The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
the Mayor G. L. Crookhan, Jr, presiding.
On Roll Call the following Co ncilmen answered present: J. R. Sloop, Pate Olesen, L. Z. Burrell,
0. L. Thornock and R. H. McNeill. Absents Leo J. Mason.
The Minutes of September Std, were read and approved as read.
The Bills for September vi-ire read and on motion by Sloop, seconded by Burrell that these Bills be
allpwed and 'Y.arrants ordered drawn for the various amounts all of which had been approved by the Finance
Committee. Motion carried.

Yard at Boise Avenue and +'Agin Street.
Moved by Sloop, seconded by Burrell that this petition be granted subject to Title Two, Chapter
Seven of the Caldwell Code of 1942 and all other controlling statutes and Ordinances. Motion carried.

Upon Roll Call the following Councilmen voted in favor of the motions Sloop, Olesen, Burrell,
Thornock and McNeill. Nay, None. Absent and not voting, Mason.
Thereupon the Mayor declared the motion carried.
Jr. Lew Rycraft, representing the Caldwell City Bus Co., was present and requested permission to

•extend routes to include one trip at 7:40 A. M. west on Main Street to Aven Street; then up Paynter Avenue to
Everett; then on Second to Cleveland; then up Cleveland to Kimbell; then continue on regular route, the
; aforestated trip dt 5:00 P. M. each wepk day. Also raise in fares from 7¢, four for 250 to 100, three for 25f
— Moved by McNeill, seconded by Sloop that extension of routes and increase in fares be granted the
Caldwell Bus Line. Motion carried.
A petition was presented to the Mayor and "ouncil by E. M. Stanton for the cancellation of certain '
s prinkling Assessments.
RESOLUTION
II BY OLESEN.
It was moved by O'lesen, seconded by Burrell that the following Resolution be adopted:
A RESOLUTION CANCELLING SPFIN.�ZING ASSESSD''3•NTS TO THE CITY OF CA.LDWELL ,.EVIED AN ASSESSED AGAINST
LOTS 11 and 12 OF BLOCK 321 OF T14E ORIGINAL TOWNSITE OF CALD ELL, CANYON COUNTY, IDAHO, FOR THE YEARS 1931 T0'
1943, BOTH INCLUSIVE.
WHEREAS, there appears to have been assessed by the City of Caldwell, Idaho, against the following
described property, to -wit: Lots Eleven (11) and Twelve (12) in Block Thirty -two (32) of the original

townsite of the City ;of Caldwell, Idahj, sprinkling assessments for the years 1931 to 1943, both inclusive;
and
V111EREAS it appears the said property was sold to Canyon County on the 11th day of January, 1943,
and was thereafter sold by Canyon County, by county deed, to Edwin M. Stanton on may 21, 1943;

NOW, THEREFORE, BE IT RESOLVED by the 6ayor and Council of the City of Caldwell that said sprink-
ling assessmente levied or assessed against said premises for the years 1931 to 19432 both inclusive, with
penalty and interest thereon, be and the same hereby are cancelled;
AND BE IT FURTHER RESOLVED that the City Treasurer of the City of Caldwell, Idaho, shall be and
hereby is authorized and directed to cancel on the records of the City of Caldwell all of said sprinkling II
,assessments for said years, which appear :upon the records of the City of Caldwell as liens against said
premises, and to file with the Clerk of Canyon County, Idai.w, a certified copy of this Resolution.
AND IT IS FURTBAR DIRECTED that two copies of this Resolution, duly certified by the City Clerk
of the City of Caldwell, be served upon the City Treasurer of the City of Caldwell, one of which said copies
shall be served the the City Treasurer of the City of Caldwell upon the County Clerk of Canyon County,
ildaho, and that said County Clerk be and hereby is authorized to cancel of record all of said sprinkling
assessments of the City of Caldwell for the years 1931 to 1943, both inclusive, which may now stand in his

office as liens against the above described premises.

Thereupon the Mayor declared the motion carried and the resolution adopted.
RESOLUTION
By Councilman Sloop.
WHEREAS, By resolution adopted by the Lfayor and Council of the Gity of Caldwell, Idaho, on July
lj, 1946, a housing emergency was declared to exist in the k;ity of Caldwell; and for the purpose of alleviat -',
ing that housing emergency, the construction of temporary dwelling accomodations were authorized and have
since been erected in the Northwest suarter (N.Zl) of the Southwest(SW9) of Section ranety -sire (26), Township ;
Four (4) North, Range Three (3) 'a:est of the Boise Neridian on Southeast Cleveland Boulevard in the City of
Caldwell, Idaho; and I,
WHEREAS, in some respects, and particularly with regard to smoke flues, such construction does not
comply with the requirements of the building Code (Title 111) of the City of Caldwell, Idaho;
BE IT RESOLVED That upon condition that the dwelling accomodations so erected b, considered and
treated as temporary only and will be entirely removed or be reconstructed to comply with said B_%ild£ng Code
iMediately following determination by the Uayor and Council of the City of Galdwsll, Idaho, that a housing
emergency no longer exists in that city, compliance with the provisions of said Building Code are not re-
quired and the provisions of that Code will not be enforced in this instance.
In response to .roll call upon said motion, Councilmen voting "Ayol" were: Sloop, Olesen, Burrell,
Thornock and McNeill, "NaY": None. Absent and not voting= Mason.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
Whereupon Councilman Burrell introduced Bill No 18, entitled:
AN ORDINANCE OF TM CITY OF CALDITELL, IDAHO, ACCEPTING AND CONFIRiING THE STFLETS AND ALLEYS IN
AND C014TIGUOUS TO CITY ADDITION TO CALDI'.ELL, IDAHO,
which was read for the first time and the Council proceeded to a consideration of Bill No 18. It was moved
by Burrell, seconded by McNeill that the rules requiring that the reading of a Bill on three separate days
be suspended and Bill No 18, be read the second time by title and the third time in full aection by
section and placed on the final passage. The Mayor directed the Clerk to call the roll on the above motion
with the following result: Those voting in the affirmative were: Sloop, Olesen, Burrell, 1'h.,rnock and
McNeill. Negative: None. Absent and not voting: Mason. The Mayor declared the motion had passed by
the necessary three - fourths majority and directed the Clerk to read Bill No 18, the second time by title
and the third time in full section by section. The Clerk read the Bill as directed. The question being

WHEREAS, This is the day and meeting set by published notice at which objections to the sale by
the City of Caldwell, Idaho, of Blocks 1, 2 and 3 as shown on the Official Plat of City Addition to Caldwell.'

iii 71, would be received and considered, and bids for the purchase of said real property would be received and

of said real propee ty be accepted; and that a policy of title insurancecovering said real property be pur–

purchase price, the Mayor and Clerk of the City of Caldwell, Idaho, execute in the name of and on behalf
of the City of Caldwell, Idaho, a Deed nadng Idaho Meat Packers, Incorporated, as grantee, and covering said
