The Meeting was called to order by Mayor Nancolas at 6:00 p.m. It was conducted at the Caldwell
Center for the Arts facility located at 603 Everett Street.
(ITEMS OF DISCUSSION)
• Mayor Nancolas addressed the history of the City's master plans such as the Park Master Plan,
Caldwell Comprehensive Plan, and the Caldwell East Urban Renewal Plan to modify Caldwell
since 1998. Studies have been conducted such as the COMPASS Downtown Traffic Study, the
New Police Station Study Committee, the Leland Study, and the Rudat Study to assist in the
downtown redevelopment initiative.
• Members of the Oppenheimer team updated residents concerning the Downtown Catalyst project.
A rendering of the proposed City Hall complex was revealed with architectural features consistent
with historic Caldwell.
• The City Hall space within the complex amounts to 39,000 square feet, an 8,000 square -foot
meeting hall, and 10,000 square feet of retail space.
• The City will initially occupy only part of its designated space with the option to lease the
remainder.
• The proposed City Hall facility will be located at 7 and Blaine with an estimated total cost of $15
million with the City's share being approximately $11 million.
• The Mayor briefed the audience concerning the continued effort to persuade the Federal
Emergency Management Agency (FEMA) concerning revised flood maps that show much of
downtown Caldwell. The proposed FEMA maps would deter future development efforts since
they do not consider the new Indian Creek channel. Cooperation has been sought with the
Secretary of Interior Dirk Kempthrone and Homeland Security officials to bring resolve to this
issue.
• The Downtown Steering Committee will meet at noon on November 19, 2008 at the Caldwell
Police Department Community Room to further discuss the downtown redevelopment process.
