The minutes of the sessions held in September, 1913 were read and on motion of Harrington approved, The following Claims were read and on motion of Adams allowed and warrants ordered drawn on the several funds as follows. Salary, 30 .00 I ;.i The bill of Joe Ridgeway in the sum of $15.00, for Police services, and not o.k'd by the finance committee was read and on motion of Pecker allowed and a warrant ordered drawn on the general fund in payment of the same. Resolution No. 8, by Ackley, entitled " A resolution for the construction of a sidewalk according to plan 3 of Ordinance No .148 of the City of Caldwell, Idaho, along and in front of certain lots and blocks in said City, and providing for the Payment of ouch construction by an assessment levied and assessed against the prop- erty fronting and abutting on said sidewalk, " was read. The question being on the passage of the resolution the roll was called, rasuliting as follows: Ayes: Ackley, Adams, Harrington, Parker, and Steunenberg- 5. Noyes- None. Absent- Boone- 1. So the resolution was passed. It was voted on motion of Harrington that the clerk be instructed to adver- - ties for bids for the construction of a cement sidewalk along Cleveland Boulevard in front of lots, 4,596070899,10,11,and 12, in block 112 Strahorn Addition, and in front of lots 1,2,3,4,5,6,7,8,9,10,11, and 12, in block 113, Strahorn Addition, to comply with the provisions of Resolution No.l passed August 25, 1913. The report of the City Treasures for the month of August, 1913 and for the month of September, 1913 and the report. of the Librarian, Police Judge , City Clerk pexton, Water Superintendent „City Engineer, and Street Superintendent, for the mont of September, 1913 wren read and on motion of Adams accepted and ordered placed on file . It was voted on motion of Parker that the sidewalk assessment roll as prep- - arded by the City Engineer be and the some is hereby confirmed ratified and appro- ved and the clerk was instructed to eeretify the roll to the county as subsequent special taxes for the year 1913. It was voted on motion of Adams that we take advantage of the 80% Co -Ins- -urance clause on City Fire Insurance on City Hall and that the clerk be instructed to ask for rebates on all policies outstanding. It was voted on motion of parker that the $7,500 additional insurance which it would be necessary to buy in taking advantage of the 80,% Co- Insurance Claus be divided equally between the Canyon Abstract and Trust Company and w.R.Wilkerson. Staunenberg stated that Mr. Keller, who has charge of the sprinkling offered — to build sheds on his lots for the storage of the sprinkling wagons if the city would furnish the material. Ackley stated that he proposed introducing an ordinance making each council -men and road commissioner a member of the police department. to serve without pay. The matter was discussed and it was decided that such an I I L � ordinance would be unceseary as the mayor had the power to appoint peace officers. The Mayor then appointed Councilmen Ackley, Adams, Boone, Harrington, Parker, and Steunenberg, and Street Commissioner Campbell, as police to serve pay. It was voted on motion of Adams that the Water Commissioner be instructed to extend the water mains on main street to 12th Avenue. Mr.Campbell stated that the County Commissioners had asked permission to use the Cities road roller and grader on some of the roads leading into the city. It was voted on motion of Ackley that the matter be referred to the street comm- - issioner with power to act, . Mr.Curtis Haydon,president of the library board,of the City of Caldwell Idaho, appeared in behalf of the said board.Mr.Haydon stated that the library board had finally secured the promise of the Carnegie Corpuration,of New York City, of a don- ation of $12,500.00,for the purpose of erecting a library here.He submitted plane and specifications of the proposed new library building,which had been approved by the Carnegie Corporation. He also submitted the contract between Williams and Mun- ford and the library board for the erection of the said but I ding, together with the bond of the said Williams and Munford.Said bond being in favor of the library board and bonding Williams and Munford as principals and the National Surety Company as surety in the sum of $4,740.00,and conditioned on the faithful performance by the
