COUNCIL CHAMBERS,

The R Monthly Meeting of the City Council met in the Council Room of
the City Hall, with the Mayor H,�, McCluskey presiding.
On Roll Call the following Councilmen answered present: Wilbur Dakan, F. E.
Newman, Floyd Blunt, E.E.Frasher and C. 0. McD"nnel. Absent: Thurlow Bryant.
The Minutes of September 8th., were read and approved as read.
The Mayor informed the Council this was the time set for the opening of bids
for the City Garbage Contract. The Clerk informed the M a nd Council that two bids
were on file
These bids were opened and read as follows:
CharWos Robertson 1100 per month.
Ed L. Coughran same as former contract.
Moved by Newman'„ seconded by Fresher that these bids be referred to Mayor Mo-
Cluskey with power to act.
Moved by Fresher, seconded by Blunt that the City of Caldwell enter into an
agreement with Charles J..Bush to lease the gravel pit for a period of three years at a
yearly rental of $125.00. Motion ca=rried.
Moved by Dakan, s econded by Frasher that the City Clerk be authorized to charge
off the Water Ledger the following uncollectable bills. Motion carried.

Affidavit of Publio of Ordinance No 620, was read by the City Clerk.
Mr. S.A. Mendenhall appeared and requested the Council to assess Fairacres
Addition No 1, on an acerage basis.
Applicati.�n for Pool Hall License were -redd "From I. H. Waters, and S. F. Bow,
!the fee accompanying each application.
Applications for Card Room License were read from Pastime Lunch, I. H. Waters ,
�S.r. Bow, Wilson Lunch and Runty House, the fee accompanying each application.
' Application for Beer License was read from Safeway Stores # 427, the fee fee
'accompanying the application.
Moved by Blunt, seconded by Dakan that these licenses be granted. Motion carrie4
Thereupon Councilman Frasher, introduced Bill No 31, entitled:
AN ORDINANCE VACATING, ABANDONING AND DISCONTINUING A PORTION OF FIRST.AVENUE IN
THE CITY OF CALDWELL, CANYON COUNTY, IDAHO-
which was read for the first time and the Council proceeded to a consideration of Bill
No 31. It was moved by Frasher, seconded by Dakan, that the rules requiring that the
reading of a Bill on threeseparats days be suspended and that Bill No 31, be read the
second time by title and the third time in full, s action by section and placed on its
final passage. The Mayor directed the Clerk to call the roll on the above motion with

the following result: Those voting in the affirmative were: Dakan, Newman, Blunt, Fresher
and McDannel. Negative: None. Absent and not voting: Bryant. The Mayor declared the
motion had passed by the necessary threefourths ma?ority and directed the Clark to read
Bill NO 31 the second time by title and the third time in full, s action by section. The
Clerk mead the Bill as directed. The question being "Shall Bill No 31 pass ?" The Mayor
direoted the Clark to c all the roll on the above question which resulted as follows: 'rhos
in the affirmative were: Dakan, Newman, Blunt, Fresher and McDannel. Negative: None.
Absent and not voting: Bryant.
Thereupon the Mayor declared Bill No 31, had passed and the Mayor in open
session of the Council duly signed and approved the Bill, and the Clerk duly signed and
attested the same which became Ordinance N o 620. The Mayor directed the Clerk to make
proper entry of the same and to Cause Ordinance No 620, to be published in the Caldwell
News Tribune the official newspaper of the "ity of Caldwell, Idaho.
The Bills for September were read- and on motion by Dakan, seconded by Blunt
that these Bills be allowed and Warrants be ordered drawn for the varioua amounts all of
which had been approved by the Chairman of the Finance Committee. Motion carried.
