It was voted upon motion of Bonne that the council prucaad in the regular manner to the establishment of Local Impruvement Sprinkling District Number One. Mr, D. L. Badley appeared and asked to have the ordinance pruhibiting the riding of bicycles on the sidewalk amended so se to allow riding on the walks in the residence section at certain times of the day. The matter was taken under advisement. It was voted upon motion of Harrington tLat Council adjurn until Monday evening October 5, 1914, at 7.30 o'clock P. M. I City Clerk. The reports of the following officers fur the month Of September, 1914 were read and upon mjticr, ut St�uUnenberg were approved ane ordered placed on file ; police Judge, Street Comnaesioner, Water Cunm.iesioner, City Fngineer, City Clerk, Sexton and Lib- rarian. Bill No.15, by Boone, entitled, "An Ordinance providi:16 for the levy of a tax ass- essment for the purpuss of paying current expenses of the City of Caldwell, Idaho for the fiscal year beginning un the first Tuesday in May, 1974 as heretofore appropriated ", was read fur the first time. A nation was made by Harrington that t11e rulce ba suspended and that the reading on three separate days be dispensed with and that bill No. 16 be read the second time by title and the third tima 11; full and placed on its final p••._ Tke roll being called on the motion the vote resulted e Ayes- Ackley, Adams, Boone, Harrington, Parker and Steunenberg -6 Nayes and Absent -Nune. So the motion prevailed. Bill No. 16 read the occond time by title. Bill No. 16 read the third time in full and placed on its final passage. On the question shall Bill No. 16 pass? Tha ruil being called the vote resulted i Ayes - Ackley, Adams, Boune, Harrington, Parker and Steunenberg -6 Nayes and Absant -None. So Bill No.16 passed becoming Ordinance No.246. Bill No. 17, by Ackley, entitled, "An Ordinance to establish a local sprinkling improvement district in the City of Caldwell, providing for street sprinkling in the district and conferring certain powers un the City Engineer and the Cou¢rittee un Struts ", sao read for the first time. A motion was made by Steunenberg that the rules be suspended and that the reading on three separate days be dispersed with and that Bill No.17 be read the second time — 1 ' I 484 by title and the third time In full and placed on its final passage. The roll being called on the motion the vote resulted Ayes- Ackley, Adams, Boone, Harrington, Parker and Steunenberg -6 Nayes and Absent -None. So the motion prevailed. I L. On the question shall Bill Nv. 17 pass 7 The roll being called the vote resulted: Ayes - Ackley, Adams, Toone, Harrington, Parker and Steunenberg -6 Nayes and Absent - Tone. So Bill No. 1'i passed becoming Ordinance No.247. The sprinkling assessment roll, prepared by the street committee for the year 1914 was presented. It was voted upon motion of Parker that the same be confirmed, ratified and approved, that the clerk be Instructed to advertise the same as required by law and that the council hereby sets Monday evening November 2, 1914 at 7:30 o'clock as the time for hearing objections from any person or persons aggreived by the said assessments. The clerk presented the spacial aesassrr.ert roll, containing all the special assess- ments to be collected for the your 1914. It was voted upon motion of Boone that the same be approved a;id the clerk was ordered to certify the'same to the county for col- lection. It was voted upon motion of Adams that the Oita Treasurer be instructed to transfer $189.45 from the Cemetery Fund to the Water Works Fund in payment of the following merchandise furnished by the crater department to the Cemetery department: 176 feet 4 inch woud pipe 0 139.86), 91 feet 6 inch wood pipe ($23.89), Two ' 4 inch iron crosses One 6 inch F.lbow ($6.50). Councilman Harrington stated that he had received an inquiry as to whether the City would sell some valves which had been discarded by the water department. It was voted upon motion of Adams that the matter be referred to the water committee with power to act. Councilman Adams called attention to a broken hydrant on fifth and main streets and asked that the same be fixed. It was voted upon motion of Ackley that the matter be referred to the Fire Comndttee with power to act. W. E. Woodcock, firs chief asked that the department be furnished with four battery lights. It was voted upon motion of Parker that the matter be referred to the fire cornnittee. Street Commissioner Campbell stated that three of the bridges over the Phylis Cannel needed replacing and that he thought the county would stand one half the expense of building one of the bridges as it was on the corporation line. He stated also that he was in need of some parts for the road roller. It was voted upon motion of Steunen- berg that the matter of replacing the bridges and of purchasing necessary repairs be referred to the street commissioner with power to act. Messers Lesley and Leighty were present and submitted a verbal proposition to sand Cleveland Boulevard from Kimball Avenue to the City Limits for eighty cents per yard, or approximately $ }1,000.00 per mile. 4B5 It was voted upon motion of .Parker that the water works superintendent be in- structed to relair tLe valves on the aprinkling cranes and that the stand pipes on the same be fixed in such a way that they could be drained during the winter months, also that the superintendent make a report un the matter at the next meeting.
