Council ( City of Caldwell, Idaho, November 3, 1913.
Council met in regular session pursuant to adjorment with president of the Council
W.E.Parker presiding, (,ouncilmen, Adams, Boone, Harrington, and Stsunenberg present,
S.Ben runlap clerk, when the following business was transacted.
The following claims were read and on motion of Adams, allowed and warrants ordered
drawn on the several funds as followea

Ackley arrived during the reading of the claims.

It was voted upon motion of Boone that action on the claims be deferred until the
next meeting night.
The minutes of the sessions held in the month of October, 1913, were read
and upon motion of Adams approved.
The reports of the following officers for the month of October, 1913, were
read and on motion of Adams approved and ordered placed on file. Police Judge,
Sexton, City Clerk, City Engineer, Street Commissioner , water Commissioner and
City Librarian.
A commmunication was read from Chas. T. Hawks, requesting a portion of the
fire insurance on the Carnegie Library building, now under course of construction.
The communication was ordered placed on file
The time coming on regularly for the opening of bide for the construction of
a cement sidewalk on Cleveland Boulevard in front of Block 112 and 113 Strahorn
Addition. The following bide were received
H.C.Durham, Sidewalk 13 1/2 aq ft- -Fills 50 � yard.
Randall and Bader, Sidewalk 11 ¢ aq ft- -Dirt fills 75 � per yard - -- Gravel fills
P 1.00 per yard.
IA.C.Lesley, Sidewalk 10 1/2 sq ft, 52 1/2 ¢ linear ft. -- fills 75 � per
cu yard.
Dick Beaty Sidewalk 12 0 per aq ft -- Fills 50 per yard.
Calkins and Bingham, Sidewalk 12 1/2 0 aq ft -- Fills 45 per yard.
It was voted upon motion of Adams that the bid of Calkins and Bingham be accepted.
It was voted upon motion of Harrington that the clerk be instructed to
advertised for the construction of a cement sidewalk in front of lot 1, Block 26,
and in front of lot 24 in Block 22, Original townsite, to comply with the provisions
of Resolution No. 2, passed by the council on the 8th, day of October, 1913.
Mr. Arthur C. Street appeared with a complaint that the water department had
overcharged him for material used, in instalAing the City water on his property.

Mr. Harrington, Water Commossioner, stated that he had agreed with Mr. Street to
install the water on his property, Mr. Street to pay for the coat of the additional
pipe which would be necessary to be used in extending the system from the nearest
curb line to his property.
The clerk stated that he had received a check from Mr. Street which did not quite cover
this cost. It was voted upon motion of Steunenberg that the action of the water comm-
ittee be sustained and that the clerk be instructed to return Mr. Street's check to
him with the request that he remit for the full amount.
Mr. Fred McConnel, City Engineer stated that the Pioneer Irrigation District
would cross Cleveland Boulevard and Linder Streets, in the City limits, with their new
drainage ditch. He stated that the district would bridge the' ditch on the aboved
named streets, and suggested that the council decide on the kind of bridges to be
used at these crossings.
It was voted upon motion of Adams that the matter be referred to the City Engineer for
Investigation and that he be requested to report as quickly as possible.
The City Attorney reported that in compliance with his instructions he
had made an offer to Mr, Sharp, who owned the property through which the City had
recently opened a street, of $25.00 for a deed to the land now occupied by the said
street, and that in reply Mr. Sharp had written, offering to accept $50.00 for his
deed to the said land.
It was voted upon motion of Adams that the City Attorney be instructed to raise the
offer of the city to $ 37.50 for the said right of way.
It was voted upon motion of Ackley that Council ad,jorn until Monday evening
November 17th. 1913, at 7.30 o'clock P.M. - &6Oz;
