Council met in regular session persuent to adjournmebt of September 3, 1928,
with Mayor Dunlap presiding and Councilmen DAVIS, DUTTON, HOFFMAN, JACKSON, MCCONNEL AND
MUMFORD , PRESENT. ABSENT: NONE.
Chief of Police Rowland called attention to the Council that the Buses now
parking on Main Street in front of the Saratoga Hotel were blocking the street and thus
obstructing traffio. The Clerk was instructed to write to the said Bus Oompanies, asking
themto secure some other location thus relieving the conjestion of the street.
Mr. Dildine requested that the Alley on Third and Hannibal Streets be kept open
for use, as the agme had been used for alley purposes for the last 10 years. The matter
was referred to Dutton to investigate.
This being the date set for opening bids called for in Looel Improvement
District No. 8. The Clerk presented'tb the Council the Affidavit of Publication of the
Notice of- •8ecelving.Bids in Local Street Improvement District No. 8, which affidavit was
and is in words and figures as follows, to -wit

Emil A. Shorb being duly sworn, deposes and says that he is
foreman of CALDWELL PUBLISHING COMPANY, publisher of The Caldwell
News- Tribune, a semi - weekly newspaper published at Caldwell, Idaho;
that the said paper is in general circulation in the County aforesaid,
and has been for a period of 78-weeks preceding first publication of
this advertisement, a copy of which is attached hereto, and was pub-
lished in-the regular edition if said Caldwell News- Tribune three
consecutive weeks beginning with the issue of August 20, 1928, and
ending with the issue of September 3, 1928.

It was voted on motion of Jackson, ,seconded by Hoffman, that the Clerk be in-
struoted to insert said Affidavit of Publication as a part of the minutes of this meeting.
Thereupon it was voted on motion of McOonnel, seconded by Numford, that the Clerk pro-
ceed to open the bide for the construction of curbs and gutters in Local Street Improvemen
District No. 8. Whereupon the following bids were opened and read by the clerk:
J. H. Forbes, Oaldwell, Idaho, $10,599.15
Oabbey & McNeil, Boise, Idaho, 11,677.25
Thereupon it was voted on motion of Jackson, seconded by Hoffman, that all bids
for construction of curbs and gutters in Local Street Improvement District No. 8, be taken
under consideration by the Council, and that the same be made a special order of business
before the council at a meeting to be held September 14, 1928, at 8:00 o'clock P. M.-
This being the date set for opening bids called for drilling of three (3) eight
inch wells with a depth of 400 feet. The casing to be furnished by the city.
The Clerk presented the Affidavit of Publication of the Notice of Receiving Bids
for drilling three (3) eight inch wells at a depth of 400 feet. The said Affidavit of
Publication now on file in the office of City Clerk. There being but one bid presented,
that of Allen E. Hosack, Address 707 6th Avenue South, Nampa, Idaho, for $4.60 per llnisel
foot.

It. was voted on motion of Mumford, seconded by Davis, that the bid of Allen E.

Hosaok be accepted, and that the City enter into a contract with Allen E. Hoeaok for the
drilling and completion of said wells, and a bond be furnished for the faithful perfor-

memos of the work and protection of labor /material men.
BILL N0. 24, BY MUMFORD, ENTITLED "AN ORDINANCE PROVIDING FOR THE ASSESSMENT
AND AND LEVY OF A TAX FOR GENERAL REVENUE PURPOSES FOR PAYING THE CURRENT EXPENSES OF
THE CITY OF CALDWELL, IDAHO, FOR THE FISCAL YEAR BEGINNING THE FIRST TUESDAY OF�KAY, 1928

Motion made by Jackson, seconded by Munford, that the rules requiring a bill to
be read on three separate days be suspended, and that Bill No. 24 be read second time by
title, third time in full and placed on its final passage. The Mayor directed the Clerk
to call the roll with the follbwing result:
AYES: DAVIS, DUTTON, HOFFMAN, JACKSON, MCCONNEL AND MUMFORD.
NAPES: NONE. Thereupon the Mayof declared the motion carried.
The Clerk read Bill No. 24, second time by title, third time in full section
by section and placed Qn its final passage. The Mayor directed the Clerk to call the
roll on the question as put by the Mayor "Shall Bill No. 24 Pass ?" which resulted as
follows:
AYES: DAVIS, DUTTON, HOFFMAN, JACKSON, MCCONNEL AND MUMF.ORD.
NAPES: NONE. Thereupon the Mayor declared the motion carried and Bill No. 24 now be-
come Ordinance No. 458. The Mayor and Clerk signed and approved Ordinance No. 458 in
open session of the Council. The Clerk was directed to cause same to be published in
the Caldwell News- Tribune the official newspaper of the City of Caldwell,, Idaho, and be
recorded in the Book of Ordinances.
Councilmen Dutton was excused and retired from the meeting.
BILL NO. 22, MCCONNEL, ENTITLED "AN ORDINANCE VACATINE THAT PART OF 11TH AVENUE
LYING BETWEEN DEARBORN STREET AND EVERETT STREET IN THE CITY OF CALDWELL, IDAHO ", was
read second time by title.
It was voted on motion of Hoffman, seconded by Jackson, that Council adjourn
to September 14, 1928, at 8:00 o'clock P. M.

Council met in regular aeseion persuant to adjournment of Septembet 10, 1928,
with Mayor Dunlap presiding and Councilmen DAVIS, DUTTON, HOFFMAN, JACKSON AND MCCONNEL,
PRESENT. ABSENT: MUMFORD.
The Mayor called attention to the Council that Canyon County had advertised the
ogle of Boise Valley Traction Company'a property for delinquent taxes on September 211P
1928, and it might be well for the City to consider acquiring the Bridge across the Boise
River near Curtis Park.

held by Canyon County. The Mayor appointed Councilmen Dutton and MoCannel as a committee
