Dr. Gerald Conger was present and requested permission to place a trailer house on is property. Moved by Councilman Eldredge, seconded by Councilman Shorb permission be granted to place the trailer house on this property on a yearly basis, also, Mr. Conger file with the City Clerk a statement from adjacent prooarty owners to the effect the location of the trailer house would meet with their approval. Upon Rol]. Call it appeared the motion was unaninously carried. N —rtand Geo Kandall. for Wayne Fuller and Dr. Donald Shannahan, repres -nting the Junior Chamber of Commerce recuested per - mission /Geo Randall, a handicapped man, to sell newsnaoers from a stand to be located either on the corner near the Idaho Department Store or Pennywise Drug Store at Kimball F, Cleveland. Moved by Councilman Smith, seconded by Councilman Vassar permission be granted, to the Junior Chamber of Commerce and Geo Randall for this stand on a temporary basis. Upon Poll Call it appeared the motion was unanimously carried. Pony Neumester. Tony Neumeister, Superintendent of the Treatment Plant requested the Council to increase his Salary om 4)425 to 8450 per month, fir. Mr. Neumeister stated he had been with the City for four years without a Mayor Simmerman stated the renuest of Mr. Neumeister had been discussed, but, the budget had al- dy been set for the year. Councilman Vassar, on behalf of the Council stated since. the salary budget had already been ap- Ved the request could not be granted, but, the Council would consider raising the salary to $4LO Der month tin and when the next salary study was made this salary would be raised to couA'orm with the rate set for Councilman Smith: I feel this should be taken up :. the City Engineer since the Council has i elevated him to Public Works Administrator. Councilman Eldredge: I hate to see this come up at this time since the budget has been set and I do not see how we can do anything at this time. Stringfield and ordered spread on the Minutes: Reign Kenneth Strinpfield(Recreation Boar(9) August 15, 1960 Hon Ed Simmerman Mayor City of Caldwell City Hall C Idaho Dear Ed: It is with sincere regret that I find it necessary at this time, because of health reasons, to tender my r- sign as a member of the City's Recreation committee. I have enjoyed serving on this Board and previously on the Caldwell mem- orial Swimming Pool Board for a good many years, and feel that the City of Cald- well can be truly proud of its accomplishments in the recreational field. Tax Deeds Irrigation Mayor Simmerman stated the City has taken tax deed on six parcels of land for delinquent irri- ation taxes. Authorizing sale of property Moved by Councilman Shorb, seconded by Councilman Finley the City attorney prepare the necessary apers to sell the following parcels of land at, public auctions Parcel No. 1: Lots 13, 1L, 15 and 16 in Block 130, STRAHORN ADDITION to the City of Caldwell, as the same is shown on the official plat thereof, on file and of record in the office of the Recorder of Canyon County, Idaho. Parcel No. 2: Lots 1 and 2 in Block 36 of the Original Townsite of Caldwell, as the same is shown on the official plat thereof on file and of record in the office of the Recorder of Canyon County, Idaho. Parcel No. 3: Lots 3 h and 5 in Blocv 36 of the Original Townsite of Cald- well, as the same is shown on the official plat thereof on file and of record in the mffice of the Recorder of Canyon County, Idaho. " Knight has agreed to remodeling the Boxy Theater, provided, the City will then advertise her property for sale at anctiop. Roark(Irri.Eation water) The City Attorney informed the Council it was his opinion the City was not obligated to furnish irrigation water to Roy Roark. Cbuncilma.n Shorb renorted the State Library Board and Trustees were holding an all day meeting In Caldwell on September 13, 1960. Midnight shows held at the Terrace Drive Inn were discussed. Moved by Eldredge, seconded by Vassar the City Attorney be instructed to investigate and advise what action could be taken by the City. College of Idaho (Io foot rig!it -o -sway F.ichiran) City Engineer informed the Cour:cil the College of Idaho requested the City to vacate a ten foot right -of -way on Michigan for installing gas lines from the master meter to other owned College property. No action was taken at this time. Mayor Simme-man reported on the following projects: parking meters, street lights and golf course. BE IT RESOLVED, By the [ Mayor and City Council of the City of Caldwell, Idaho, as follows: UREREAS, There is an iermiediate and oressing need of rasiny funds to defray the ordinary and necessary expenses of the City of Caldwell, Idaho, authorized by the general laws of the State of Idaho, and WHEREAS, It is necessary to borrow money in anticipation of taxes for the fiscal year 1960 -1961, in order to raise funds for carrying on the bus >ness of said city until the taxes levied for said fiscal year have been collected; and WHEREAS Aut`.:ority is given for the cr -ation of such indebtedness by the provisions of Chapter 31, Title 63, Idaho Code; and Ali WHEREAS, The taxws for the current fiscal year have not yet been levied and completed; and WHEREAS, The taxes levied in the previous fiscal year of 1959 -60 was the sum of $264,000.00 exclusive of taxes levied for the purpose of paying the nrincinal of and interest on the outstanding bonded indebtedness of the City , and WHEREAS, It apoears to this Council to be expedient and in the best interest of the City of Cald- well that said City borrow the sum of 0175,000.00 DOLLARS, for the purposes aforesaid, and issue its tax anticipation notes in said amount, and that said amount, together with all other outstanding tax snticipatio notes issued in anticipation of taxes for the current year, will not be in excess of seventy -five (75`x) per cent of the taxes levied by the said City for the previous fiscal year, nor in excess of any other limitatio s on the indebtedness of said city, provided by the Constitution and Laws of the State of Idaho, NOW, THEREFORE, BE IT RESOLVED) That the City of Caldwell, State of Idaho, for the ourpose of providing funds in anticipation of the collection of taxes of the current fiscal year, 1960 -61, exclusive of taxes required to be raised to Day the principal of the outstanding bonded indebtedness of said city, borrow the sum of $175,000.00 DOLLARS, and for that nurnose, and as evidence of such indebtedness, issue its twenty -one (21) tax antics nation bonds or notes therefor in the aggregate principal amount of $175,000.0 DOLLARS, all to be dated as of the lst day of September, 1960, to be numbered from one (1) to twenty -one 21, both inclusive, said notes or bonds to be in the following denominations: Bonds numbered one (1) to six r6), both inclusive, in the denomination of $2,500.00 each, and Bonds numbered from seven (7) to thirteen (13) both inclusive, in the denomination of £5,000.00 each, and Bonds numbered from fourteen 'lh) to eighteen (1$), both inclusive, in the denomination of 9616,000.00 each, and €k Bonds numbered from nineteen (19) through twenty -one (21) both inclusive in the denomination of i! $2$,000.00 each, and each bond to bear interest from date of negotiation at a rate of five and one -half iI II/ (51,$) per cent per annum, payable at maturity, said bonds to become due and payable on or before the 30th day of July, 1961.
