Council Chamber, City of Caldwell, Idaho, October 1st., 1917.

Council meet in regular session, pursuant to adjornment with Mayor, E. H.
Plewhead presiding, present Councilmen Fritz Ti. Lliller, ISitchell, Sanberg and 'Ward.
City Clerk, S. Ben Dunlap, when the following business was transacted:
Street Department instructed to improve approaches to Odd Fellow Grounds.
Dr, A. F. Isham appearing in behalf of Caldwell Odd Fellows, stated that the
local Odd Fellows would set aside a day in the near future for the purpose of olean-
ing up the home grounds, and he requested that the Street Department of the City be
instructed to give this day in improving the street and sidewalk approaches to the
grounds.
It was voted on motion of Ward that the request be granted.

Request for extension of water mains east on Logan :>t from:Kimball ref. to F7ater Com.
Dr. Isham also requested that the water mains be extended from Elhart's
residence on Logan Street east about two blocks. Ile stated that if extension were
made tha. he would install City water in two houses, and was of the opinion that other
residants of'this section mould also want City water.
The matter was referred to the 'grater Corv:,ittee for investigation and report.
Time for hearing objections to Local Lateral District LO. b assessment Aoll.
The time coming on regularly for the hearing of objections by any person or
Persons aggreired by reason of the assessments levied by the sower committee on property
within the boundaries of Local Lateral Sewerage Improvement District No. 5, and no
objections appearing, the Clerk was instructed to so note in the minutes.
Approval of :Iinutes.
The minutes of the sessions held :?eptomber 3rd., 4th.,,17th and 34th
respectivelq, wore read and approved.
Arrival of : ouncilman Amos J. Idiller.
Councilman Amos J. Miller arrived during the reading of the minutes.
Reports of iffiears.
The reports of the following officers for the month of September, 1917, were
read and approved, ?el ice Judge, Oity Clerk, Superintendent of streets, :]hief of
Police, Sexton, Superintendent of Water iorks, Chief of Fire Department and City
Librarian.

Unallowed claims.
!The bill of Joe Delain in the sum of N94.00 for labor, O.K by the Finance
Committee was read and upon motion was laid over until the next meeting.
Bond reauixed of C. ;. Silbaugh, lament contractor.
In the matter of the concrete crosswalks to be constructed by C. B— 2 ilbaugh,
Contractor, it was voted upon motion of Councilman Amos J. hiller that the said
contraotor be recuired to furnish a bond insuring crosswalks constructed by him, against
defect for a period of one year after completion of construction thereof.
It was voted upon motion of Councilman Amos J. Uiller, seconded Fritz R.
Hiller that the penalty of the bond to be furnished by C. Silbaugh, Jontractor be
fixed at ;`1000.00.
Insurance Policy on Federal :ruck accepted.
Insurance policy in the sum of tiN3000.00 Londan and Lanoashire ido. 262783,
A. I. Myers, Agent, insuring federal truck for a period of ono year beginning October 9th.,
1917, was presented and upon motion of Councilman Fritz R. lSiller, accepted.
Second Reeding Bill 1do. 9,-1 Ordinance,
Bill Ida. 9, by the Fire Committee, entitled, "An Ordinance providing for
Fire Limits and the construction and e"aipment of buildings in -the Oity of Caldwell,
Idaho ", was read the second time.
Passage of Resolution ordering constructed sidewalk.
Sidewalk resolution Iio. 1.(1917)by Councilman Amos J. hiller, pr viding for
the construction of certain sidewalks in the city of :aldwnll, Idaho, was read.
A motion was made by Councilman Amos J. Miller, seconded Fritz R. Miller, that
the resolution be adopted. The roll being called on the motion, tiie vote resulted-
Ayes-Amos J. hiller, Frits ii. Miller, Uitohell, Sanberg;:''and -5.
Nayes -None.
Absent - Dickens -l. The idayor declared the motion carried and the resolution
adopted.
Vater Extension west on Logan Street from Kimball Avenue.
Councilman Vlard ret.ommsnded that the water mains be extended from the corner
of Kimball Avenue, west on Logs.n Street, about; 1100 feet.
Upon motion of :Mitchell, the ma'.ter was referred to Councilman 'Ward, with
power to act.

Attorney instructed to protest against exclu. ion of lands in See 26 from limits.
In the matter of the petition, filed in the District Court to detach
certain lands in 'Section 26, from the City Limits, to be heard October 6th., 1917, it
was voted upon motion of Councilman kmos J. hiller that the ;ity Ettorney be instructed
to file a protest to the same.
Committee to recommend new boundary lines.
The Mayor,- City Attorney, Street dommittee, and ai:,y Engineer were appointed
as a committee to investigate the outlying districts of the City and make recommendations
for boundary lines, inside of which the 'ity `,could oppose the oxc'lcisian of agriculture
lauds,
Fire dhief inst_ to nurchase coats,
Upon motion of iitchell, the mire Chief was authorized to purchase not to

exceed six water proof coats for firemen.
Sanberg r @quested to investigate advisability of light, Uanyon Eill.
Upon motion of Witchell, .:ouncilmL.n Sanberg was reogested to investigate the
advisability of placing a street light on the top of Uanyon !]ill.
Adjornment.
It was voted, on motion of Jouncilman - that Council adjorn until Monday
evening October 6th., 1,917, wt 6 o'clock 2. iii.

Plowhead presiding, present Councilmen Amos J. Miller, Fritz R. Miller, Mitchell and
Sanberg, City Clerk S. Hen Dunlap, when the following business was transacted:
Recommendation for boundary lines.
Councilman AMOS J. Miller for tiie committee appointed to recommend boundaries,
inside of which future petitions for withdrawal from the City limits, should be contested
on behalf of and for the beat interests of the City, recommended that protests be
proseented against withdrawals north of a line through the center of sections thirty-
three, thirty -four, thirty -five and thirty -six and east of the present west boundary line
and all west of the present east boundary line except the east one -half of the northeast
quarter and the northwest quarter of the northeast quarter of Section 26, Twp 4H range
3 west.
Action on withdrawal from City of lands in Sec 26,
In the matter of the petition filed in the district court few withdrawal
of certain lands in Section 26, from the City limits, emotion was.:made by Councilman
Amos J. Miller, seconded Councilman ?red Mitchell, that the City do not enter a protest
to the withdrawal of the east half of the northeast quarter and the northwest quarter
of the northeast quarter of said Section twenty six.
A yea and nay vote being demanded, the roll was called with the following
result:
Ayes -Amos J. Miller, Fritz R. Miller. Mitchell and Sanberg -4.
Nayes -None.
Absent- Dickens, ward -2. The Mayor declared the motion carried.
