SPECIAL MEETING
September 9,
7:30 P.M.
The Meeting was called to order by Mayor Pasley.
The Roll of the City Council was called with the following members
present: - McCluskey, Olesen, Williams, Raymond, and Bauman.
Absent: Banks,
(PUBLIC HEARING ON PROPOSED BUDGET FOR 1977- 1978)
The Mayor explained that this was the night and hour advertised
for the Public Hearing on the .proposed budget for 1977 -1978 and
the second Public Heating on Revenue Sharing. The Mayor then `
declared the Meeting open for both the Public Hearings—
The then called on Don Horan, Finance Director; to report
regarding this proposed budget.. Mr..Horan explained that he wanted
to point out that the mill levy was held the same as the last two
years, but that did not indicate that the budget was the same.
The ability to hold the mill levy was based on the fact that the
assessed evaluation increased which gave the City the ability to
stay even as far as the mill levy was concerned.. Last year's
budget included budgeting for much needed equipment; where this
year's budget allowed for very little. However, there was extensive
federal funding involved such as the airport, a new well, and the
-sewer plant. There would be no for the - taxpayers this
year.
Councilman Raymond requested that Mr. Horan explainthe deletion
of the Sanitation Fund. He stated that in the past there was a
fund known as the Sanitation Fund. A fund to be in existence must
accomplish a purpose. The fund was really the City's percentage
of the trash contract or collection. A partial salary was
charged to it, but other than that it really had no other function.
This fund was discontinued and the revenues generated into the
General Fund, which -was about $5,000 per month.
Harold Perfect was recgonized and questioned as to why the Shop
budget was smaller this year. Mr. Horan'said that this year they
were trying to make the Shop:self sustaining. They would be working
for other Departments that would then reimburse them. The Finance
Director further explained that revenue income can be received into
the City, but it could not be spent without opening the budget
again. He did emphasize that anytime there was cash on hand, it
must be budgeted. Some discussion then followed regarding the
possibility of putting together a construction crew to replace
water lines. This would be composed of workers that would work
well together and could accomplish a great deal that the.Department
did not have time to do now.
Several more questions were asked by the members of the City
Council and discussion continued.
The Mayor then declared the Public Hearing closed. There were
two people, besides the press, who attended the hearings.
The proposed appropriation Bill No. 37 was read by the Mayor
as follows:
AN ORDINANCE TERMED THE ANNUAL APPROPRIATION BILL,
APPROPRIATING MONEY IN SUCH SUM AND SUMS AS ARE DEEMED
NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES
OF THE CITY OF CALDWELL, IDAHO, NOT OTHERWISE PROVIDED FOR,
FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF OCTOBER, 1977,
PURSUANT TO THE PROVISIONS OF SECTION 50 -1003, IDAHO CODE:

Be it ordained by the Mayor and Council of the City of
Caldwell, Idaho:
Section 1. That there is appropriated out of any money in
the City Treasury, for the purpose of defraying the necessary expenses
and liabilities of the City of Caldwell, Idaho, for the fiscal year
beginning the first day of October, 1977, the sum and sums of money
or so much thereof as may be necessary for the following amounts,
to -wit:
A. FOR GENERAL AND CORPORATE PURPOSES:
MOVED by Williams, SECONDED by McCloskey to suspend the rules
requiring the reading of a bill three separate days:and that
Bill No. 37 be read the second time by title and the third time
in full, section by section.
Roll call vote. Those voting yes: Williams, Raymond, Bauman,
McCluskey, and Olesen. Those voting no: none. Absent and not
voting: Banks.
MOTION CARRIED
The Mayor directed the Clerk to read the Bill the second time
by title and the third time in full.
MOVED by Williams, SECONDED by McCluskey that Bill No. 37 be
passed and entitled Ordinance No. 1445.
