The 1` Sprinkling Roll as prepared by the Street Committee was presented.
It was voted upon motion of Ackley that the same be confirmed, ratified and approved and
that the Clark be instructed to advertise the same as required by law, and that the Council
hereby fixes Vonday October 11th., 1915, at 8 o'clock P. 19. for the purpose of hearing and
considering objections by any person or persons aggreived by the said assessment roll.
The City rngineer, being present, recommended that the 0. S. L. R. R. Company
be required to ballast their road bed on Aven qtr-et and to put in street crossings and
also to r °move their tract off of the sewer in the alley north of the main line.
The quarterly report of the City Treasurer for the quarter ending July 31,
1915, was read. It was voted upon motion of TTayman that the acme be approved.
The reports of the following officers for the month of August -; 1915, were read.
City Pngineer, City Clerk, Supt of Water works, Street Commissioner, Tolice Judge, Seaton
and City Librarian. It was voted upon motion of Hayman that the reports be approved and
ordered filed.
The Mayor announced the appointment of Mrs. Thomas P. Buckner on the Library
Board to fill out the unexpired term of Curtis Hayden, r- ai.gned. It was voted upon motion
of Ackley that the appointment he approved.
In the matter of drainage for the north side of town the attorney was asked to
express an opinion as to the legality of the City ,joining with the pioneer District and
draining this section of the City. The City to stand one -third of the expense. The attorney
stated that he had made some investigation and that it was his opinion that the proper way
to make such improvement, was to form an improvement district and assess the property
benefited for the cost of the work.
It was voted upon motion of Lilly that Council adjorn until Tuesday evening
September 14th., 1915, at 8 o'clock P. M.

Council meet in regular session, pursuant to ad,jornment, with Mayor Fred C.
Troyes presiding, Councilmen Ackley, Dement, TTarrington, Hayman and Lilly present, S. Ben
Dunlap, Clerk, when the following business was transacted-
Bill- Fo. 6, by the 7inance Committee, entitled, "An ordinance providing for the
levy of a tax assessment for the purpos8 of paying the current expenses of the City of
Caldwell, Idaho, for the fiscal year beginning on the first Tuesday in May, 1915, as here-
tofore appropriated ", was read for the first time.

A motion was made by Ackley, seconded Dement, that the miles be suspended and
the reading on three separate days be dispensed with and that bill Ho. 5 be read the second
time by title and the third time in full and placed on its final passage. The roll being
called on the motion, the vote resulted.

Absent - Forbes -1. So the motion prevailed.
Bill No. 6 read the second time by title.
Bill No. 6 rend the third time in full and placed on it.s final passage. The
question being shall bill No. 6 pass? The roll being oSll.ed the vote resulted&
Ayes - Ackley, Dement, Harrington, Hayman, Lilly -5.
Nayes -None.
Absent- Forbee -1. So bill No. 6 passed becoming Ordinance No. 261.

In the matter of the bill against Harold Johnson in the sum of x`8.30, water
for the month of August, 1915, the water Committee reported that they had investigated the
matter by checking the meter and readings and had found the charge to be correct.

It was voted upon motion of Dement, that the Water Superintendent be instructed
and authorized to credit Tjr. Johnson's ac -ount with the sum of �t7.30, overcharge August
Bill No. 7, by Forbes, entitled, "An Ordinance amending Sections 6 and 8
of Ordinance No. 255 entitled, 'An Ordinance providing for the regulation of traffic
on the Streets, Avenues, alle! and public places of the City of Caldwell, Canyon County,
Idaho; Providing penalties for the violation thereof; And repealing Ordinances numbered
124, 196 and 198 and all Ordinances in conflict herewith', passed and approved by the
T.layor and Council of the City of Caldwell, Idaho, on the 19th day of April, 1915 was
read for the first time.
It was voted upon motion of Harrington, that further consideration of Bill
No. 7 be dispensed with and that the attorney be authorized to draft a new traffic
Ordinance, suited to the conditions and size of Caldwell and repealing Ordinance lao. 255.
In the m•otter of the proposed extension of the water works system through
College Feighte Addition the Engineer reported that he had investigated the proposition
and that he estimated the cost would be "'1116.00 unless arrangements could be made to
tap the College main in which ease the cost :voull be A500.00 less. He also recommended
that the City dispose of some 2 inch steel pipe which it had on hand as the City had
no use for same and as the price had advanced since the pipe was purchased.
It was voted upon motion of Hayman that the extension of the water works
system through College Heights Addition be authorized provided that the College
authorities allow the City to use their pipe and that thirteen property owners contracted
to use the water.
The Street Commissioner stated that the City had some gasoline engines on
hand which had not been used for years and which the City had no further use for. He
stated that he had received several inquiries as to whether the City would sell same
and the price wanted.
The Engineer advised selling the pumps, stating that he had examined the
same and that they were valueless for City purposes.

It was voted upon motion of Dement that appraisers be appointed'to appraise
the pumps and that the data be left on file with the City Clerk where it would be
available for probable purchasers. The Playor appointed the water Superintendent and the
City Fngineer.
Mr. M. H. Vend, being present, petitioned the Council to grade Vichigan Avenue,
stating that the same was impassable during the bad weather, and that in the event of the
water main being; extended on tbis road it would be economy to do the 'grading first.
Councilman Ackley asked to be excused for the evening, the request was granted.
Sidewalk resolution No. 4, by Lilly, entitled, "A resolution providing for the
construction of a sidewalk according to plan 3 of Ordinance No. 146 as amended by
Ordinance No. 189 of the City of Caldwell, Idaho, along and in front of certain lots and
blocks in said City, and providing for the payment of such construction by an assessment
levied and assessed against the property fronting and abutting on said sidewalk ", was read.
A motion was made by Dement, seconded Lilly, that sidewalk resolution No. 4
be adopted. The roll being called on the motion the vote resulted:
Ayes- Dement, Farrington, Hayman, Lilly -4.
Nayes =?one.
Absent - Ackley, Forbes -2. So the motion prevailed.
The Clerk presented the special assessment roll, containing all the special
assessments to be collected for the year, 1915. It was voted upon motion of Harrington
that the roll be approved and that the Clerk be instructed to certify the same to the
County for collection.
The Street Committee presented a special sidewalk assessr - ent roll, containing
assessments against the property on which concrete had been constructed, previous to
September let, as ordered by the Council. It was voted upon motion of r arrington that
the sidewalk assessment roll be and the same hereby is confirmed, ratified and approved.
Abstract of Title 7o. 8618 to hots 1, e, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12,
block 30, original town of Caldwell, and lot 6 Block 12 of Dormsns Addition to Caldwell,
Canyon County, Idaho, together with a redeemed ddlinquency certificate for the 1910 taxes
on lots 1 to 18 inclusive, Block 30 Original and a warranty deed to the said lots 1 to 12
inclusive, Block 30, Original, running to tre City of Caldwell from the Caldwell Land
Company Limited, reciting a consideration of "`180.00, was presented.
It was stated that the City had agreed to pay only .4 "150.00 for the above
described property, an.l upon motion of Hayman, action on the matter was delayed until the
next meeting.
It was voted upon motion of Dement that Council ad,jorn' until Monday, September
20th., 1915, at 8 o'clock P. M.
