The Regular Monthly Meeting of the City Council met in the "ouncil Rooms o? the City Hall, with the Mayor Ed Simmerman presiding, Unon Roll Call the £ollowin,g Councilmen answered present: E. L. Vassar, N. E. "Coley" Smith, I Max Luby, Emile Shorb, L. P. Fldredge and Leland Finley, A—lic?tion for Beer License was read from James H. Beatty, the fee aceomnanying the application. J The following letter was read from Chief of Police Judd: Re: James Beatty Beer License Application Character inves•.igation To the Honorable Mayor and City Councils To the best of my knowledge Mr. Beatty has an excellent reputation and is a citizen of good standiinp in the community. Therefore, I find no legal reason why he should not be granted a beer license in so +ar as per.5on21 character is concerned. I Sincerely, /s/ Keith Judd Chief of Police. Councilman Eldredge stated several years ago an an�licet.ion for beer license - denied because of the location. Vassar Councilman /asked if the grantinp of this license would in any way conflict with City ordinances. The City Attorney informed the Favor and Council the -ranting of this beer license would in no way conflict with the ordinances of the City of Caldwell. Moved by Smith, seconded by Vassar this License bA granted. U Roll Call those voting in the affirmative were: Vassar, Smith, Luby, Shorb and Finley. Nepative: None. Not votinv: Eldredge. Motion carried. The following letter was rued from the Chamber of Comwerce and ordered spread on the Minutes: October 5, 1959. Mayor Ed Simmerman � City of Caldwell Caldwell, Idaho Dear Mayor Simmerman: At a meeting of the Roads and Streets committee of the Caldwell chamber Of commerce Monday, October 5, the folln:.irg resolutions were made and duly passed: That the City of Caldwell be re�nectfully reouested to make an early review and definite recownendations on the location of the interstate hi.hway. — That the City of Caldwell nive an immediate top priority to the onening and development of Blain Street between the six and seven hundred blocks and that this development be pursued by the city council in every manner possible in petting the r tate highway board to consirer immediate develoement on this nro,ject. The following letter was read from the Tr ^.asurer of the City: MAYOR AND COUNCIL: i In accordance with your resolution, dated October 1st, 1959, Authorizing the Purchase of Local Improvement District Pl 46 bonds, this is to advise you I have purchased $2,918.6 or the first 28 bonds with Cemetery money. The balance of the issue totaling 33,100,00, I have sold to individual buyers. Alta 20-13-59. The following letter was read from J. B. Holden: Mayor Ed Simmerman City of Caldwell Caldwell, Idaho Dear Mayor Simmerman: Our Association was most nappy to make a contribution toward the operation of the Municinal Golf Course and naturally pleased to receive the enclosed letter from the Golf Association. It was, however, our thought that the donation was for the City and for all who Played Golf and we did not anticipate receiving such commendation from the 'iolf Assoc- , iation although it is certainly very acceptable and very much appreciated. We do thank you and the City Council for the many courtesies extended us and we thought you might be interested in the fact that the Caldwell Golf Association planned to assis in preserving these flags for mote important occasions. A tentative contract with 1. R. Nicol and R. A. Farwell {'pr the collection of ,garbage was ^liscussed by the Mayor anc Council. Moved by Shorb, seconded by Vassar this c:.ntract be approved and the City Attorney be. instructed to nrenared the necessary papers. Upon Roll Call it. aaneared the motion was unanimously c An agreement between the City of Caldwell and + °.d. McDowell for hauling of wet garbage was discussed. Moved by Smith, seconded by Vassar the City enter into an agreement with W. W. McDowell for the hauling of wet varbage and the City Attorney be instructed to prepare the necess - rp papers. Upon Roll Call it appeared the motion was unanimously carried. I F_ Councilman 5horb discussed the re- zoning of I h. down town area. Councilman Eldredge report =_d the Ska special committee on re- zoning has met a number of times and also made several tours of the city and in the near future would have recommendations to present to the Council. City Engineer repuested some Council action be taken on the reouest of Mrs. Aikman for the an- r nexation of her property on Canyon Hill. The opinion of the City Attorney wos to effect that property owners ad!acent to the City and to the !, Aikman property should petition the council for annexation. Moved by Eldredge, seconded by Smith,Mrs. Aikman be notified of the City Attorney's recommendations. Upon Roll Call it appeared the motion was unanimously carried. Geo Sweet reported Ruth Martin has requested cancellation of g,arbaee charges for 1221, Fairview. Moved by Eldredge, seconded by Finley this reque -t be denied. City Attorney informed the C incil the snits filed to collect delinquent garbage charges would be tried within the next ten days. Mayor Simmerman renorted the Highway Board would h =ve all reports ready by January 15, for Council consideration. Jones, Chairman, Golf Board of Control Subject: Recommended Repairs and Improvments to C,ldwnll Municipal Golf Course The Board of Control at a recent meeting voted to recommend the following repairs and imorovements to the "teeing" areas: No. 1 R, 10 Fill area with fine soil and fine fertilizer and smooth so that divots will be level. No. 2 R• 11 Same as move. Area to cover h-is been staked No. 3 R. 12 " " " No. L Ar 13 " „ „ No. 5 A, 14 No immediate attention needed No. 6 Same as Na. 1 Area to cover has been staked No. 15 Build up tee to level of ditch hank. Mr. Smith renorted the- - Chamber of Commerce had purch forty acres near the "iruort as a Rodeo site and you know the - odeo Board'I is short or money. We are buying on contract and to date have paid 917000. It is our thinking the Council might be interested in the following pronositiona Chamber of Commerce deed this forty acres to th- City of 0aldwell with the understanding City to assume balance of contract, also, annex, plat and assume rasnonsibility for utilities in exch.,n ^e for the 47000 already raid on contract anddasi¢nate the area as a Recreational and Industrial site. �z 0 The Rodeo Hoard will undertake to build the arena and the City to lease a portion of the forty acres to the board for rodeo purposes. Mr. Crockham discussed a tentative agreement between the City and the Rodeo Board regarding .lities and the City assuming the mortgage Mr. Smith invited th- Mayor and Council- to meet with the "odee Board and discuss this matter. Player Simnw rman assured Mr. Smith the City would be represented at the meeting. The Mayor and Council discussed this proposition and all members were interested in the proposal agreed they would like time to consider. Councilman Eldredge suggested the Council investigate the feasibility of General Obligation Bonds . finance purchase of this land.
