SPECIAL MEETING
October 26, 1990

The Meeting was called to order by Mayor Dakan.

The Mayor requested that everyone stand for the Pledge of
Allegiance to the Flag.
The Roll of the City Council was called with the following
members present: Valdez, Nancolas, Murdoch, Jarboe, and
Houchins. Absent: Raymond.
(APPOINTMENT OF THE CITY ATTORNEY)
Mayor Dakan explained that the purpose of the Special Meeting
being called was to submit to the City Council his
recommendation of the law firm to represent the City of
Caldwell. His recommendation was the firm of White, Ahrens,
Peterson and Perry with the Caldwell branch being operated
with William Gigray, III, Willow Morrow and Chris Nye. At
this time, the Mayor stated that he would recommend the
appointment of this firm and would ask the City Council to
accept this appointment by motion,.
MOVED by Nanoolas, SECONDED by Jarboe to accept the
recommendation of the Mayor and appoint the firm of White,
Ahrens, Peterson and Perry to act: as City Attorney for the
City of Caldwell with William Gigray III and William Morrow
being directly responsible for the City of Caldwell's work.
Councilman Nancolas stated that the City Council wanted to be
assured of good prosecution with the current emphasis being
made on crime in the community. Mr. Gigray said that they
have had considerable experience with criminal prosecution
and they would support the City's interest in this respect
and could handle the case load in a good manner and assure
that justice was accomplished.
Councilman Houchins asked if they would be available to
attend the City Council Meetings. Mr. Gigray answered that
this was one of the conditions submitted in their proposal
and they would be present at the meetings. He also stated
that they did not intend to be policy or decision makers
about political issues. Their job was to advise them of the
laws so they would be well advised. Mr. Gigray further
stated that they felt they should work with all of the City
Council and the Department Heads so the best advice is given
and the right decisions made.
Councilman Murdoch pointed out that what they were striving
for was a partnership so all could work together to solve
problems.
The Mayor asked for a roll call vote. Those voting yes:
Nancoles, Murdoch, Jarboe, Houchins, and Valdez. Those
voting no: none. Absent and not voting: Raymond.
MOTION CARRIED
(CONSIDERATION OF BIDS SUBMITTED FOR POLICE VEHICLES)
Mayor Dakan informed the City Council that the other item on
the Agenda for this Special Meeting was to consider
acceptance of a bid for Police vehicles. The Department bid
for three Police cars and Lanny Berg Chevrolet submitted the
lowest bid at $13,995 per unit. It was the recommendation
from the Chief of Police to accept the bid from Lanny Berg
Chevrolet.
MOVED by Jarboe, SECONDED by Valdez the the low bid of
$13,995 per unit submitted by Lanny Berg Chevrolet be
accepted.

Roll call vote. Those voting yes: Jarboe, Houchins, Valdez,
Nancolas, and Murdoch. Those voting no: none. Absent and
not voting: Raymond.
MOTION CARRIED
The Chief of Police explained that these were replacement
vehicles.
There being no further business, the meeting was adjourned at
12:16 p.m.
