H. 1 Plowhead, presiding, present, Councilmen Dickens, Amos J. Biller, Mitchell and Sanberg, J City Clerk 5. Ben Dunlap, when the following business was transacted: Employment of City Nurse - Agreement with School Board authorized. School Trustees Bresheare, Cole and Maxey and 2upt of Schools Clifford appeared and discussed with the Council the employment of a City Nurse to be paid jointly by the City and School Distriot. In the matter of a physician to work in conjunction with a city nurse, Dr. Cole stated that County Physician Faffar, had agreed to look after the City's health work, acting as City Physician without compensation other than that received by him as County Physician, provided he was furnished with the assistance of a City nurse i and City health officer. It was voted upon motion of Councilman Mitchell, seconded Councilman Amos J. Miller, that the Council enter into an agreement with the school board to jointly employ a City nurse at a salary of not to exceed 4 ;100.00 per month, the City to pay 50% thereof. Frank Gilbert request for rebate on auto livery license. Mr. Prank Gilbert appeared, stating that he had purchased an auto livery license, covering a period of one year at a cost of 025.00. He stated that he had used the license for a period of two months and he asked the Council to rebate him for that portion of the time covered by the license and for which the license had not been used. j City Attorney Griffiths stated that in his opinion the request could not be legally granted. City Treasurer, Superintendent of Streets, City Librarian, Sexton, Superintendent of Water works, City Clark, Police Judge, Chief of Police and Chief of the 21re Department. The report of the City Treasurer for the month of July, 1917, was also read. . Upon motion of Councilman ;Mitchell the reports were approved and ordered placed on° file. necommendatione of Chief of Fire Department, contained in report above mentioned, were referred to various committees as follows. Matter of cutting weeds, to Street Committee. bla tter of hydrants, Committee. Matter of amendment to Fire Ordinance, to Fire Committee. ieeommendation of Chief of Police contained in his report above mentioned, 197 relative garbage wagon, referred to the Street. Committee for investigation. Furnance for disposal of garbage. Street ommissioner Campbell, being present pointed out the advisability of the City purchasing and operating a furnance for the disposal of garbage, and the matter was referred to the street committee for investigation. Approval of Bond of Harry L. Smith, Supt of !cater Works. The clerk announced that the City Attorney had approved the form of the bond of Harry L. Smith, Supt of Water - Vorks, referred to him at the last meeting. It was voted on motion of Amos J. hiller that the bond be accepted and ordered placed on file. Plat of Block 63 Canyon Hill Cemetery. The plat of the lots of Block 63, Canyon Hill Cemetery was presented by the City Engineer, and upon motion of Sanberg, the lama was approved and accepted. City Clerk Instructed to File with County Euditor, all cemetery Plate. It was voted, on motion of Sanberg, seconded Mitchell that the City Clerk be and hereby is instructed, authorized and empowered to have all the cemetery plats filed for record in the Office of the Recorder of Canyon Connty, Idaho. Sewer Committee reports assessment roll, Local Lateral 5, based on estimates, time fixed by Council for hearing objections. The Sewer Committee of Local Lateral Sewerage Improvement District No. 5 of the City of Caldwell, Idaho, submitted a certified assessment roll of said sewer district No. 5, containing the names of the owners of the property assessed, a description of the property in separate parcels or tracts, the front feet of the property and the amounts of benefits accruing to the property by the construction of the said proposed lateral rawer. Said assessment being based upon the estimate furnished to the said Committee by the City Engineer, on the cost of the work and proportioned to the benefits of the property. Said assessment roll being under date of August 27th., 1917. A motion was made by Councilman Mitchell, seconded Councilman Dickens, that the said assessment roll of proposed sewer lateral Ido. 5, be and the same is hereby ratified, confirmed and approved, that the City Council hereby fixes ',.Monday October 1st., 1917 at 8 o'clock P. U. , in the Council Chamber of the City Hall of the said City as the time and .- place for hearing objections by any person or persons aggraived by reason of the assessments contained on the said roll, and that the Clerk be and hereby is dirceted to publish notice of the receipt of said assessment roll as required by law. A yea and nay vote on the motion being demanded, the roll was called and the vote resulted: Ayes: Dickens, Amos J. killer, Mitchell, Sanberg-4. Hayes- Idone. Abeent -Fritz R. Miller, hard -2. The City Clerk presented the special assessment roll of the City of Caldwell, containing all the special assessments as levied by the City for the year, 1917. It visa voted upon motion of Mitchell that the same be and hereby is ratified, confirmed and approved, and that the Clerk be and hereby is instructed to certify the same to the County Treasurer for collection. Opening of proposals and awarding of contract for construction of concrete crosswalks. The following proposals for the construction of approximately 25 concrete Cr. Wks. in accordance to the plans prepared by the city Engineer and the ordinances of the City of Caldwell, relating thereto: 0. E. Silbaugh, Caldwell, Idaho ,------- - - - - -- '40.00 per walk D. J. The ]dayor announced that he had received the resignation of z. S. ;madden as a member of the Library Board. It was voted upon motion of councilman Dickens, seconded Councilman Sanberg, that the Hon. H. H. Hayman, be chooses by the Council as a member of the Library Board to fill out the unexpired term of Mr. _c. S. liadden, resigned. The Mayor declared the motion carried and the appointment of Hon. H. H. Hayman as a member of the Library Board t fill out the unexpired term of Mr. ,t. S. Madden. Appointment and confirmation of it. h. Fisk as municipal Band - master. The Idayor announced the appointment of Mr. x. n. Fisk as Municipal Band - master. Upon motion of Councilman Amos J. 1 diller, thy: appointment was confirmed. iteport City Attorney, ditch abutting Gipaori Orchard. �I In the matter of the ditch abutting the Gipson orchard on Kimball Avenue, the City Attorney reported that upon investigation the ditch had been found to be inside of the curb line and that notice had been given the Pioneer District Officials to remedy the condition. Report of St. Committee on petition for hydrant at 3rd and Frksport.iit. In the matter of the petition of 'Thomas R. Cochrane, et -al for the installs - tion of a fire- hydrant at Third Avenue and Freeport 4treet, Councilman Amos J. Miller reported that in his opinion the revenue to be derived from the sale of water to be taken from the new extension did not ,justify the expense of making same. The matter was left in the hands of the committee for further investigation. Grade of Streets between 0. S. L. Tracks. The matter of the grade of the streets in the Paving District between the 0. S.
