Council Chamber, City of Caldwell, Idaho, September 20th., 1915.

Council meet in regular session, pursuant to adjornment, with Mayor Fred C.
Boyes, presiding Councilmen, Ackley, Doment, Heyman and Tilly present, S. Ben Dunlap,
Clerk, when the following business was transacted-
Mr. Clark Q. Adams, County Commissioner, being present, stated that the Canyon
County officials were planing to improve the old !4orrow road and some of the other roads
lending into the City and he asked for the use of the City's road roller, stating that
the County would pay the expenses of operating the same. It was voted upon motion of
Ackley that the request of P. "r. Adams be gr ^.nted, providing the County pay all the bills.
".r. Adams also stated that rlm Street near 10th Avenue was in an impassable
condition, there being about 500 feet of the street under water. He stated that it
would probably take a man and team one day to fix the same. The matter was referred
to the Street Committee for investigation.
Mr. Prank T- ardkopf appeared stating that at the present time he had two
honees on one water meter and that he had rec^ived orders from the water department to
put each house on a separate meter. He stated that the execution of this order would
cost him considerable money and that if the Council would rescind the order that he would
be willing to pay a minimum rental of tP...00 and also for all water used over the minimum
at the regular rate. It was voted upon motion of Ackley that the matter be
referred to the water Committee for adjustment.
Mir. Charles Hansen appeared, statingthat he had started to erect a screen
porch on his lunch counter located on Arthur Street and Kimball Avenue, but that he had
been advised that because of the location being within the fire limits, and the addition
not conforming to the fire ordinance that he had better delay work until the matter
could be taken up with the Council. He stated that the new arrangement would make his
place much more sanitary and that other lunch counters had been improved by similar
additions and he asked to be granted the privilege which ethers had enjoyed.
Councilmen Dement stated that Yr. Hansen had approched him in the matter and
that he bad stated at that time to Mr. Hansen that he personally had no objections to the
addition as long as no complaint was made from any other source, but that he had been
advieed since that an objection was being made and he had asked to have the work
deferred until the matter could be acted upon by the Council.
It was voted upon motion of Dement that Mr. Hansen be permitted to improve
his building by adding a light screen porch.
Mr. Andrew C. Jensen of Boise appeared relative to a typewriter which he had
placed on trial with the City Treasurer and Tntw department. He stated that the price
of the machine was ,'81.00 and that the officials for whom it was intended were well
pleased with it. The matter was referred to the Finance Committee for report at the
next meeting.
Mr. Campbell, Street Commissioner, stated that his department was badly in
need of a disk for use on some of tle City streets. He estimated that the cost of a
ne:r disk suitable to their purpose would be about x`40.00, but stated that he might be
able to pick up a second hand machine at a less

figure. It was voted upon motion of Ackley that the Street Commissioner be empowered to
look into the matter of purchasing a disk and that he be given power to act.

Sidewalk resolution No. 5 by Lilly, entitled, "A resolution providing for the
construction of a sidewalk according to plan 3 of Ordinance No. 148 as amended by Ordinance
1To. 189 of the City of Caldwell, Idaho, along and h front of certain lots and blocks in
said City, and providing for the payment of such construction by an assessment levied and
assessed against the property fronting and abutting on Paid sidewalk ", was read.
A motion wns made by Lilly, seconded 'Teme'nt that the resolution be adopted.
The roll being celled on the motion the vote resulted:
dyes- Ackley, Dement, Hayman, Lilly -4.
Hayes -Fone,
Absent- Forbes, 7arrington -2. So the motion prevailed.
Curb resolution °'o. 6, by Lilly, entitled, "A resolution providing for the

construction of a curb according to plan 3 of Ordinance *'o. 148 as amended by Ordinance
?To. 189 of the City of Caldwell, Idaho, along and in front of certain lots and blocks in
said City, and providing for the payment of such construction by an assessment levied
and assessed against the property fronting and abutting on said Curb ", was read.
A motion was made by Ackley, seconded Lilly, that the resolution be adopted.
The roll being; called on the motion the vot;

Naye s - lane .
Absent- Forbes, Farrington -2. 90 the motion prevailed.
The report of the City Treasurer for tle month of August, 1915, was read. It
was voted upon motion of Hayman that the report be adopted.
In the matter of the abstract of title and deed to lots 1 to 12 inclusive,
block 30 Original townsite, action on n. ,, hich was deferred from the last meeting, it was
voted upon, motion of Dement, seconded Lilly, that the matter be laid on the table,
Mr. Walter Criffitlis appeared and spoke relative to the road which lies on the
east side of the City limits. He stated that the people in Section 36, while living in
Caldwell were getting; their mail on a TTampa rural route, bemuse of the road conditions to
Caldwell. He stated that. the Pioneer people had bridr-ed their drainage ditches on this
road and that with a bridge over Indian Creek the road could be put in a passable condition.
He suggested that the City and County erect a bridge in this place, each to pay one half
of the expense. The matter was referred to the Street Committee.

In the matter of the proposed drainage ditch for the nortl side of town, it
was voted upon motion of Lilly, seconded Dement, that a committee of four be appointed,
including the D!ayor, to investigate the advisability of entering into s. contract erith the
Pioneer Irrigation District for the purchase of any available road material in the event
of the construction of the ditch. The Mayor appointed Dement, Hayman and Harrington.

The matter of printing the City Ordins!ees was taken up and disoussed. It was
voted upon motion of flagman that a Committee of one be appointed to investigate the cost of
having the same printed and to report at the next meeting. The Mayor appointed Ackley.

It wan voted upon motion of Ackley that Council ad,jorn until Monday evening
October 4th:, 115, at 8 o'clock.

Messrs. Herman 4oight and H. F. Glenn appeared, urp;ing the extension of the
water mains through College Heights Addition. They were inforned that the Committee were
working on the matter and that the e: mould be made as soon as the details could
be worked out.
The minutes of the sessions held during the month of September, 1915, were
read. It was voted upon motion of Harrington that the same be approved.
-The following bills were read and it was voted upon motion of Ackley that
the same be allowed and wcrrants be ordered drawn on the various funds in payment of the
same as follows:
