Page 149 The Council met pursuant to call and acknowledgment of notice in the following form: We, the Undersigned Mayor and members of the City Council of the City of Caldwell, Idaho, do hereby acknowledge notice of a Special Meeting of the said City Council to be held in the Council Chambers in the City Hall of Caldwell, Idaho, at the hour of 10:00 A. M. on the 21st of October, 1974, for the transaction of all business in connection with the following object: Opening of bids — for the negotiation, appraisal review, relocation and acquisition services, per specification for the new industrial airpark. The roll of the Council was called with the following Council members present: Gamboa, Dakan, Williams, and Banks. Absent: Carter and McCluskey. (BID OPENING FOR NEGOTIATION, APPRAISAL REVIEW, RELOCATION AND ACQUISITION SERVICES, PER SPECIFICATION FOR THE NEW INDUSTRIAL AIRPARK) BIDDER AMOUNT Bob Smith $25,750 An alternate bid was also presented by Bob Smith with the appraisal services being done by Kenneth Todd which would reduce the fee $1,250 making the fee $211,500. Hugh Harris $65,000 MOVED by Dakan that the low bid be accepted subject to the City Attorney's approval and subject to our ability to finance. SECONDED by Gamboa. M. on the 21st of October, 1974, for the transaction of all business in connection with the following object: Opening bids for the sewer and water line extensions for E.D.A. Project. (BID OPENING FOR SEWER AND WATER LINE EXTENSIONS) The Mayor requested the City Engineer to open the bids as follows: Water Systems Improvement: Company Amount Nielsen and Company $ 258,826.89 Twin Falls, Idaho Ben Drake 204,504.06 Route 1, Caldwell, Idaho Ontario Asphalt and Paving Co. 269,976.50 Ontario, Oregon Galey Construction Inc. 178,479.00 Boise, Idaho A. and J. Construction 199,133.65 Homedale, Idaho Alternate #1 6,929.00 Alternate #2 26,1135.50 Alternate #3 10,239-40 _ The base sum estimate which includes the water and the sewer from Alpha Engineers was $327,500.00 which includes the cost of the well previously bid. The City Engineer recommended to the City Council that these bids be taken under advisement for study before a decision is reached. MOVED by Carter, SECONDED by Gamboa that the bide be taken under advisement. LOTION CARRIED (CITY ATTORNEY - APPRAISAL AND ACQUISITION FOR NDd AIRPARK) The City Attorney discussed at some length concerning the buying of property for the new airport. He stated that the City may need money to finance some of the acquisition of the land at a later date, but as of now the City is able to go ahead with the appraisal review, relocation and acquisition services. If someone resists this land purchase, the City may not be able to acquire the property in 90 days. The Council encouraged the City Attorney to continue pursuing the law concerning condemnation and acquisition of land. The meeting was adjourned at 14:30 P. M.
