We, the undersigned Mayor and M embere of the City Council of the City of Caldvall, Idaho, do each
hereby 'acknowledge notice of a Special Meeting of the said City Council to be held in the Council Chambers it
the City Hall in the City of Caldwell, Idaho, at the hour of 9 :00 A. M. on the 21st day of September, 1962,
for the transaction of all business in connection with the following objects Consideration of Bill No. 17•

Thereupon Councilman Shorb introduced Bill No. 17, entitleds
AN ORDINANCE CREATING AND ESTABLISHING A LOCAL SEWER IMPROVEMENT DISTRICT TO BE CALLED AM KNOdN AS "LOCAL
IKPROVEMENT DISTRICT NO. 51 FOR THE CITY OF CALDWELL, IDKHO "; DESIGNATING THE BOUNDARIES OF SAID DISTRICT
AND THE POINTS BETWEEN WHICH SAID IMPR00EMENT IS TO BE MADE; AND PROVIDING FOR THE CONSTRUCTION OF SUITABLE
SEWERS, DITCHES, DRAINS, CONDUITS AND CHANNELS FOR SANITARY PURPOSES WITH OUTLETS, MANHOLES, CATCH BASINS,
FLUSH TANKS AND ALL OTHER SEWER APPURTENANCES NECESSARY FOR THE COMFORT, CONVENIENCE, HEALTH AND WELL -BEING
OF SAID CITY; PROVIDING THAT THE COST AND EXPENSE OF THE SAID IMPROVEMENT SHALL BE TAXED AND ASSESSED UPON

which was read for the first time and the Council proceeded to consideration of Bill No. 17. It was moved
by Councilman Smith, seconded by Councilman Shorts that the rules requiring the reading of a Hill on three
separate days be suspended and that Bill No. 17 be read the second time by title and the third time in full,
section by section, and placed on the final passage. The Mayor directed the Clerk to call the roll on the

r the necessary three- foartbs majority and directed the Clerk to read Bill No. 17 the second time by title and
the third time in full, section by section. The Clerk read the Bill as directed. The question being "Shall
Bill No. 17 pasel" The Mayor directed the Clerk to call the roll on the above question which resulted as
followst Those voting in the affirmative were' Vassar, $herb Martin, smith, and Davenport. Negative, none,
Absent and not ratings Luby. Thereupon, the Mayor declared Bill No. 17 had passed and the Mayor in open
session of the Council duly signed and approved the Bill and the Clerk duly signed and attested the same
which became Ordinance No. 997.
The Mayor directed the Clerk to mks proper entry of the same and to cause Ordinance No. 997 to be
published in the News- Tribune, the official newspaper of the City of Caldwell, Idaho.
It was moved by Councilman Shorb, seconded by Councilman Martin that the Council adjourn.
A vote was taken and the motion unanimously carried.

The regular monthly meeting of the City Council met in the Council Chambers of the City Hall, with
Mayor Simmerman presiding.
Upon Roll Call, the following Councilmen answered presents E. L. Vassar, Emils Shorb, Max Luby,
C. A. Davenport, V. Jay Martini and N. E. "Coley" Smith.
Door -to -door Salesmen License granted at reduced fee
Mayor Simnerman announced that the first order of business would be consideration of an application
for Door -to -door Salesmen License at a reduced fee by Rath V. Kaufman. The address of the apolicant was
given as Route 6; Caldwell, Idaho. The firm represented was stated as "The Child's World" with solicitations
to be made of books in an educational program.
It was moved by Councilman Vassar, seconded by Councilman Shorb that the License be issued at the
reduced fee of $3.00 for a three month period to Ruth V. Kaufman as applied for. A vote was taken and the
motion was unanimously carried.
Agreement with National Guard Association tabled
Mayor Siamerman stated that neat to be considered was the formal agreement with the National Guard
Association which was then read in its entirety.
Councilman Vassar questioned that portion of the agreement wherein the City is to reinburse the

Association for 20% of all of the expenses at the Armory notwithstanding the amounts of money obtained
through the establishment of a fund from rentals and service fees to be charged all users of the Armory,
except the Idaho National Guard
Councilman Smith referred to the agreement as read in that there was no limitation on the amount of
the uses made by the Reserve Units and also referred to the agreement being for a period of twenty -five years
After some further discussion, it was moved by Councilman Martin, seconded by Councilman Davenport
that action on the agreement be tabled for further consideration. A vote was taken and the motion unanimousl;
carried.
Anplication for Card License - Western Beer & Lunch
An application for a Card License at the Western Beer & Lunch by Arthur E. Bock was presented to
the Council.
It was moved by Councilman Luby, seconded by Councilman Shorb that the Card License at the Western
[Bser & Lunch be renewed as requested in the application by Arthur E. Bock. A vote was taken and the motion
nimously carried.
