HomeMy WebLinkAbout1917-09-17city council minutes199. Council Chamber, City of Caldwell, Idaho, September 17th., 1917. Council meet in regular session, pursuant to adjornment, with Mayor E. H. Plowhead, presiding, present, Councilman Amos J. Miller, Fritz R. Miller, Mitchell and Sanberg, City Clerk, S. Ben Dunlap, when the following business was transacted; Mr. U. I. Church of Boise appeared and stated that a former City administration had removed sidewalk abutting his property on Everett Street and had also caused to be removed walk abutting the west side of the High School Block. He stated that he had replaced his walk and asked that the City order walk to be laid on the o-lest side of High School block in order that tenants in hie property might have access to the City over sidewalks. He suggested that wall[ was also needed on the south side of the High School block and along the north side of Everett Street between 10th and 11th Avenues. The matter was referred to a committee consisting of the Llayor, Street Committee and Councilman Fritz R. Miller for report at the next meeting. Extension of floater Mains on Logan Street. In the matter of the extension of water mains west on Logan Street from Meek's corner, Councilman Mitchell reported that Councilman Oard of the Water Committee had recommended that the extension be made. Action in the matter was deferred until the next meeting. Notices of Petitions being filed to detach certain lands from the lity Limits. The City Clerk reed notices of two petitions filed in the Diatri6tt .Court to detach certain lands from the west half of Section thirty -three and from Saetion twenty - six, to be heard in said Court September 29th and October 6th., 1917, respectively. First reading Bill Ido. 6 -Levy Ordinance, 1917. Bill He. 6, by the Finance Committee, entitled. "An Ordinance providing for the levy of a tax assessment for the purpose of paying the current expenses of the City of Caldwell, Idaho, for the fiscal year beginning the First Tuosday in May, 1917, as heretofore appropriated ", was read the first time. First reading Bill No. 7- Repealing Photographers Ordinance .;o. 235. Bill Ido. 7, by Sanberg, entitled, "An Ordinance repealing Ordinance No. 235, approved September 16th., 1913, entitled, 'An Ordinance requiring that all. photographers who have no established place of business in the city, all photographers whose location here shall be temporary and those who make a business of soliciting work within the City shall pay a liconse ", was read the first time. First reading Bill '[o. 8- 2rohibiting throwing of confetti. Bill No. G. by Councilman Amos J. Miller, entitled. "An Ordinance prohibiting the throwing of confetti on the public streets or in public gatherings within the Oity of Caldwell, and prescribing penalty for the violation of this ordinance ", was read the first time. School Board recommends L. Ida Gowey as City Nurse. A communication from the Board of Directors District Jo. 28, Canyon County, Idaho, recommending the appointment of Miss. 1q. Ida Gowey, for the position of City Nurse, was read. `1 J 200. Resolution Cemetery Idaps, filing of, etc. The following resolution was introduced by Councilman Sanberg. RESOLUTION. Be it resolved by the 14ayor and J'ounoil of the City of Caldwell, Idaho. That the City Clerk of said Qity be and hereby is empowered, authorized and instructed to place on file in the office of the Recorder of Canyon Jounty, Idaho, those certain Cemetery maps, showing the plat of tie blocks and lots of Canyon hill Cemetery. Said maps being filed and presented to the City Council of said City on the twenty - first day of September, 1911, and on the fourth day of September, 1917, respectively and each containing a declaration of dedication to the public use for -ever of all the Streets and Avenues shown on said maps. It was voted upon motion of Councilman 1.1itchell, seconded Councilman Fritz R. Miller, that the resolution be adopted. i tt Adjornment. No further business appearing before the meeting it was voted on motion of Councilman Fritz R. IBiller, that Council adjorn until Monday evening September 24th., 1917, at b o'clock P. id. Bill No. 9, by the Fire Committee, entitled, "An Ordinance providing for Fire Limits, and the construction and equipment of buildingd in the City of Caldwell. Idaho ",'was read the first time. Passage of Levy Jrdinanoe, No. 285. .Bill No. 6, by the Finance Committee, entitled, An Ordinance providing for the levy of a tax assessment for the purpose of paying the current expenses of the City of Caldwell, Idaho, for the fiscal year beginning on the First Tuesday in Cloy, 1917, as heretofore appropriated ", was read the second time. A motion was made by Councilman Fritz n. 11iller, and duly seconded, that the rules be suspended and the reading on three separated days be dispensed with and that Bill No. 6 be read the third time in full and placed on its final passage, The question being called on the motion, the vote resulted: Ayes- Dickens. Amos J. Culler, Fritz r:. Puller, Mitchell and Sanberg -5. !Jaye s -None . Absent- a'vard -1. The Uayor declared the motion carried.
