The Regular monthly Ideating of the City Council met in the Council Room of the City Hall, with the Mayor, Emery L. Vassar, presiding. On Roll Call, the following Councilmen answered present: Edgar L. Oakes, W. 3, Boynton, C. E. Bales, G. W. Montgomery. Absent: G. M. Nenrich add W. R. Hollingsworth. The Minutes of October let., were read and approved as read. Mr. T. R. Cochrane appeared before the Council and requested the city.to lower the sewer from 1st., St., to 6th., St., between Denver and Elgin. The Mayor in;ormed hr. Cochrane if he would furnish she material to lower the sewer the City would pay'for the labor.• The Clerk read a letter from Mr. R. S. Torrance stating that he wished to purcha Blk. 89, of Mountain View Addition from the City. The matter was left on the table for further investigation. Mr. H. D. Benson, representing the 0. S. 1. Railroad, appeared before the Coun.ci: and asked for a lower water rate. The matter was referred to the City Engineer. Arplications for Pool Hall Licenses were read from Franklin & Huston, P. A. HMartin,:I. H. Waters, S. F. Bow, Lafe Murphy and F. M. Wilson, the fee accompanying each application. Motion by Bales, seconded by Montgomery that these licenses be granted. Motion carried, The Clerk read a petition requesting the Council to extend Illinois Ave., south one block to Beech St., then west to College Ave., also to install two street lights on south Linden. The Mayor requested the Road Committee to investigate and report next meetingo A Petition me read from the Superintendent of schools and the Chairman of the Board of Trustees requesting that North 12th., St., be closed between Denver and Elgin. The matter was referred to the City Engineer. Moved by Bales, seconded by Oakes that the following Resolution be adopted: Resolution No. Z. A RESOLUTION AUTHORIZING THE CANCELLATION OF CERTAIN SPECIAL CITY TAXES, LEVIED u�IP ASSESSED AGAINST THE PROPERTY HEREINtLFTER DESCRIVED, AND NOW DELINQUENT. WHEREAS, it has been made to appear to the satisfaction of the Mayor and the City Co nn e ll, that the properties herein particularly described have been assessed by the city for special taxes including sprinkllneNweed cutting ., and that none of said taxes have been paid, and that the same are now delinquent against said properties, and IMREAS, it has been made to appear that the present owners of all of said pro- perties are desirous of improving said premises and will place them on a tax paying basis, and, WHEREAS, application has been made to cancel all such delinquent taxes against each of said properties, and, WHERELB, it appears to be to the beat interest of the said City to cancel the game, NOW 'THEREFOR, it is ordered and this does order the City Treasurer to cancel the delinquent taxes now levied against Lots 4 -5 -6 Block 11 Dormans Addition to Caldwell Idaho. Lots S -9 Block 14 Dormans Addition to Caldwell Idaho. Lots 9- 10 -11 -12 Block 78 Original Townsite of Caldwell. PASSED by the Council this 5th day of November 1934. ATTEST Mayor City Clerk I 1 i� Sealed bids were presented to the Council by Fred Fenton, Sudler- Wegner & Co. and Frank Dahlstrom & Co., Inc'., for the purchase of 81,000.00 Refunding Municipal Bonds for the City of Caldwell, w67,000.00 which were optional January lat., 1935, $14,000.00, which were optional July lst, 1930. The Bills for October were read and on motion by Montgomery, seconded by Boyntox that these bills be allowd and Warrants be ordered drawn for the various amounts all of which had been approved by the Chairman of the Finance Committee. Mayor City Clerk I COUNCIL CHAMBERS, NOVEMBER 7, 1934. x.: F. M. A Special Meeting of the City Council met on Call of the Mayor, with the Mayor, E. L. Vassar, presiding. On Roll Call the following Councilmen answered present: Edgar L. Oakes, W. S. Boynton, C.E. Bales, G.W. Montgomery, G. M. Fenrich. Absent: W. R. Hollingsworth. The Mayor stated that the object of the meeting was to consider the bids for the purchase of $81,000.00 Refunding Municipal Bonds for the City of Caldwell. Thereupon the Council entered into a discussion and'consideration of the bids. These bids were carefully considered by the Council but no definite action was taken and the matter was referred to the Finance Committee. An Adjourned meeting of the City Council met on call of the mayor, with the Mayor, E. i„ Vassar, presiding. On Roll Call the following Councilmen answered present: Edgar L. Oakes, W. S. Boynton, C.E.Bales, G.W. Montgomery, G. M. Fenrich. Absent: W.R. Hollingsworth. The Mayor informed the Council that this meeting was called for further con- sideration of the bids for the purchase of $81,000.00 Refunding Municipal Bonds for the City of Caldwell. The Clerk read a telegram from Brown- Schlessman -Omen & Co., offering a bid for the purchase of Refunding Bonds. and First National Bank Councilman; Edgar L. Oakes, explained the Dahlstrom /bid which was the lowest one offered. RESOLUTION 7 By Bales Thereupon the following preamble and resolution was introduced by Bales: Whereas, it appears that Eighty -one Thousand Dollars ($81,000.00), of outstanding valid legal bonds of the City of Caldwell, optional January 1, 1938, bearing interest at the rate of five and one -half percent (5j%) semi- annually and six percent (6 %) annually may be re- funded to the financial advantage of the City of Caldwell on an amoritized plan to be due from two to fifteen years, bearing interest at the rate of four percent (4 %), payable semi - annually on January lot and July 1st of each year; and WHEREAS, The First National Bank of Caldwell, Idaho, and Frank Dahlstrom & Co., Inc., of Boise, Idaho. are experts in connection with municipal bonds, and are able and willing and have offered to perform and pr®w1Se: for the City of Caldwell expert service in connection with the authorization and issuance of refunding bonds for the above amount, and the Mayor and Council of the City of Caldwell, Idaho, believe and it is their judgment that it will be to the financial interest of the City of Caldwell to employ expert service in connection with the refunding of said bonds; and
