HomeMy WebLinkAbout1961-09-18city council minutesZ,a r i I I iF "NOTICE IS FURTHER GIVEN, That the owners of lands and lots within the boundaries of said proposed improvement district who may desire to protest against the making of said improvements, or against the creating of said improvement district, may file such protest in writing in the office of the City Clerk at any time before five o'clock, P.M., of the 2 day of October , 1961, and the Mayor and Council will meet in the City Council q l.Rambers in the City Hall in the City of Caldwell, Idaho, the authorized and usual meeting place, on the 2 day of October ,1961, at the hour of eight o'clock, P.M., to hear and consider all such protests theretofore filed and determine whether or not to proceed with the said improvement district. That bonds shall be issued and sold to meet the payments of the costs and expenses of said improvements within the boundaries of Local Improvement District No. 49, which is chargeable to the abutting, adjoining, contiguous and tributary property and shall be paid for in ten equal annual install- ments, the first installment to mature within one year from Hate and the last installment in not more than ten years from date, and shall be numbered from one (1) upwards, consecutively, and shall bear interest payable semi - annually and said bonds may be sold at not less than par value and the city, for the purpose of meeting the costs and expenses of such improvements as the same are installed prior to the sale of said bonds, will issue warrants against the improvement district, payable to the contractor or the proper person, upon estimates of the City engineer, bearing interest at the rate of not toexceed seven per cent (7$) per annum, which warrants, together with the interest thereon at the date of the issue of said bonds shall be redeemed and retired from the proceeds of the sale of said bonds. Section 11. That the construction of said improvement is necessary for the immediate preservation of the public peace, health and safety, and therefore an emergency exists and this resolution shall be in full force and effect from and after its passage and approval. Upon Roll Call the following Councilmen volted in the affirmative: Vassar, Smith, Luby, Shorb, Eldredge and Bates. Negative: None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resolution adopted. There being no further business to come before the Council it was moored by Councilmen Bates, seconder by Councilman Eldredge that Coumcil recess to meet September 18, 1961. Motion carried. Acting Chief of Police (appointment) Mayor Simmerman announced the appointment of Elwood Siegmann to be Acting Chief of Police due to the serious illness of Chief of Police, Keith Judd. Moved by Councilman Bates, seconded by Councilman Eldredge this appointment be confirmed. Upon Roll Call it appeared the motion was unanimously carried. Audit (accepted) Moved by Councilman Vassar, seconded by Councilman Bates the 1960 -1961 Audit for the City of Caldwell be accented. Upon Roll Call it aoneared the motion was unanimously carried. City Attorney reported complete insurance coverage would be given Chief of Police Judd by the _ .State Insurance Fund throught the County policy. Mayor Simmerman discussed plate glass insurance for the new police station. It w unanimously agreed by the Council not to carry plate glass coverage. Upon Roll Call it appeared the motion was unanimously carried. Recommendations Interstate Highway lccation Mayor Simmerman discussed proposed recommendations relative tot he location of the Interstate Highway through Caldwell. Mayor Simmerman Stated the recommendatii:�ns have been presented to City Civic Clubs and have met with their approval. Recommendations on file in the City Clerk's office.
