City Hall , with
the Mayor Jason C. Smith, presiding.
Upon Roll Call the following Councilmen answered present: Fran Blomquist, L. E.

Thereupon the Mayor declared Bill No 29, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance
No 903. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 803, to be,
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.

A RESOLUTION PROVIDING FOR NOTICE OF PROPOSAL TO ISSUE AND SELL BONDS OF LOCAL IMPROVEMENT DISTRIC.
N0. 19 OF THE CITY OF CALEMILL, IN THE COUNTY OF CANYON, STATE OF IDAHO, AND INVITING AND RECEIVING BIDS

BE IT RESOL9ED by the Mayor and Council of the City of Caldwell, Idaho;
Section 1. That Notice is hc authorized, ordered, and directed to be given and published as
hereinafter provided, that the Mayor and Council of tho City of Caldwell, Idaho, propose to sell and invite

written proposals for the purchase of bonds of Local Improvement District No. 19 of the City of Caldwell,
Canyon County, Idaho, in the amounts and for the purposes specified in the following form, to -wit:

THE COUNTY OF CANYON, STATE OF IDAHO, AND INVITING AND RFCEIVINO BIDS THEREFOR. -
Public Notice is hereby given that sealed bide for the purchase of bonds of Local Improvement
District No. 19 of the City of Caldwell, in the County of Canyon, State of Idaho, will he received at the
office of the City clerk until Monday, the 1st day of December, 1952, at the hour of 8 :00 otclock P. M.
Said bonds shall be in an amount aggregating the principal sum of Twenty -Sour Thousand Eight Hundred Twenty
nine and 68 /100 Dollars (824,829.68), in denominations of Five Hundred Dollars (8500.00) each, except Bond

(8329.68); said bonds shall be numbered consecutively from 1 to 50 inclusive, to be dated December 1, 1952,
payable numerically in ten (10) installments, of approximately equal amounts each year, each installment of
bonds maturing in respective years annually from 1953 to 1962 inclusive; but shall be subject to call on
any interest date following the delinquency of any installment of the assessment; said bonds to bear interee
at such rate or rates not greater than five (5 %) per annum, as may be determined at the time of sale, payabl
semi - annually on the 1st day of December and the lot day of June of each year at this office of the City
Treasurer of the City of Caldwell, Idaho, or The First National Bank of Caldwell, Caldwell, Idaho.
Bidders are to submit said bids specifying the lowest rate of interest and premium, if any above
par, at which the bidder will purchase said bonds or the lowest rate of interest at which the bidder will
purchase said bonds, and all tenders, bids, or offers to purchase must be addressed to the Mayor and ti ouncil
of the City of Oaldwell, Idaho, without condition or qualification, and be accompanied by a eertifi.ed check
on some bank in the State of Idaho, payable to the City Treasurer of said City in the amount of five per
cent (5`8) of amount of bid, or being a cash deposit in like amount, to be forfeited to the City as liquidate
damages should the successful bidder fail or refuse to take up or pay for the bonds within thirty days after
the notice by the city Of its readiness to deliver said bonds. Unsuccessful bidders will be returned their
certified checks.
.All bids shall be conditioned upon approving of a satisfactory legal opinion as to the legality of
the said issue; provided, however, that said bonds shall not be sold for less than their face or par value
and accrued interest at the time of disposal by the City Treasurer, under the general supervision of the
Mayor and Oouncil. The said City will furnish the bonds; Each of the said bonds and each of the coupons
attached thereto, shall be duly and regularly issued in form and contents in coa fortuity with Chapter 29,
Title 50 of the Idaho Code of the State of Idaho, and all other laws thereunto enabling, or in amendment
thereof.
The City Council reserves the right to reject any or all bids.

Section 2. That said notice shall be the same as hereby ordered, published at least once a week
fora period not less than three consecutive calendar weeks prior to the 1st day of December, 1952, in the
Caldwell News - Tribune, and the City clerk is hereby authorized and directed to cause said notice to be
published in duplicate in the farm of publisher'r affidavit, one of which she shall oreserve as a part of
the records and files in her office, and the other of which she shall furnish to the purchaser of said
bonds.

The Council requested that the petiticns he extended to show the attitude of business in gener -sl
on the subject.
Mr. Nike Leonard of Boise was present and discussed with the Mayor and Council the matter ofa
preliminary survey for sewage disposal.
The 14ayor informed Mr. Leonard at the present time the City of Caldwell was not prepared to have
a survey made, but, when the City decides to have a survey made a Council Meeting will be called and all
interested firms may discuss their plans with the Council. Mr. Leonard stated he would be glad to meet
with the Council. at any time.
Council-man Bettis advised the Mayor and Council that the parking lot on the High School grornds
had been completed.
The Mayor and Council discussed the matter of traffic signs on streets intersecting.Bighway 30
this matter was referred to the Road Department and Chief of Police.
There being no further business to come before the Council, it was moved by Councilman Fenrich,
seconded by "oumeilman Blomquist that Council adjourn. Motion carried.
