Honorable Jason C. Smith May or Caldwell, Idaho Dear Mayor Smith: ',II As we are about ready to close the Caldwell transaction, I wanted to take this 'I! opportunity to express my appreciation to you and the City Council for the time, consideration and help hat was p given us in connection with the Caldwell Sewer and Water Revenue Bonds. We are Rry appreciative of the Fine spirit of cooperation we had from alllthe City officials, and particularly from Air. 0igray's office. I While we didn't have a lot of time to work out the original set -dp, as we were re- quested to get the proceedings in your hands so quickly, I think everything work- ed out very well and that the boncdssue is as good as we could have hoped to set up if we had had more time. The price you received for the bonds is as good as you d would have received for a 25 -year general obligation bond, and you have all of your general obligation credit free to use for other purposes at other times. j We understand that the City of Rexhorg had a bond sale the other day and that the best bid submitted by a dealer for general obligation bonds was a slight premium for 4% bonds. These were 20 -year general obligation bonds. I understand, however, that the State nur- chased the bonds at a 3.60% rate. While Caldwell is, in my opinion, a much better city • than Re -burg, I think it does demonstrate that you received a verc attractive rate for the bonds, which is what we all wanted. q j i I should be glad to have you express my thanks to the members of. the City Council. 7e truly yours, is`A1 II J. This was caused by the fact that in 1955 the merchandise in the city of Caldwell was not attached to the real property roll, whereas in 1956 it has been gttached to the re-1 property roll wherever it is possible. 'However the total difference represents a fair and just comparison. I These figures are before equalization and will be lowered some for 1956 by the exceptions ,xhich "re allowed which may enual about one half of one percent: leaving a total increase percentage wise of 8.715 increase in the adjusted total. 6 I trust this is the informati.:.n yo,i desire and that you may see fit to take these cc siderations into your planning and adjust the levies so that t - people of Caldwell will not be increased in their over -all tax load by reason of the eq)i2ization program. /s/ Kenneth Stephenson Canyon County Assessor The Mayor announced the appointment of L.
