f3 In the absence of the Mayor, Fran Blomquist, President of the Council presided as Mayor. Upon Roll Call the following Councilmen answered present: Fran Blomquist, L. E. Burrell, Geo Cleveland, Emile Shorb, L. P. Eldredge and J. M. Bettis. - The Acting Mayor announced this was the time set by notice for receiving and opening bids for i construction work in Local Improvement Districts Nos 43. and 42. I� One bid was opened and read as followst III J. 0. Young & Sons, Nampa, Ida. 39,323.10 j Moved by Burrell, seconded by Eldredge this bid be accepted upon the approval of the City f t ! Engineer. II .I It was unanimously agreed the sewage disposal charge for the Canyon Drug be adjusted, Councilman Bettis brought up the matter of charges for connecting to the interceptor lilies. No ! action was taken at this time There being no further business to come before the Council it was moved by c ouncilman Eldredge, seconded by Councilman Burrell that Council adjourn. Smith presid ng. ,I Upon Roll Call the following Councilman answered present- L. E. Burrell, Gen Cleveland, Emile Shorb, L. P. Eldredge and J. M. Bettis. Absent: Fran Blomguist. '1 A number of citizens were present and discussed both for and against the proposed truck ordinance. i The Mayor appointed Councilmen Burrell and Cleveland to contact Mr. Scovell regarding the parking i of a - stook truck in the residential district. T It was unanimously agreed by the Council to table the proposed truck ordinance until the next egular meeting. ' The following letter was read from Tom E. My family and I want to express our sincere appreciation for the amazing prompt and very efficient way in whibh the members of the fire depart ent responded to a call to our house at 1804 Everett last night. The men not only got there quickly, but they immediately located the seat of the trouble and very effectively I , took care of it. I can assure you that we appreciate the men's efforts. Y. at the City Council Room in the City Hall with the following members present: Lee R. Clemons, chairman; Fran Blomquist; Al Garber; A. K. Steunenberg; and Don �! Baird, secretary. T. 'N. Dnkan, member was absent: Visitors present were: David G. Croenig, L. D.; LeRoy Blonshine; Chap Burton; and Reba Gess. I Dr. Groenig expla'ned the intent of a petition being processed for a Special Permit allowing Dr.I Groenig and Dr. Clark to practice medicine in the Building recently used by Dr. Dole at 223 East Logan Street. In the course of his explanz :tion, the Doctor said t'at a parld ng lot sufficient to provide off - street park- ' ing for roar cars would be provided. He also stated that the building would be used only as an office for 'I the practice of medicine and r;ould not be expanded for other use. ' Dr. Groenig than excused himself from the meeting after indicating that he would attend the public�,J f hearing scheduled ror November 7, on his petition. f Mr. Leroy Blonshine presented a pro-osed plan to occupy a building at the Northwest corner of I Logan and South Kimball Avenue for the purpose of the sale of chenille goods (dry goods), this being the property formerly occupied by the C and R Appliance store for the sale of electrical appliances. He was advised to secure a petition to grant a Special Permit and present it in the regular mannerl � H r e - ::as then excused from the meeting. I her. Chap Burton and Mrs. Reba Gess, representing property owners on Canyon Hill and those in the I area North of L'adison Street, presented object one to the zoning of the area betr,een Madison Street and the + Notus Canal to a "D” Commercial Zone, asking instead that, it he zoned to a "B" Residential Zone, as has been 1 � �recemmended for the area on Canyon Hill above the canal. After some discussion, it was recommended by the Board that signatures of a representative portion :of the area involved in the proposed "D" zone be secured to a request that this area be considered to be !!zoned also to a "B" Residential Zone and the request returned to the Board. It was further a greed by the Board that further action by the Board would not be taken before the l�next regular Board Ueeting in November, on any recommendation for this area. Mr. Burton and Mrs. Gess then left the meeting. After further discussion of the petition presented by Drs. Groenig and Clark, it was Moved by Garber ! Seconded by Blomouist, and Approved without dissent that rending the outcome of the public hearing on the proposal, the Board would approve the issuance of a '. under the conditions that the use stated in the petition be not extended, namely the Drs, Croenig ,and Dr. Clark, and that the off - streets parking pre=ciously offered by Dr. Groenig be provided. A petition previously offered and set for Public Hearing on November 7 from Mrs. Decia Cole to 'lestablish and operate a Trailer Court on South Indiana Avenue at. Alder Street was approved, subject to the olrtcome of the Pub'ic Hearing on the proposal, Further discussion on Mr. Blcnshine's proposal to open the chenil.lo -goods store resulted in a Motion by Carber �( eked by Stennenberg, and 22 ova by all those present, that, on presentation ofthe properly signed pets I :,the proposal be advertised and set for Public Hearing on November 27, should he desire to go ahead. In discussion, the Board interpreted former action to require that no advertisement he made of ;petitions to call a Public Hearing until the Board has met in session to consider the petition request. There being no further business, the meeting adjonrned at 9:25 P. M. /sl Don W. Baird, Secretary A petition signed by property owners was presented to the Mayor and Council petitioning the area i below Canyon Hill from Madison Street to Notus Canal be placed in "B" Residence Zone. This was referred to the Board of Adjustment. Moved by Burrell, seconded by Eldredge delinquent water bill in the amount of$482.70 charged to the City of Caldwell Hous'ng Authority be cancelled. Upon Roll Call it appeared the motion was unanimously carried.
