COUNCIL CHAMBERS
OCTOBER 1, 1956
8:00 P. M.
The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall with
the Mayor, Jason C. Smith presiding.
Upon Roll Call the following Councilmen answered present: L. E. Burrell, Geo Cleveland, Emile
Shorb, L. P. Eldredge and J. M. Bettis. Absent: Fran Blomquist.
A delegation of citizens were present and discussed the proposed ordinance which would prohibit

the parking of trucks, trailers and buses in the residential zone which are over one tone in weight.
The Mayor announced this wasthe time set for the reading of Bill No 11 the second time.
The Mayor instructed the Clerk to read Bill No. 11, by title.
Applications for Pool Licenses were read from Brink's, Waldorf Cigar Store and Art & Roy's Sport
Shop, the fee accompanying each application.
Moved by Cleveland, seconded by Burrell that these Licenses be granted.
Upon Roll Call it appeared th- =notion was unanimously carried.
The Mayor announced the fcllowing appointments to the Police Departments

Thelma Simmons Desk Clerk
Moved by Burrell, seconded by Cleveland that these appointments be confirmed.
- Upon Roll Cali it appeared the motion was unanimously carried.
Councilman Blomquist entered and was marked present.
The following letter of resignation was read:

Moved by Eldredge, seconded byBurrell that this letter of resignation be accepted and the City
ttorney be instructed to write Mr. Crandall a letter of appreciation for the many years of service he has
given to the City of Caldwell.
Upon Roll Call it appeared the motion was unanimously carried.
Applications for Card Licenses were read from Waldorf Cigar Store and Art & Roy's Sport Shop,
fee accompanying' each application.
Moved by Cleveland, seconded by Burrell that these Licenses be granted.

The following letter from the Board of adjustment was read and ordered spread on the Minutes:

At a meeting of the Board of Adjustment held on September 25, 1956, zoning of the Canyon
Hill area was discussed.
After comsideration discussion of the present use and the general physical characteristics
Of that portion of the city lying generally North of Madison street, the Board tookaction
torecommend to the Council that the area between Madison Street and the Notus Canal be
zoned a "D" Commercial Zone, and the balance of the area lying North and East of the Notus
Canal to the Cit, Limits be z�nad "B" Residential Zone. -
This action is recorded in the udnutes of the Bourd of Adjustment Regular Meeting held

The bills for September were read and a motion made by Bloomquist, seconded by Burrell, that these bills

Councilman Bettis reported a request had been made by A. A. Koch for two curb cuts at 414 Main.

Council Bettis was instr- ...cted to ascertain the cost and maintenance of intersection lighting to

Melvin Davenport presented to the Mayor and council for consideration a plat of the pro - osed
South Kimball Addition. !,

City Engineer.

Mayor Smith and Councilman Bettis were instructed to meet with the Highway Department Engineer
regarding this matter.

opinion of Chapman and Cuticr, bond attorneys of C?u cago, approving the
legality of the bonds.
Our agreement with you provided tP,at we wouldcbduct from the amount of our
fee an amount suff!ntert to pay the bond attorneys. We suggest, therefore,
that you authorize us to make payment to the bond attorneys for the amount '-
due them, or we can bill you for the amount of our fee less the amount due
the bond attorneys, and you can pay them direct.
Yo may be interested to know that Jerome sold some water revenue bonds the III
I{ other day at a 4.70,' interest cost, as aga 3.22% interest costs on your _
bonds, a difference of virtually 1.COw per annum, or $15.00 per thousand per
year. On your bonds, that amounts to $11,250 difference in interest each
year during the life of the bonds. In addition, we understand that Jerome
paid its fiscal agents 3.50 %, whereas our fee with Caldwell, which includes
pav' -ng the legal opinion and for printing the bonds was less than .6 %.
It has been a pleasure for me to work with you and members of the Council
and with Bill on this financing, and we hope that your are satisfied com-
pletely with the services rendered. We tried to do a good job of merchan-
dizing your bonds, and I think the rate of interest that you received in a
market such as we had when your bands were sold is a good indication of d
the type of merchandising teat we 'did for you.i
A per our agreement vr_th the City, we should be happy to receive its check
in the amount of $4,450, and we would like you to authorize us to pay Chap-
man and Cutler for their fee and services out of this amount.

Dear Mr. Smith,
'I I am writing to you in reference to the paving and curbing of the long stretch
of street bordering our farmland.
According to the information I have, the protest was overruled and the improvements are I ii
to take place. I vas wondering why the council took the stand that they could not pave
along the farm ground without putting in curbing also, and then I noticed that far inside
the city limits between Ray Ave, and Oregon Ave, they did pave without curbing :-ither side
of the road. This doeFn't seem quite consistent to me. I am afraid we will not be able tc
cope with the added expense laced
xp p upon us.
The expense item is a great item and the benefit to the school will be absolutely nil be-
cause should we put homes along the street, the curbing --t uld be of no value as it would
all have to be br ken up assn and redone for driveways and sidewalks. I am sure you can
see our problem.
Will the council permit us to do our own curbing along that street, that will save us
some money if we do our own work, for we have capable men in our employment.
