The roll of the Council was called with the following members present: Gamboa, Carter, Williams, and Banks. Absent: Dakan. (BILL NO. 15 - ORDINANCE NO, 1362) Acting Mayor Al McCluskey explained to the City Council that the purpose of the meeting called was to pass the Ordinance providing for the assessment and levy of a tax for general revenue purposes for payment of the current expenses of the City of Caldwell. Councilwoman Williams stated that she would sponsor this Ordinance and read the Ordinance as follows: AN ORDINANCE PROVIDING FOR THE ASSESSMENT AND LEVY OF A TAX FOR GENERAL REVENUE PURPOSES FOR PAYMENT OF THE CURRENT EXPENSES OF THE CITY OF CALDWELL, IDAHO, FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF JANUARY, 1975, AND ENDING THE 31st DAY OF DECEMBER, 1975, AND PROVIDING FOR CAPITAL IMPROVEMENT FUND FOR PROVIDING FUNDS FOR THE PURCHASE OF A NEW BUILDING SITE OR TO ASSIST IN THE CONSTRUCTION OF A NEW LIBRARY BUILDING FOR CALDWELL PUBLIC LIBRARY AS.`AUTHORIZED BY ORDINANCE NO. 1257. BE IT ORDAINED By the Mayor and Council of the City of Caldwell, Idaho: SECTION 1. That there is hereby levied upon all the taxable property within the City Limits of the City of Caldwell, Canyon County, Idaho, for general revenue purposes for the fiscal year beginning the first day of January, 1975, in addition to other taxes heretofore levied, the following taxes and assessments, to -wit: For the General Fund ------------ - - - - -$ 725,000.00 For the Cemetery Fund - - - - - -- - - - - -- 8,400.00 For the Library Fund ---------- - - - - -- 86,500.00 For the Street Fund ------------ - - - - -- 65,000.00 For the Armory, Fund ------------------ 2,500.00 For the General Obligations Bond and Interest (Fire Station Building) - - -- 8,400.00 For the General Obligation Bonds and Interest (Swimming Pool ) ----- - - - - -- For the Recreation Fund -------- - - - - -- 52,317.00 For the Airport Fund ----------- - - - - -- 17,000.00 Library Capital Improvement Fund - - - -- 34,000.00 SECTION 2. This Ordinance shall take effect and be in force from and after its passage, approval and publication. Book 16 Page 182 PASSED BY THE COUNCIL this 8th day of September, 1975. APPROVED BY THE MAYOR this 8th day of September, 1975. It was then MOVED by Williams, SECONDED by Banks to suspend the rule requiring the reading of a bill three separate days and that Bill No. 15 be read the second time by title and the third time in full, section by section. The Acting Mayor called for a roll call vote. Those.,voting yes: Williams, Banks, Gamboa, and Carter. Absent and not voting: Dakan. MOTION CARRIED The Acting Mayor directed the Clerk to read the Bill the second time by title and the third time in full. MOVED by Williams, SECONDED by Banks that Bill No. 15 be passed and entitled Ordinance No. 1362. The Acting Mayor called for a roll call vote. Those voting yes: Williams, Banks, Gamboa, and Carter. Absent and not voting: Dakan.' MOTION CARRIED (REQUEST FROM THE INTER - CHURCH REFUGEE COMMITTEE) The Acting Mayor stated that a group of people representing several churches in town were sponsoring a Vietnamese Refugee family and wanted to make a request to the City Council in regards to this. He recognized Kay Carter who presented the following request to the City Council: We are from the Inter- church Refugee Committee which has representatives from Treasure Valley Christian Church, Caldwell United Methodist Church, Boone Memorial Presbyterian Church and Faith Lutheran Church. The purpose of the committee is to serve as the sponsoring agency for a Vietnamese Refugee family for the four above - mentioned churches. We ask the Caldwell City Council to allow the committee to use the vacant city owned house on Kimball south of Caldwell Memorial Park as interim housing for such a refugee family. In exchange for use of the house, the committee agrees to: 1. Have the wiring checked and repaired where necessary. 2. Have heater checked and repaired. 3. Paint, clean, and furnish the house. 4. Assume utility costs during occupancy and maintain the property. The Committee proposes that it be allowed to use the house for a family for three months, rent - -free, and that after that period of time, if more permanent housing has not been located and if the City of Caldwell is willing, rental terms could be negotiated for rent on a month -to-month basis. Kay Carter Secretary- Treasurer Inter - Church Refugee Committee The Council commended this group for their ability to work together on this worthwhile project. The Council stated that the wiring should be checked in the house and that the insurance, both liability and fire, should also be checked on. After some discussion, it was MOVED bb Carter, SECONDED by Gamboa that the Council accept the terms as presented by this Book 16 Page 183 Inter- church Refugee Committee to allow the refugee Vietnamese family to live in the house at 1108 South Kimball. MOTION CARRIED There being no further business, the meeting was adjourned at 3:00 P.M.
