The Mayor recognized Mr. hill, who stated that he was at
the meeting representing the Caldwell Chamber of Commerce for
Dr. Bauscher who was out of town. 1 Hill said that the
Chamber of Commerce wanted to go on record that their Board
was in favor of the trade.
The Mayor recognized Ellen Koger who asked what site had
been considered on Kimball for the new Library. The Mayor
suggested that Councilman. Dakan answer this question as it
was discussed before his term as Mayor. Councilman.Dakan
said that the location was between the two houses on South
Kimball just past the City Park by the Armory. The City owns
a lot there and it was discussed previously that an L shaped
building could be constructed where the old calvary barn used
to be. The Library Board did not approve of this location.
The Mayor stated that the present site was selected by the
Library Board and approved by the Council. It would be
between Tenth and Eleventh and between Dearborn and Everett
which is a very central location and therefore a desirable
location.
The Mayor brought out the fact that the City Hall is extremely
crowded as is indicated by the fact that the Council Room was
being used to store supplies. Hopefully, he further stated,
if the trade of property is done, the School District will
allow the City to store supplies at the Jefferson Junior
High School.
The Mayor recognized Dean Ramey, a member of the Caldwell Library
Board. Mr. Roney expressed concern about the possibility that
the Library can't be built in the near future daze to lack of
funds and in that case what will happen to the present Library.
Octavia Walker was also recognized by the Mayor and asked
the Council what will happen when the Canyon Hill Cemetery
is filled. The Mayor answered her question by stating that
after the trade is enacted, there is still 103 acres left of
Cemetery land which will take care of the City's needs for many
years.
The Mayor, in answer to Mr. Romey's question stated that the
City has been in no position and will be in no position to go to
the banks for financial requests until there is something
specific to talk about and there will not be anything
specific to talk about until the City has the property. Further,
he stated, the City hopes to organize a group called Friends
of the Library, patterned after the City of Boise, who will arrange
financing for the Library with the banks. The Mayor said that
Jerry Weston has offered free legal service in connection with the
transactions concerning the new Library.
The Mayor recognized Jerry Evans, Superintendent of Schools. Mr.
Evans said that if the Library could not be built before this
next year, he felt certain that the School District would lease
the present Library building to the City for a minimal charge,
$1.00 a year. Mr. Evans further stated that even if the School
Board would change, they would never leave the City of Caldwell
without a Library as it is necessary for the school children of
the City. Mr. Evans stated that the trade of property has the
unanimous approval of the Board of Trustees.
Mrs. Koger asked the Council why the Ordinance couldn't be amended
to state that the Library would have the building for use in case
the money was not available in time. The City Attorney explained
to her that the City Council has already passed this Ordinance and
that it can't be changed; that some of these proceedings must be
dependent upon good faith.
Councilman Dakan was recognized and asked if he could respond to
