Reading and discussion of Bill No. 9 -Fire Ordinance.
The first 35 sections of Bill No.. 9, by the Fire Committee, entitled, "An
Ordinance providing for fire limits and the construction add equipment of buildings in
the City of Caldwell ", was read and discussed by the council and a number of citizens. It
was decided to resume discussion and further reading of the ordinance at the next meeting.
Report of Audit of City Books received,
The report of Masers Koelch and Keefe, Accountants on the result of their
audit of the City books was filled and action on the same was deferred until the next
meeting.
Adjornment.
It was voted on motion of Councilman Fritz R.'Miller that Council adjorn
until Monday evening October 22nd., 1917 at 8 o'clock P. M.

Council meet in regular session, pursuant to adjornment, with Mayor E. H.
Plowhead presiding, present, Councilmen Amos J. hiller, Mitchell, Sanberg and Ward,
City Clerk S. Ben Dunlap, when the following business was transacted:
Storage of Sprinkling Truck.
It was voted upon motion of Councilman Ame9 J. .Uiller, that the City tempo-
rarily rent a stall in the Gartin barn for the storage of the Sprinkling truck at the sum
of $4.00 per month.
Extension of Water mains, Mountain View Addition.
In the matter of extension of water mains, Councilman ward made the following
recommendations:
First -That a four inch pipe be extended from the corner of Fillmore and 16th
Avenue, South on 16th Avenue to Elhart's corner and that from Elhart's corner a one inch
pipe be extended west on Logan Street about WO feet.
Second -That a four inch pipe be extended from the corner of Michigan Avenue
and Linden Street west on Linden Street for a distance of 900 feet, thence west on Linden
Street-about 600 feet with a two inch pipe.
Third -That three additional fire hydrants be installed along the lines of the
proposed extensions.
It was voted on motion of Councilman Amos J. hiller, seconded Councilman Ward,
that the report be accepted and that the extensions be and hereby are ordered to be made.

Passage resolution, Tracks 'aldwell Traction Company.
The following resolution was introduced by Councilman Am6ssJ.,.Miller.
RESOLUTION.
Whereas the tracks of the Caldwell Traction Company's Rail-
road within the City limits of the City of Caldwell are maintained
in a manner not in compliance with the franchise under which said

Company is operating, and in a manner and condition on
certain streets and certain crossings so that it is
dangerous to traffic on said streets and crossings:
AND WBERiEAS, This matter has been brought to the
attention of the officials of said company and the said
tracks and crossings have not been repaired and acid
condition has not been remedied:.
NOW THEREFOR. , BE IT RESOLVED, That the street
Committee of the Council of the City of Caldwell be
authorized and directed to again bring this matter to the
attention of the officials of said company, and if the said
tracks and crossings are not repaired and said condition
remedied within a reasonable time, then the said Committee
Is hereby further authorized and directed to make the re-
pairs necessary upon the said streets and crossings along and
over the said tracks of the said Caldwell Traction Company's
Railroad, and to cause a statement of the items of the cost
thereof to be to and collected from the said
Caldwell Traction Company.
It'was voted on motion of Councilman Fritz 3. Miller, seconded Councilman
Amos J. Miller, that the resolution be adopted.
Resolution 'Tracks Boise Valley 'Traction Company.
The following resolution was introduced by Councilman Amos J. Miller.

`` V7laiZAS, The tracks of the Boise Valley Traction Company's
railroad within the City limits of the City of Caldwell
are maintained in a manner not in compliance with the franchise
under which said company is operating said railroad, and in
a manner and condition on certain streets and certain crossings
so that it is dangerous to traffic on said streets and crossings:
AND PIHEREAS, This matter has been brought to the atten-
tion of the officials of said Company, and the said tracks
and crossings have not been repaired and said dangerous condition
has not been remedied:
NOV'I THEREFOR, BE IT RESOLVELD, That the street Committee of
the Council of the City of Caldwell be authorized and directed to
again bring this matter of the Said railroad tracks and crossings
and their dangerous condition to the attention of the officials
of the said Boise Valley Traction Company. and if the said tracks
and crossings be not repaired and the said condition remedied
within a reasonable time thereafter, then the said Committee is
hereby further authorized and directed to make or cause to be
made the repairs necessary upon the said streets and crossings
along and over the said tracks of the said Boise Valley Traction
Company's Railroad so as to conform to and comply with the
provisions of the said franchise, and to cause a statement of the
items of the cost thereof to be presented to and collected from
the said Boise Valley Traction Company.

It Was voted upon motion of Councilman Amos J. Miller, seconded Councilman
Fritz R. Miller, that the resolution be adopted.
Attorney to present resolution, relative tracks 0. S. L. R. ii, Co.
It was voted on motion of Councilman Mitchell that the City Attorney be

requested to draft a resolution similar to the resolutions just passed, effecting the
right of way of the 0. S. L. R. H. Cc over certain streets and public crossings, which
are also a menace to the safety and convenience or the traveling public.
Communication from Caldwell Odd Fellows:
A communication fr ^m Caldwell Lodge Ro. 10, 1. 0. U. F, under date October
10th., 1917, was read and ordered placed on file.
Notice of petition to form drainage district in Ada County.
Notice of the petition filed in the district court of Third Judicial District,
in and for Ada County, for the establishment of a drainage district to be known as
Drainage District No. 2 of the County of Ada of the State of Idaho, to be heard by said
Court October 10th., 1917, was read.

Execution contract and bond C. E. Silbaugh.
The Clerk announced that Mayor and Clerk had executed contract with C. E.
Silbaugh for construction of crosswalks, and that said Silbaugh had filed bond in the

penal sum of $1,000,00, as per instructions of the Council.
Committee, Lateral Dist No. 5 report acceptance of bid for construction, approval of action. j
The clerk reported that the sewer committee of Local Lateral Sewerage
District No. 5 had at a meeting of said committee held on the 22nd day of October, 1917, j
received bids for the construction of the said proposed sewer, and that the said committee
had accepted the bid of the Caldwell Plumbing and Heating Company In the sum of $1321.00.
It was voted on motion of Councilman Mitchell that the action of the Committee
in receiving and accepting the bids, be and hereby is confirmed., ratified and approved. !
Reports of Officers. ;
The report of the City Treasurer for the month of September, 1917, and the
report of the City Nurse for the month ending October 18th., 1917, was read, and upon
motion of Councilman Fritx R. Miller, were adopted and ordered placed on file.
Withdrawal of west half Section 38 from City limits.
In the matter of the petition of George Runciman,'Janette I. Alexander, J. H.
Alexander, E. L. Shaw, J. E. Hummel, 0. K. Brody, B. Dig, W. C. Postlethwaite, Howard
Sabres, Flora E11ege,J. H. Edlefsen, E. M. Vandeventer, Lawrence Williams and Emma S.
Nelson. to detatch farm lands from the City of Caldwell, Qanyon County, Idaho, heard in the J
district court of the Seventh Judicial District on the 29th day of September, 1917, the
Clerk announced having received a copy of the findings and judgement of said Court, and
read the copy and judgement and decree therein as follows:
JUDGEMENT AND DECREE.
Now therefore on motion of Thompson and Bicknell,
attorneys for said petitioners,
IT IS ADJUDGED AND DECREED, That all and sinr the pro-
perty described as follows, to -wit• The West half i t ) of Section
Thirty three (3;3), Township Four (4) North, Range Three (3) West
of Boise Meridian, in Canyon County, Idaho, be and the same is
hereby detached from and set off of the corporate limits of the
City of Caldwell, Canyon County, Idaho, and is no longer a part of
or within the corporate limits of said City, and that the portion
of the boundary line° of the City of Caldwell which has been the
south and west line of aaid line is hereby changed to the east
and north line of said land:

Bill He. 10- 3ewerage Jrdinance -First reading.
Bill No. 10, by the Sewer Committee, entitled, "An Ordinance confirming and
approving the assessment roll certified by the Committee on 8treats and Sewer Committee of
"Local Lateral Sewerage Improvement District No. 6 of Caldwell, Idaho, and the pro-
ceedings in connection therewith as corrected by the City. Council, and leving an assessment
e--a.inst each of the lots or parcels of land within said district for the payment of said

improvements as is by the law and ordinances of said City provided ", was read the first
time.
Reading of Bill No. 9 -Fire Ordinance.
Bill No. 9, by the Fire Committee, entitled, "An Ordinance establishing Fire
Limits, regulating the construction, alteration and repair and equipment of buildings, the
disposal of rubbish and the storage of gasoline and other products of petroleum and pro-
viding for the inspection of buildings and ehimneye within the City of Caldwell, Idaho,

and prescribing penalties for the violation of this ordinance; and repealing Ordinances No.
12, approved March 27, 1901, Ordinance 110. 228, approved December Gth., 1912 ". as amended,
was read the third time.
Action on the bill was deferred until the next meeting.

Report of Auditors.
The report of the auditors on the result of the audit of the books of City Clerk,
Treasurer and Superintendent of Water Works for a period covering from May lat., 1915
to May let., 1917, was read.
It was voted on motion of Councilman Mitchell, seconded Councilman Amos J.
Miller that the report be referred to the Finance Committee of the City Council for
investigation and recommendation.
Fire and Building Committee authorized to retint r1re Hooms.
It was voted upon motion of Councilman Sanberg, that the Fire and Building
Committee be authorized and requested to have those rooms in the City Hall occupied by
Fire Chief and Members of Fire Department, retinted at an estimated cost of $21.00.

Additional vault room, Jity Clerk.
On motion of Councilman Amos J. Miller, the Fire and Building Committee was
requested* to investigate and report on the matter of enlarging the vault for.reoords of
Clerk's office and on securing adequate facilities for the keeping of reoords of the
City Treasurer and Supt of Water Works.

ISr. C. J. Martin requested that the water mains be extended to his place
on Speedway and Ash Streets. Request referred to water committee.
Griffiths Ditch, Elgin Street.
Mr. W. M. 29ark complained of condition of Griffiths ditch adjoining his
Property on Kimball Avenue and Elgin Street, stating that was too small for use to
which it was put and had filled up with weeds and other rubbish. Upon motion of Mitchell,
matter referred to Street Committee with power to act.
Sebree Building, Belmont Street.
Mr. H. M. Steatle requested that the building adjoining his premises on
Belmont Street and which had been partly destroyed by fire, be ordered removed because
Of fire menace to his buildings.
It was -voted motion of Sanberg seconded Ward that the owner be notified to
clean up the premises.

r Mr. D. E. Dixon requested that City water be instb1led on his premises in
.fountain View Addition, two blocks north of r,. E. Glenn residence. Request referred,to
Water committee.
