The Special Meeting was called to order by Mayor McCluskey.
The Roll of the City Council was called with the following members
present: Raymond, Mallea, Carter, and Betts. Absent: Williams and
Hopper.
(DISCUSSION WITH REGARD TO THE TICO TICO BAR)
The Mayor explained that this Special Meeting was called for the
purpose of discussing decisions to be made with regard to the
Tice Tico Bar. The Council discussed the issue at some length
and the following letter• was composed'to the City Attorney,
Williams Morrison:
In a Special City Council Meeting held at 10:00 a.m., 24
October 1981, the following decisions were made regarding the
Tico Tico Bar. The preference of the Council was that the
establishment would be closed for thirty days from the date
that the papers were served, but recognizing that they have beer
closed since the incident that brought about this action, they
are willing to accept thirty days from the 20th of October, 198=
Council Meeting. In the event the Tico Tico Bar opens the
weekend of the 24t1i or 25th of October, 1981, the thirty days
will be established from the'date of opening. In addition to
this stipulation, they will insist that there be a change in
management and someone would be on duty at all times to take
prompt action in the event of violence and with the obligation
to call the Police should this occur and offer all the
cooperation possible to the Police in persuance of their duties.
In addition, there will be two employees in the bar at all ti.me�
and a Security Guard or "Bouncer" will be hired who has receivec
clearance from the Police Chief to fill that position and he
will be on duty during whatever hours stipulated by the
Police Chief. The establishment will also be responsible :fo:
the area in front of his bar and see that there is no
loitering from any of his clientele and that the area is
consistently kept free from bottles, cans, and other debris
contributed to his establishment. The name will be changed
from Tico Tico and all signs will be removed from the exterior
of the building. A porthole or observation window will be cut
in the :front which. will give the patrol officer a means of
observing the interior of the building without going inside. A
voluntary contribution of $200.00 will be given to the City to
indicate the willingness to perform the above actions. In
addition, the Council requested that you contact the Liquor Law
Enforcement Authorities in Boise and ask their assistance in
"backing" Council action. They also believe it is imperative
that the strongest possible stand be taken to support the right
of the City Council to control establishments in the City that
so obviously contribute to a lowering of community standards.
There being no further business, the Meeting was adjoureaed at 11:00
a.m.
