each hereby acknowledge notice of a Special meeting of the said City Co to be held in the Council
Chambers in the City Hall in the Oity of Caldwell, Iraho, at the hour of 8:30 A. M. on the 25th day of Oct -
ober, 1961, for the transaction of all business in connectior with the folloi +ing object: Appointment of
Chief of Police, which object was presented to each of the undersigned in w riting.

Pl,4TP.ICT N0. 49 OF THE CITY OF CALTjln[F,LL, IDAHO, AUTHORIZING THE TW!ITATION FOR RIPS AND SETTING A PATE FOR
OPENING BIDS.
WEREAS, the Mayor and council of the 1, ity of Caldwell, Idaho, have heretofore duly and ree
as required by law, created Local Im +rovement District No. 0 of the City of Caldr +yell, Idaho, for the purpose
of construction ins,id district, imurovem�nts consisting of suitable sewers, ditches, drains, conduits and
channels for sanitary ournoses with outlets, manholes, catch basis, flush tanks and all other sewer ,ap_
M nec for the comfort, convenience, health and well-being of said city, and
WHF.REA`, the City Engineer of the City of Caldwell has prepared and filed with the City Clerk of
said ciiy; plane and specifications for the construction of said improvements in said Local Improvement
District No. 49 of the City of Caldwell, I�aho, which said Mans .,nd specifications have been presented to
the Vayor and City Council and approved; and

Secti 1. That the plans and specifications heretofore prenared by the 'jity Encineer and filed
,i.th the City Clerk of the City of Caldwell, for the construction of certain improvements authorized in said
Local Improve nt List. -ict. No, h9 of the City of Calcwell, Idaho, for the nriose of c,nstriicting in said
district improvements consisting of suitable sewers, ditches, drains, cond and channels for sanitary
purnoses with outlets, manholes, catch basins, flush tanks and all other. sewer annurtenances pecessary for

for the comfort, convenience, health and wellbeing of said city, be and the same are hereby approved.
Section 2. That the City Clerk is hereby ordered to prepare and let invitations for bids and
publish the same in the News - Tribune, official newspaner of the City of Caldwell, on the 28th day of Oct
and 4th and 11th day of November, 1961, calling for the opening of said bids at the City Hall on the 19th
day of November, 1961, at the hour of 5:00 o'clock P. H., in accordance with Section S0 -2936 of the Idaho
Code.
Councilman Shorb moved and Councilman Smith seconded the adoation.
Upon Roll Call those voting in the affirmative were: Vassar, Smith, Luby, Shorb and Eldredge.
Absent and not voting: Bates.
Thereupon the Mayor declared the motion c and the R' adopted.
Counci��l Bates entered the meeting at this time.

r m c cFeeiared the appointment of a Chief of Police to replace Keith Judd as the next
order of business.
Whereupon, Councilman Luby moved and Councilman Shorb seconded that Elwood Siegmann, now Acting
Chief of Police, be appointed to this position.
Upon Roll Call those voting in the affirmative were: Luby and Shorb. Negative votes were cast
by: Vassar, Smith, Eldridge and Bates.
The Mayor declared the motion defeated and oramosed the appointment of Charles W. Astleford as
Chief of Police to become effective on November 1, 1961. He further qualified theap by stating
that Astleford is now eligible for the F. B. I. Academy and stated further that should the appointment be
confirmed by the Council, it would be made subject to a probationary period and agreement upon specific sal
increases during this period of time.
Councilman Bates moved and Councilman Eldridge seconded that the Mayor's appointment of Charles W
Astleford as Chief of Police be confirmed.
Upon Roll Call those voting''in the affirmative were: Vassar, Smith, Luby, Shorb, Eldridge, and
Mayor Sineuerman declared the motion carried 5 r the appointment of Charles W. Astleford as Chief
Police thereby confirmed.
Councilman Shorb states that he would like to bring to the attention of the Council that it was
y two months before the time for budgeting and that he thought a review should be made of the Suamer
reationg 'rogram and consideration given to plans in the Water DeDart.ment before that time.
Councilman Eldridge stated that, he felt s mething should be done at the intersection of So. Kimball
'aynter before the occurance of aserious accident there. He said that he realized it was probably not
:tidal to out in a two -way stop but that consideration should oa eiven to either an amber flasher or a
,a yield right -of -way sign.
City Engineer, Helvin Lewis, stated that he thought the intersection should be rebuilt and suggested
:ration lanes as the solution.
No further action was taken at this time other than the situation +.vas to he investiga ad.
Councilman Luby moved and Councilman Shorb seconded that the meeting adjourn.
The motion carried and the meeting adjourned at 9:20 A. M.
