Councilman Shorn made the following statement regarding Compulsory ,arbage Collectin:
"Approximately 75 per cent ur homes in Caldwe -1 are now participating in garbage pickup
service. Compulsory pickup should add 700 new customers.
L recommend a contract system, with municipal collection of feed. . . in which both
business or commercial ecllectiens,be compulsory, but fee indibidually negotiated be-
tween collector and firm . and all residences come under city collection juris-
diction. Operator to have salvage.
Am arranging meeting with present with present collector and Chairman Vassar of Finance,
City Attorney Hiller, City EnEineer and myself as co. missioner of Health.
At this meeting would like to have collector furnish a statement of income and help the
City arrive at an equitab'!c ^....rge .one which would pay contractor and leave a margin
for lend fill expense. . in other:;erds be self-sustaining.
Our co_mittee is in complete accord wi — h the mayor as to January 1, deadline. . .but them,
is a question .+hether this can be set up before the fiscal year end on accout of budget.
I recommend the council set up an understaadatle plan of collection so the office per-
sonnel canexplain who if anyone isiexempt. (THIS IS IMPORTAIN'T) Also what constitutes
a residential unit.
We have examined the present ordinance and beliove it can be used with few changes."
Councilman Finley iruforned the Council the Wagner abstract was ! eing checked and the City Engineer]
was makng a survey of the proposed gravel pit. ,

Moved oy Eldredge, seconded by Blo:aquist Council reject all bids and bidders re- submit bids as
soon as 1958 models are available.
Councilman Eldredge reported a repair shop, operated by Orville Fattig, located at 1117 Cleveland ,I
had been reported as a nuisance. This was referred to the City attorney.
This being the time set for the second reading o'.' bill No. ',�, ( Planning Cowmissiun) the Mayor
instructed the Clerk to read Bill No. 9 by title.
The following are the opinions as voiced by the Mayor and Council:
Mayor Simmerman: If Hill No. 9 should pass civic minded citizens should be appointed on the
Board.
Councilman Blomquist: Would this interfer with the Planning board of the Chamber of Comi_rcc%
Councilman F_nley: A Planning board would be helpful to the City Eng .near.

Councilman Eldredge: Check with other Idaho cities having Planning Commissions. '
Councilman Short: Would this interfer with the Zoning Board?
Councilmen Vassar and Luby: Careful study should be given Bill No. 9, before the final reading.

City Attorney: A Planning Commission would not interfer with the Board of Adjustment. IIII
There being no further business to come before the Council it was moved by Councilman Luby, secondeP

ii Dear Emery:
I watched a little girl seven cr eight years old, I should judge, trying to get across
Cleveland the other night at 18th Street, evidently gling to the grocery there on an
errand for her mother, and she had to make three separate starts before she finally could
j� get thro•ilgh.
I'm wondering if it is not possible to put red ^st.rian lane up at luth or 18th or 19th
Street, or a traffic control light. I'm afraid, unless we do thiw, we're going to have '
a terrible tragedy on Cleveland, because the traffic comes down there at 35 or l0 miles
per hour, and they just pay no attention to pedestrians at all.

l Councilman Eldredge reported the Board of Adjustment was wor'ring out a plan to regulate the type
of buildings that could be moved into the different zones of the City.

! accepted effective December 1st, 1957, and the notion pertaining to group insurance passed Octcber 7th,
1957, 'oe rescinded.

Councilman Eldredge reported the Board of Adjustment irras studying an ordinance governing trailer
h ' houses and Trailer Courts, also, working out a plan to regulate the type of buildings that could be moved
into the different zones of the City.
i ll Councilman Eldredge stated as a curtest' to the C. A. A. their approval should be obtained on the
sale of the Airport property. �!
Councilman Shorb reported the Committee appointed by the Mayor had discussed compulsory garbage

coilecticn with Mr. Nicol.

It was unanimously agreed the Council should visit Idaho cities who have compulsory garbage
collection•
Councilman Eldredge stated it would nctbe feasible for the City 2C collection garbage on a per-
centage basis.
Mayor Siimnerman brought up the matter of L. I. D. # 38 charges against the Hlaloc:: property_.
Th. City Attorney infermed the Fayor the City could not cancel this charge. j

the Mayor Ed S.ium,termzn presiding.
Upon Roll Call the following Connciln.en aoswcrod present: E. L. Va..sar, Max Luby, Eadle Shorb,
L. P. Eldredge and Leland Finley. Absent Fran Blomquist.
The ''ayor informed the Council the s wus the time set by notice for hearing prote=sts to the Assess-
ment Rolls of Local Improvement Districts Nose 30, 41, L2 and 43.

Thereupon the following Orders were made and ordered entered by unanimous vote of the Council.

AN ORDER OONFIRMIMO AND APPROVING THE ASMOSNENT ROLL IN LOCAL IMPROVEMENT DISTRICT NO. 39 OF THE
CITY OF nerr:mELL IDAHO.
The Committee on 5trests of the City of Caldwell, together with the City Engineer of aaid City of
Caldwell, has heretofore certified and submitted to the Mayor and Council, the Assessment Roll of Local
Improvement District No. 39, of the City of Caldwell, Idaho, and it appearing that the assessment roll was
received in the office of the City Clerk of the City of Caldaell,.at 5200 o'clock P. M. on the 7th day of
October, 19571 and that said Assessment Roll is now on file in said office]

And it further appearing that the Mayor and Council of the City of Caldwell, at a meeting of said
Mayor and Council, held in the City Hail of said City, on the 7th day of October, 1957, passed a resolution
ordering said assessment roll to be placed on file in the office of the City Clerk of the City of Caldwell,
and fixing the 4th day of November, 1957, at 8:00 o'clock P.M., in the Council Chambers in the City Hall of
said City of Caldwell, as the time and place for hearing and considering objections to said assessment roll; G
and directing the City Clerk of the said City to give due and legal notice in compliance with the provisions i,
of law, of the filing of said Assessment Roll in his office, the date of filing the same and the time and
place at which the Council would bear and consider objections to said Assessment Roll by parties aggrieved by
