SPECIAL MEETING
September 15, 1982 .
4:00 p.m.
The Special Meeting was called to order by Mayor McCluskey.
The Roll of the City Council was called with the following members
present: Raymond, L. Carter, J. Carter, Mallea, and setts.
Absent: Cowles.
The Mayor stated that he would like to thank the City Council for
their understanding and willingness to attend this Special Meeting.
The Mayor further explained that this Special Meeting was called by
him at the request of the Idaho Migrant Council for the purpose of
submitting more information on the application to the City of
Caldwell for a $350,000 revolving fund Block Grant. Mayor
McCluskey also said that he would like to conduct this meeting very
much like a public hearing with a limited amount of testimony time
from anyone and also a meeting that should not extend beyond thirty
to forty minutes. Most of the presentation was made at the Regular
City Council Meeting on September 14, 1982, by those involved as
far as the plans were concerned. There was some issues that were
not understood and. was the reason for calling the Special Meeting.
Some members of the City Council were willing to allow the Mayor to
call the meeting and there also seemed to be a couple of statements
made at the Regular Meeting that the Council did not feel gave all
of the facts. The Mayor then requested the representative from the
Idaho Migrant Council step forward and make their presentation.
Mr. Ramon Leon was recognized and gave an explanation with regard
to the plans of the Idaho Migrant Council. Among those speaking
along with Mr. Leon was the Architect for the project, Mr. John
Freeman of Ida -ore, and the Executive Director of the Idaho Migrant
Council.
The Mayor opened the meeting for questions from the City Council
members and from those interested in the audience. Those speaking
from the audience included Curt Beukelman, Camilio Lopez, Tom
Edmark, Bud Grant, Wally Prank, and Ted Sutherland.
After a lengthy discussion, the Mayor asked the City Council if
they cared to make a motion for reconsideration. Since no one on
the City Council wanted this motion, the Mayor declared that the
action taken at the Regular City Council Meeting of September 14,
1982, would stand as determined.
There being no further business, the meeting was adjourned at 4:45
p.m.
