rodeo Arena - cleaning of discussed
Councilman Martin asked as a point of information as to whos reaponaability it was and when were
they going to finish cleaning up the old Rodeo arena. It was stated that it was thought that about everythir
left there belonged to the Municipal Stadium Group aid that it wasn't being moved until they were sure of
the crew site. The old grand stand was to be removed by the tenth of November, 1962.
Street named - Meadow Avenue
The City Engineer referred to a matter of business left over from the last meeting and inquired
whether or not the Council wished to name the unnamed street previously described as "Meadow Way+'. This is a
street South of Linden, 5 blocks West of South Kimball and running parallel with South Kimball. After some
discussion, it was agreed that the Street be named "Meadow Avenue ".
Insurance - R. W. Nelson
A request for City Insurance coverage was presented for R. W. Nelson who is acting Police Judge in
the absence of the regular City Police Judge. If granted, the cost to the City would be an amount of 86.50
per month. It was agreed by the Council that Mr. R. W. Nelson should be granted coverage by the City under
the group insurance plan.
Bid accepted - Watkins Construction Co. of Boise
The matter of bids on Sewer construction under Local Improvement District No. 51 were referred to
when the City Engineer reported his findings and recommended that the Council make an award to the low bid
It was moved by Councilman Shorb, seconded by Councilman Martin that the Sewer Bid be awarded to
Watkins Construction Co., of Boise, at the low bid of 85,989.80. A vote was taken and the motion unanimou
carried.
Warehouse at Twelfth and Arthur discussed
The appearance of the building, a warehouse,
at Twelfth and Arthur was briefly discussed with no
action
being taken.
It was moved by Councilman Martin, seconded
by Councilman Luby that
