' Bill Ido. 23, by Councilman PjItchell, entitled, "An Ordinance granting to the Boise Valley Traction Company, its successors and assigns an electric railway franchise Over and across the junction of Third Avenue and Albany Street and across Fourth Avenue between ifiain Street and Albany in the City of Caldwell, Idaho, " was read the first time. A motion was made by Councilman Sanberg, seconded Councilman Dickens, that the rules be suspended and the reading on three separate days be disnonsed with and that Bill 110. 23 be read the second time by title, and the third time in full and placed on Its final passage.
