HomeMy WebLinkAbout1967-10-16city council minutes339 Program and the government designated a representative in each State to handle these funds; that in several Statsa the Association, like the Association of Idaho Cities, became the agent of these funds which were de- dicated entirely to public works. He said the Directors had voted the Association of Idaho Cities in Idaho to be the officially designated representative and this would place another man in the A.I.D. office under Ed Simmerman to do additional work for the Association as well as handling all the disposition of Title 9 funds. He said that many of these funds were not available to the Cities until there was enabling legislation passed by the State Legislature. Mayor The Council met pursuant to recess and acknowledgement of notice in the following form: We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do hereh acknowledge notice of a Recessed Meeting of the said City Council to be held in the Council Chambers in the City Hall in the City of Caldwell, .Idaho, at the hour of 8:00 P. M., on the 16th day of October, 1967, for the transaction of all ousiness in connection with the following object: Nev and unfinished besiness. "Chet" Davenport. Absent: Charles W. Carpenter.and Charles C. Banks. -ante - Tra: -_- House Ora'_.-ance The Mayor introduced Nos. Shirley Buchanan who anneared to ask the Council for a variance to the 340 trailer house ordinance in connection with a trailer which she owns, and which is at the present time parked on an acre of ground at 501 Hill Avenue. The Mayor asked her on what grounds she was making this request aid she replied that it was her home, and that it has been there for 8 months and at the time she had it moved in, she was not aware of the City's ordinance regarding the parking of trailers within the City limits. She noted, also, that there are several other trailers parked outside of trailer courts in the city, so she Just assumed that it was alright for her to park hers. The Mayor informed her that when Mr. Jesse Downs, the City Building Inspector, discovered the parked trailer he had given notice that the trailer would have to be moved and when it was not moved, he then filed a written complaint which was accepted by Mr. Pete Chevarria who appeared in Police Court to answer the charges. Mrs. Buchanan again stated that she owns the trailer and that Mr. Chevarria is only her partner in the ownership of the ground. Mr. Smith stated that as a part owner of the ground, he is also liable regardless of who owns the trailer. Mayor Smith pointed out that Mrs. Buchanan is a widow with three children to s Councilman Keys stated the Council was willing to consider any hardship case. Mrs. Buchanan was asked if she was receiving any County assistance and she replied "NO Sir". She stated that she worked once in a while as a waitress and that she received some help from her brother -in -law. Councilman Davenport painted out the fact that this type of a request J for variance would be a recurring problem if the ordinance was not enforced and he therefore moved that the request for this special permit be denied. The motion was seconded by Councilman Keys. A vote was taken and the motion carried. Mayor Smith asked the Buildirg Inspector to compile a complete up -to -data list of all the trailer houses and mobile homes within the City, noting whether they were there before the I ordinance, on a special permit, or illegally parked. He stated he would like to have the Councilmen take a tour of inspection at a near future date, Petition to vacate O'Hara Street and Alley Mayor Smith introduced Mr. Calvin D. Lieshman and then read the following petition:'i� Dear Mr. Mayor and Members of the City Council: We the undersigned property owners submit this petition requesting the city to consider deeding over the portion of land that was ori^_inally laid cut to be O'Hara Street between No. Indiana and No. Michigan Sts. This, if ever made into a street would he a dead end on both ends. The city has never done anything to control the weeds etc, in this spot therefore it has either been left uo to the property owners to keep it cleaned up or have it look unsightly. Indiana Submitted Oct. 16, 1967 City Engineer Melvin Lewis stated the alley to the North of O'Hara Street between N. Michigan and N. Indiana should also be vacated, subject to an easement for sewer and that curb and gutter should be installed at the expense of the property owners, and that the advertising and legal costs be paid o,y the property owners. It was moved by Councilman Keys, seconded b.- 'louncilman Harrison that the City Attorney prepare a portion of O'Hara Street and the necessary papers for vacation of /the . alle,f, with the restrictions as stipulated by the City Engineer. A vote was taken and the motion carried. BE 1T RESOLVED BY TIE MAYOR AND COUNCIL OF THE CITY OF CAL1TdFLL, IDAHO: Section 1: That the Mayor and Council of the City of Caldwell urge the Commissioners of Canyon County, Idaho, to set up and appropriately fund in the fiscal year 1968 an organization or committee to study the present and future air transportation and County airport facility needs through a Canyon County 11 341 airport feasibility study conducted by said organization or committee. Section. 2. That a cocy of this resolution be mailed by the City Clerk tc the County Commissioners of Canyon County, Idak.c. The motion for passage was seconded by Councilman Davenport. A roll call vote was taken and the following Councilmen voted in the affirmatives Keys, Harrison, Davenport and Nartin, Negative: None. Absent and not voting: Banks and Carpenter. Mayor Smith declared that resolution SEo. 18 had passed. j. Mr. Duane Wolfe was recognized by the Ptagor and stated he would like to report to the Councilman �Iwho were not at the Airport #Meeting that he thought the Caldwell Mayor and Councilmen presented a much more forceful outomistic view than the neighboring brothers. Golden Gate Irrigate.i District Mayor Smith stated he had planned to discuss the Golden Gate Irrigation District problem but as two members of the council were absent, he would postpone the discussion until the next council meeting.
