that the City accept the proposal of W. W. McDowell to collect raw '.

from certain restaurantsand other places of business in Caldwell.

BY COUNCILMAN FENRICH.

WHEREAS, W. W . McDowell with
the consent of I. R. Nicol, garbage contractor has been collecting th
garbage
and refuge of certain restanrantsand other businesses, and
WHEREAS, W. W. McDowell with
reference to the garbage collected cooks the same for feeding to
hogs said cooking being done in accordance with regulations of the Idaho•State Health Department.
NOW, THEREFORE BE IT RESOLVED that W. W. McDowell be permitted to collect
said garbage from

restaurante and other places disposing
of food stuffs for such period of time that
he may have the consent

of the
City Garbage contractor, and he
makes his collections in a sanitary fashion and lastly in his use
of the
garbage so collected he complies
with all of-the health regulations of the
State of Idaho.
Upon Roll Call the following
Councilmen voted in favor: of the motion:
Blomquist, Burrell, Eggere,
Weick,
Fenrich and Bettis. Againsts
None. Absent and not votings None.

Thereupon the Mayor declared
the motion carried and the Resolution adopted.
There being no further business
to come before the Council it was moved
by Councilman Blomquist,

by Blomquist, seconded by Eggers that the rules requiring that the reading of a Bill on three separate days
be suspended and Bill No 8, be read the second time by title and the third time in full section by section
and placed on the final passage. The Mayor directed the Clerk to call the Roll on the above motion with
the following results Those voting in the affirmative weeks Blomquist, Burrell, Eggers, Weick and Bettis.
Negative: None: Absent and not voting: Fenrich. The Mayor declared the motion had passed by the necessar
three - fourths' majority and directed the Clerk to read Bill No.8, the second time by title and the third

Moved by Councilman Burrell, seconded by Councilman Bettis that the following Resolution be adopt-
A RESOLUTION DECLARING THAT NO EMPLOYEE OF THE CITY OF CALDWELL, IDAHO SHALL BE ENTITLED TO A
VACATION WITH'PAY UNTIL SAID EMPLOYEE HAS BEEN EMPLOYED FULL TIME BY THE CITY OF CALDWELL FOR A PERIOD OF
ONE YEAR WHEREUPON SAID EMPLOYE: SHALL BE ENTITLED TO A TWO WEEKS VACATION WITH PAY.
WHEREAS, the Mayor and Council of the City of Caldwell, Idaho feel the need to clarify the vacatio
policy of the City of Caldwell with reference to paid vacations of full time city employees,
NOW THEREFORE,it is hereby resolved by the Mayor and Council of the City of Caldwell that each
full time city employee shall be entitled to a two weeks vacation with pay after each full year of em-
ployment; that said vacation rmust be taken within the year after the same has been earned at a time des-
ignated by his department head and if not 8o taken within the year period after the same has been earned
at the time designated by his department head said vacation right shall be forfeited.
Upon Roll Call the following bouncilmen voted in the affirmatives Blomquist, Burrell, Eggers,
Weick and Bettis. Negative: None. Absent and not voting- None.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
This being the time set for the second reading of Bill No 2. It was moved by Councilman Eggers,
seconded by Councilman Burrell that the rules requiring that the reading of a Bill on three separate days
be suspended and that Rill No 2, be read the second time by - title and the third time in full, section by
section and placed on its final passage. The Mayor directed the Clerk to call the roll on the above motion
with the following results Those voting in the affirmative were: Blomquist, Burrell, Eggers, Weick,
and Bettis. Negatives None. Absent and not votingt Fenrich. The Mayor declared the motion had passed by

BE IT RESOLVED by the Mayor and Council of the City of Caldwell, Idaho:
Section 1. That Notice is hereby authorised, ordered, and directed to be given and published as
hereinafter provided, that the ft,or and Council of the City of Caldwell, Idaho, propose to sell and invite
written proposals for the purchase of bonds of Local Improvement District JhD 2l of the City of Caldwell, Ca
County, Idar:o, in the amounts and for the purposes specified in the following form, to -wits
NOTICE OF PROPOSAL TO ISSUE TO ISSUE AND SELL BONDS OF LOCAL IMPROVEMENT DISTRICT NO. 20 OF THE

Public Notice is hereby given that sealed bids for the purchase of bonds of Local Improvement
District No 20 of the City of Caldwell, in the County of Canyon, State of Idaho, will be received at the
office of the City Clerk until Monday, the 5th day of October, 1953, at the hour of 8s0O o'clock P. M.
Said bonds shallbe in an amoun4aggregating the principal sum of Seventeen Thousand Four Hundred Ninety and
65/100 Dollars ($17,490.65), in denominations of Five Hundred Dollars ($500.00) each, exceot Bond No 1,
which shall be in the amount of Four Hundred Ninety and 55/100 Dollars ($490.65; said bonds shall_ne numbered
consecutively from I to 35 inclusive, to be dated October 1, 1953, payable numerically in ten (10) in-
stallments, of approximately equal amounts each year, each installment of bonds maturing in respective years
annually from 1954 to 1963 inclusive; but shall be subject to call on any interest date following the de-
linquency of any installment of the assessment; said bonds to hear interest'at such rate or rates not greater
than five per cent (5A) of amount of bid, or being a cash deposit in like amount, to be forfeited to the
City as liquidated damages Should the successful bidder fail or refuse to take up or spy for the bonds
within thirty days after the notice by'the city of its readiness to deliver said bonds. Uiisucessful bidders
will be returned their'certified checks.
All bids shallb@ conditiorked , :oon the approving of a satisfactory legal opinion as to the legality
of the said issue; provided, however, that said bonds shall not be sold for less than their face or par
value and accrued interest at the time of disposal by the Citv Treasurer, under the general supervision of

the Mayor and Council. The said City will furnish the bonds. Each of the said bonds and each of the coupons
attached thereto, shall be duly and regularly issued in form and contents in conformity with Chapter 29,

The City Council reserves the right to reject any or all bids.

The Mayor informed the Council a United States Inspector was making a survey of the rat and
garbage situation and a reoort to the Council would be made later.
Councilman Bettis reported back to the Council that Joilet Street between 6th and 7th could not be
opened at the present time as the City did not have right of way, also that the alley between Denver and
Elgin from 13th to 14th could be opened if the property owners would the the irrigation ditch where it
crossed the alley.
Council Burrell informed the Mayor and - Council the lease between the City of Caldwell and Chas E.
Sweaney and Patrick Sweeney would expire in the near future.and recommended that the City enter into a new
lease with the Sweaney Brothers.

port. This matter was referred to the City Engineer.

The Mayor instructed the Chief of'Police to make a survey of intersections and report back to
the Council.
The Mayor and Council discussed the fee to be charged for cutting of pavement in streets and
alleys.

BE IT RESOLVED,respective to the charges to be made that.a person cutting a paved street or alley
in the City of Caldwell shall pay to the City fc.r restitution of paving in street or alley on a basis of
2.60 per square yard cut with a minimum charge of $5.00.
