Unon Roll Call, the following Councilmen answered present: James W. "Bill" Keys; V. J. Martin;
C. A. Davennort. Absent: Emery Vassar: Max Luby: and Charles Carnenter.
Mayor Smith informed the Councilmen present that the puroose of the call for this meeting was to
consider an agreement regarding variances under the new Subdivision Ordinance so as to exoedits building,
hermits with official action to be taken at the next meeting of the Council.
There not being a quorum of the Council present, no official business was transacted.

COUNCIL CHAMBERS
NOVEMBER 2, 1964

The regular monthly meeting of the City Council met in the Council Chambers of the City Hall,
with Mayor N. E. "Coley" Smith presiding.
Upon Roll Call, the following Councilmen answered presentx E. L. Vassar, Max Luby, James W.
"Bill's Keys, V. Jay Martin, Charles W. Carpenter, and C. A. Davenport. Absents None.
Tax Deeds discussed and referred
Mayor Smith informed the Council of pending actions with regards to properties to which the City
had previously taken tax deeds. Tax deed had been taken to the Edith Oentaler property in August of 1963;
Carl Hanson property in July of 1964, and also to a strip of the J. H. Louk property. The Mayor stated
that an arrangement had been made with Mrs. Gentaler whereby she was to pay $10.00 monthly to catch up
the taxes on her property — she had made two payments and none since. He said that last week she had
been notified by certified mail that if she didn't bring the monthly payments up to date, the Council
would have no choice but to set a date for the sale of her property.
The matter of the tax deeds was then referred to the City Attorney for drawing the necessary
papers for action by the Council.
Retirement of employees discussed
Mayor Smith referred to some previous discussion with members of the City Council concerning the
retirement of Forest Milander from the Fire Department and of Guy Healy from the Irrigation Department
under the City's compulsary retirement schedule. He announced that the way the Resolution is drawn, these
two men could work until December 31, 1965 although it was possible that the men would elect to retire
at a sooner date than this.
Island off Curtis Park referred to
Mayor Smith informed the Council of a request from a Boy Scout Troop in Caldwell to improve an
Island which was almost a contiguous part of Curtis Park and said that the Troop would then make it avail—
able to other troops. He said that he had gone out to look at the situation and that it is almost not
an Island and would only be considered so by reason of a stagnant ditch and also due to high water leveler;
also, he had been informed that the north fourth of the Island was under water when there was a high
