Federal Airport Program, the City of Caldwell must set up a separate fund in some d recognized bank or depository before the money of the United States of Americn will be available. BE IT RES0L`1gD by the Blayor and Council of the City of Caldwell, Idaho; I, I Section 1. That t`ie :teasurer of the City of Caldwell is inetructed to set up in The First National Bank of Caldwell, Caldwell, Idaho, the official depository of the City, a separate fund, designated as the Caldwell —Civil Aeronautics Administration Federal t.irport Program Fund, in the amount of , "pB,993.00 for the remaining portion of the city's share of theaxpense of improvements to be made upon the municipal 'airport of the City of Caldwell under the Civil Aeronautics administration Federal Airport Program, the I r city having already expended in connection therewith the slop of $1,000.34. i Section 2. That the 4&pp,opriate oificers of the City of Caldwell are hereby authorized to make payment from this fund for its share of the expense in the improvement of the Caldwell Punicipal Airport in connection with the Civil Aeronautics Administration Federal Airport Pfagran. Thereupon the B7ayor declared the motion carried and the Resolution adopted nEovad by Burrell, seconded by Mason that the Police Department be instructed to place a fine of 50¢ for overtime parking on meters. on Roll Call it appeared the motion was unsnimousl.y carried. RESOLUTION BY MYERS. Upon motion by Harding, seconded by Fenrich, the following Resolution was proposed: 1 the City of Caldwell is in need of additional office apace, and, WHEREAS, the City owns suitable property upon which to erect said building, and, WHEREAS, the City Engineer has prepared plans for said building and determined the cost at approx— imately $8000, BE IT RESOLVED, by the Mayor and Council that the City Engineer be authorized to cocanence constructs ion of said building under plans submitted. I Upon Roll Call those voting in the affirmative were: Massa, Glaisyer, Burrell, Myers, Famish j and Harding. Negative: None. Absent and not voting, None. Thereupon the Mayor declared the motion carried and the Resolution adopted. COUNCIL CIU&IBFRS, NOVEMBER 3rd, 1947, 8100 P. ii. The Regular Monthly Useting of the City Council met in the Council Rooms of the City Hall, with the Mayor R. H. ycNeill presiding. On Roll Call the following Goancilmen answered presents Leo J. Mason, Win Glaisyer, L. E. Burrell, John H. Byers, Dale Fenrich and Bryan Harding. Moved by Glaisyer, seconded by Burrell that the electrical bid of Purkhiser Electric Co., be accepted. Upon Roll Call it appeared the motion was unanimously carried. Moved by Fenrich, seconded by Were that the plumbing bid of Harry L. Smith be accepted. U pon Roll Call it appeared the motionvas unanimously carried. Moved by Myers, seconded by Harding that the heating bid of Hoffman Sheet Metal be accepted. Upon Roll Call it appeared the motion was unanimously carried. Moved by Mason, sec.>nded by Harding that the Plat of the Shaver Addition to the City of Caldwell be accepted. Motion carried. The Rotary Club represented by Mr. a. S.Sutton presented a letter to the Mayor and Council re— questing permission to sponsor The Caldwell Municipal Rose Garden. Moved by Mason, seconded by Burrell that this request be granted and the letter be spread on the minutes of this meeting. Motion c arried. Soliciting. permission of the City Council and Mayor For the Rotary Club of Caldwell to Sponsor the rehabilitation of the Cald— well, Municipal Rose Garden To endeavor to get individuals and Clubs who now have a bed or plot to furnish new plants to bring up to former number. To mdse a canvass of city in order to get New Plants donated. To do what we can to supervise or help in seeing that same are replanted. To see that new markers of a permanent nature are placed on all beds or grouper in order that the visitors may know them by name. To see that a sign Caldwell Municipal Rose Garden is placed in a conspicious spot which can be seen by tourists. To Sponsor a Yearly Rose Garden as has been given in the past. To give assistance we can towgrd getting a caretaker or Gardner who knows Roses and is able to give information to visitors as to name, etd,of roses to visitors seeking information. We are informed that it will take some 1000 to 1.200 plants to bring the garden up to prewar condition. As it will take effort andexpense to do this we feel that some Civic Club should act as sponsor in this matter in order that there may be some head to direct this effort. That the Caldwell Rotary Club shall be given permission to obtain sufficient Roses to place on the Train once a year as has been sponsored by this Club. Thereupon it was moved by Councilman M8ea7, seconded by Councilman Burrell that the following R adopted. RESOLUTION By Councilman Glaisyer, WHEREAS, The Housing Authority of the City of Caldwell is operating War Housing Project IDA -10115 under lease from the Federal public Housing Authority, and WHEREAS, The Housift Authority of the City of Caldwell is also operating the 'Veterans' Emergency Housing Project V- 10132, developed by FFHA and transferred to the Caldwell Chamber of Commerce by contract dated July 16, 1946, and WHEIU•;AS, It would be mutually beneficial for the FPHA and the City of Caldwell for War Housing 09 Project IDA -10115 to be transferred from FPHA To the Chaber of Commerce of the City of Caldwell under the Veterans' Emergency Housing program; NOW THEREFORE, Be it resolved by the City of Caldwell: 1. That the City of Caldve ll favors the transfer of War Housing Project IDA -10115 to the Chamber of Commerce of the City of Caldwell, pursuant to a contract similar to the contract (as amended) for Project " V- 10132. dated July 16, 1946. 2. That the Chamber of Commerce of the City of Caldwell agrees to sponsor the transfer and to underwrite any losses incurred by the Housing Authority of the City of Caldwell under the proposed contract described in Paragraph 1 above. 3. That in the event the Housing Authority of the Oity of Caldwell should fail or be una.le to timely perform any p=ise or fail to comply with any promise or fail to comply with any term or condition required of it by said contract, the Chamber of Coummerce of Caldwell will extend such assistance as necessary to enable the Housing Authority of the City of Caldwell to carry out its duties under said contract. Thereupon the Mayor declared the motion carried and the Resolution adopted Application for Punch Board License was read from Jack Gooch, the fee accompanying the application. Moved by Mason, seconded by Fenrich that the above License be granted, Motion carried. Application for Slot Machine License was read from R. E. Lewis, the fee accompanying the application. Moved by Burell, seconded by Mason that this License be granted. Motion carried. Moved by Mason, seconded by Myers that the bill presented by Chapman & Cutler for services in connection with two bond elections be allowed and the City Clerk be authorised to issue warrant in the amount of $200.00. Motion carried. Councilman Mason discussed with the Mayor and Council the new City Appraisal and recommended an increase in the insurance carried by the City. Thereupon Councilman Harding moved that the Mayor appoint a committee to investigate this matter. The motion was.duly seconded by Councilman Burrell. Motion carried. The Mayor appointed the following Committees M. D.Riner, A. 1, Myers, V. E. Graves, Councilman Mason and Councilmen Glaisyer. The Bills for October were read and on motion by Masson, seconded by Glaisyer that these Bills be allowed and warrants ordered drawn for the various amounts all of which had been approved by the Finance Committee. Regarding this property he explained he had quieted title last year and in the quiet title action the City taxes and assessments for the years prior to March 24, 1938, were cancelled by order of court. That due to legal technicality concerning the service of process on the City of Caldwell,a question had now arisen cx,cerning this point and that the title could be cleared by the issuing of a quit claim deed requested subject to the taxes from March 24, 1938, the court having cancelled the previous taxes. Upon motion by Fenrich, seconded by Harding, the following R was proposed. RESOLUTION BY FENRICH. RESOLVED that the Mayor and City Clerk are authorized to execute quit claim deed as above re- quested. Upon Roll can it appeared the motion was unanimously carried. The Council met pursuant to call and acknowledgement of notice in the following forms CALL AND ACNNOMLEDGEMENT OF NOTICE Wa the undersi.pned, Mayor and members of the City Council of the City of Caldwell, Idaho, do each hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 2tOO o'clock P. M. on the 5th day of Nov- ember, 1947, for the transaction of all business in connection with the following project: The consid- eration and acceptance of the Grant Agreement of the United States of America regarding the improvement of the Caldwell Municipal Airport in connection with the Civil Aeronautics Administration Federal Airport Program, which object i:as submitted to each of the undersigned in writing. Mayor McNeill stated that the purpose of the special meeting was to secure authorization by the Council to enter into the Grant Agreement with the United States Government in connection with the Civil Aeronautics Administration Federal Airport Program, which had been received by the City Clerk on this date, as delivered by H. K. Glidden, District Airport Engineer, Civil Aeronautics Administration, Boise, Idaho. The Grant Agreement as delivered by Mr. Glidden was read and discussed. Whereupon, it was mooed by Councilman Elvers and seconded by Councilman Harding that the following . Resolution be adopted:
