Nay; None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resolution dulyalopted. There being no further business to come before the Council it was moved, by Mc- Dannei,seconded by Fenrich that Council adjourn. Motion carried. Mayor. � a City Clerk. COUNCIL CHAMBERS SEPTEMBER 19, 1946. 4 :00 P.M. , A Special Meeting of the City Council met in the Council Room with the mayor, I. Edgar L. Oakes presiding. On roll call the following Councilmen answered present; W. E� Babcock, C. 0. McDannel, Oscar Stengel, W. B. Hanford, G. M. Fenrich, end M. S. Sandmeyer. The mayor announced that the first thing to be considered was the Airport j Contract upon which the contract was read. i; RESOLUTION WHEREAS, the City Attorney as directed by the mayor and Council prepared a :suit - able contract between the City of Caldwell and Mack S. Johnstone permittimg him to use the Airport for certain purposes, a copy of said contract is attached to these minutes and made a part thereof. NOW, THEREFORE it appears to the mayor and Council that it.is to the best advan- tage of the City of Caldwell that the contract be entered into, and BE IT RESOLVED, that upon the approval of said contract by the Airport Committees I of the City of Caldwell the !.'ayor and the Cit, Clerk of the City of Caldwell be authorized V and directed to execute said contract on behalf of the City of Caldwell. Motion made b,r Fenrich, seconded by Hanford. A yea and nay vote was taken thereon with the following result: Yea: Babcock, MODannel, Stengel, Fenrich, Hanford and Sandmeyer, Nay: None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the preamble and resolution ,duly adopted. The contract between the CITY OF CALUTELL and CHARLES ROBERTSON FOR tM HAULING of garbage was than read. After considering the matter the following resolution was presented to the Mayor and Council by councilman Oscar Stengel who moved the adoption thereof, which motion was duly seconded by Councilman W. E. Babcock. RESOLUTION WHEREAS, The City Attorney as directed by the Mayor and Council prepared a suita- ble contract between the CITY OF CALIAVELL and CTfARLEB ROBERTSON for the hauling of garbage within the city, a copy of said contract is attached to these minutes and made a part there of. F"1 I NOW, THEREFORE, BE IT RESOLVED, that upon the approval of said contract, it appear (that said contract shall be an advantage to the CITY OF CALDWELL and that the mayor and the;i (City Clerk of the City of Caldwell be authorized and directed to execute said contract on i� behalf of the said City of Caldwell. J A yea and nay vote was had thereon with the following result: Yea; Babcock, McDannel, Stengel, Fenrich, Handford, and Sandmeyer. Nay: None, Absent and not voting: None. upon the above voting the said resolution was duly adopted. TTTRETTPON Councilman Aandford introduced Bill No. 4, proposed ordinance l i No. 570 entitled; Bill No. 4 Ordinance No. 570 By Hanford. AN ORDINANCE PROVIDING FOR THE REGISTRATION OF BICYCLES, OR SIMILAR CONTRIVANCES, l FIXING A FEE THEREFOR, PROVIDING FCR THE DISPLAY OF NUMBERED PLATES THEREON, PROVIDING' FOR HEADLIGHTS AND R7FLECTORS, PROVIDING TRAFFIC REGULATIONS, PROHIBITING MORE THAN Ot1E RIDER AND BICYCLE RACES .AND 'PROVIDING PENALTIES FOR THE VIOLATION THEREOF. The above was read for the first time and the Council proceeded to the considers tion of said Bill and Ordiaance. It was moved by McDannel, seconded by Fenrich that the rules requiring that the reading of a bill on three separate days be suspended and that Bill Ho. 4, be read the second time by title and the third time in full, section by section and "placed on its final passage. The Mayor directed the Clerk to call the roll on the motion with tl following result: Those voting in the affirmative were: Babcock, McDannel; Stengel, I -Tandford, Fenrich and Sandmeyer. NECATIVE: None. ABSENT and not voting:Nonei The mayor declared the motion had passed and directed the Clerk to read. Bill No, 4 the second time by title and the third time in full, section by section. The Clerk read the bill as directed. The question then being "Shall Pill No. 4, pass?" The Mayor J directed the Clerk to call the roll on the above question which resulted as follows: i Those voting in the affirmative were: Babcock, McDannel, Stengel, Handford, Fenrich, and Sandmeyer. NEGATIVE: None. ABSENT and not voting: None. Thereupon „ the Mayor declared Bill No, 4 had passed, and directed the Clerk to make proper entry of the same and to cause Ordinance No 570, to be published in the Caldwell NewTribune the official newspaper of the City of Caldwell, Idaho. There being no further business to come before the Council it was moved by Fenrich, seconded by Sandmeyer that council adjourn. Motion carried. 111 Mayor y �er
