HomeMy WebLinkAbout2000-11-01city council minutesBook 41 Page 267 SPECIAL MEETING NOVEMBER 1, 2000 12:00 Noon The Meeting was called to order by Mayor Nancolas. The Mayor requested that everyone stand for the Pledge of Allegiance to the Flag. The Roll of the City Council was called with the following members present: Gable, Callsen, Earl, and Langan. Absent: Ozuna and Wells. Ozuna and Wells were counted as present as they arrived. The Mayor noted that there was a Quorum present to address the items of business for today. This was a Special Council Meeting to address two specific items. One was to consider bids for the remodel of the Council Chambers which was the item to be addressed first. He announced the arrival of Councilman Wells and asked that he be counted as present. The Finance Director, Mr. Waite, suggested that the discussion pertaining to the remodel of the Council Chambers be addressed second as the City Engineer was not present at this time. The Mayor agreed and stated that the second item would now be considered which was to consider award of bid for the new Police Department facility. He further stated that the award of bid for the new Police Station was not ready for a decision at this time, but would be included on the Agenda for Monday night's Council Meeting. The intention now was to present an update on the bids opened yesterday. (CONSIDER AWARD OF BID FOR THE NEW POLICE DEPARTMENT FACILITY) Mr. Waite reviewed the bid abstracts for the benefit of the Council Members and explained that Beniton Construction has reviewed the bids and would be addressing the Council at this time. He did state that the award of the bid was scheduled on the Agenda for the Council Meeting the coming Monday, November 6, 2000, but if Council felt comfortable after their presentation, they could proceed to approve at this meeting. Mayor Nancolas further commented that it was first anticipated that this would be an action item and Council could do so at this time. Therefore, it was legitimate for Council to choose to do that. IIis original remarks were made because they were not sure if they would have time to determine if the bids were responsive and everything was in order. It was included on the Agenda for the Regular Council Meeting to be sure that it was covered one way or the other. Evidently, they were further ahead than they thought so Council could proceed if that was their desire. Doug Nichols and Matt Newton of Beniton Construction addressed the Mayor and Council and explained that they reviewed all of the low bids, talked to each of them and were told that everything was in order. After the bid opening, the list of the low bidders and their contract amounts were faxed over to the Public Works Department to verify that their public works licenses were valid. The breakdown of costs was also discussed with the Mayor and Council and questions presented. It was noted that the bid was under the amour:t budgeted. Mayor Nancolas also pointed out that the bid opening was open to the public and anyone who cared to be there was welcome. The documents were also available for review by the Council. It was also noted that the City of Caldwell will actually hold the contracts for this project so any changes will be available to review. Councilwoman Ozuna arrived and was counted as present. Book 41 Page 269 could provide them with some written options. A Special Council Meeting could be scheduled to either accept a bid or not. There was definitely some confusion and there needed to be answers. The mechanical part of the project was what needed to be discussed. It was agreed that a workshop would be scheduled as soon as possible and the Mayor would let the Council know. MOVED by Earl, SECONDED by Ozuna that since there was no further business, the meeting be adjourned at 1:05 p.m. Roll call vote. Those voting yes: Earl, Ozuna, Langan, Wells, Gable, and Callsen.
